Mandate of the Department

The functional responsibilities of the Gauteng Department of Agriculture and Rural Development (alternatively referred to as "department" or "GDARD" elsewhere in this report) are diverse. Informed by Gauteng's achievements of the past fifteen years and the needs of communi

ties looking ahead, the department in alignment with the Gauteng Provincial Government as a whole focused on the following priority areas:
•Creating decent work and building a growing, inclusive economy
•Promoting quality education and skills development
•Providing better health care for all
•Stimulating rural development and food security
•Intensifying the fight against crime and corruption
•Building cohesive and sustainable communities
•Strengthening the developmental state and good governance
National Government outcomes: 2010-2014

The national government has adopted an outcomes based approach going forward for the term, the outcomes for which are listed below. GDARD is the lead department for Outcomes 7 and 10 in the province. Outcome 7: VIBRANT, EQUITABLE, SUSTAINABLE RURAL COMMUNITIES CONTRIBUTING TOWARDS FOOD SECURITY FOR ALL.
1.Sustainable land reform in Gauteng.
2.Rural development and sustainable livelihoods.
3.Food security at the household and provincial level.
4.Job creation to skills training and capacity building. Outcome 10: PROTECT AND ENHANCE OUR ENVIRONMENTAL ASSETS AND NATURAL RESOURCES.

3.Protected Biodiversity
Constitutional mandate

The department receives its mandate from Section 24 and 27 Section of the constitution, which comprises the Bill of Rights . Section 24 deals with the environment and Section 27 with health care, food, water and social security. National and Provincial mandate

The department derives its mandate mainly from the national legislation and regulations. Its provincially specific mandate is determined by provincial legislation and regulations. These various legislation enable the department to carry out most of its functional responsibilities. The department utilizes the subordinate legislation in terms of national legislation and provincial laws to address specific provincial variations, only if the national legislative framework does not suffice.

Empowering Gauteng’s Smallholder Farmers to Shift from "Grow and Sell" to "Grow to Sell!" 🌾📊

Today, the Gauteng Department of Agriculture and Rural Development (GDARD), in partnership with the City of Tshwane, hosted an impactful Vegetable Study Group session at the Temba Agric Boardroom in Hammanskraal.

The morning kicked off with vital insights into Integrated Pest Management (IPM) for vegetables, led by GDARD’s own Dr. Kgatle and Mr. Ramusi, ensuring our local growers have the technical tools to protect their crops efficiently.

A major highlight was the presentation on the Smallholder Horticulture Empowerment & Promotion (SHEP) approach by Ms. Seome. SHEP is all about driving a market-oriented mindset change. By equipping farmers with advanced market and technical skills, encouraging group work for better bargaining power, and focusing on capacity building, we are helping our local agricultural community build sustainable, business-minded enterprises.

The Heartbeat of the Field: Reflections from the Kaonafatso ya Dikgomo Farmers Day 🌾

There is a distinct kind of energy that fills a room when passionate people gather to build a sustainable future. Looking back at the official roadmap for yesterday's event—the Kaonafatso ya Dikgomo Farmers Day at the Rooiwal Community Hall was a masterclass in community collaboration.

From the moment registration opened, the atmosphere was charged with purpose. Neighbors caught up, ideas were traded, and as the opening prayer set a grounded tone for the morning, everyone settled in to tackle the real, pressing issues facing today's livestock innovators.

For those of us working behind the scenes to keep our agricultural communities fully informed and equipped, watching these sessions unfold is incredibly rewarding. Every line item on that program represents a pillar of resilience for our local industry. Whether it was diving deep into veld management and fodder planning with GDARD experts, exploring aquaculture and feedlot dynamics with the ARC, or navigating the critical complexities of water licenses and zoning bylaws, the wealth of knowledge shared was immense.

A standout moment of the day was the vital briefing by Dr. S. Dyantyi from GDARD Veterinary Services regarding Foot and Mouth Disease (FMD) biosecurity protocols. In our ongoing efforts to safeguard livestock and manage digital communication strategies for animal health, seeing farmers engage so deeply with these biosecurity measures is exactly what drives progress.
The day wrapped up by honoring excellence during the Agri Awards, followed by a lively Q&A session where real questions met practical solutions.

It’s a powerful reminder that when GDARD, the City of Tshwane, the ARC, and our dedicated farmers stand together, the future of agriculture looks incredibly bright.
