Important Notice: AARTO Rollout & Business Compliance Requirements
This letter serves to formally notify you that the nationwide implementation of the AARTO (Administrative Adjudication of Road Traffic Offences) Act will commence on 1 December 2025.
With this implementation, significant changes will come into effect regarding how traffic fines for business-owned vehicles are administered and enforced.
Key Changes Affecting Your Business
1. Traffic fines will no longer be linked to the company proxy or representative.
Fines will now be tied directly to the organisation’s Business Registration Number (BRN) on the eNatis system.
2. The company will carry legal responsibility for all fleet-related fines.
Failure to settle outstanding fines will result in the BRN being blocked, which will prevent:
Licence renewals
New vehicle registrations
Vehicle transfers
Other eNatis fleet transactions
3. Driver accountability will be enforced.
Once the AARTO demerit system activates, companies will be required to nominate the driver responsible for each offence, and demerit points will then apply to the individual.
