According to the minister, he presented the government’s plan during a meeting with executive mayors, introducing a new grant framework that rewards performance and encourages infrastructure investment across metros.

He explained that decades of neglect have weakened cities’ capacity to support economic growth and deliver reliable services. According to the minister, rather than casting blame on metros, the national government has chosen to act by restructuring the grant system and adding performance incentives.
