Civic Education Outreach - Koopmansfontein

​Today, the Northern Cape Provincial Legislature, through its Frances Baard Regional Office, participated in the SASSA Integrated Community Registration Outreach Programme (ICROP) held in Koopmansfontein.
​In collaboration with stakeholders such as the IEC, SAPS, Home Affairs, and the Department of Health, the Legislature conducted a vital civic education workshop.

The session educated residents on the roles and functions of the Legislature and outlined mechanisms for public participation in legislative processes.

​As we approach the local government elections, the community was strongly encouraged to exercise their constitutional right to vote and actively shape their local governance.

!Kheis Local Municipality Crisis Highlighted in Oversight Visits

​The final leg of the municipal oversight visits has laid bare a compounding crisis in the !Kheis Local Municipality, driven by systemic financial and administrative failure.
​The Core Challenges:
​Revenue Collapse: Collection rates have plummeted with no actionable plans in place to recover mounting debts.
​Fiscal Paralysis: Extreme cash flow pressure recently led to delayed staff salaries, forcing the municipality to use national grants for emergency bailouts instead of community development.
​Service Delivery Failure: High vacancy rates and severe funding shortages mean critical infrastructure cannot be maintained, directly impacting everyday residents.
​Without immediate provincial treasury intervention and a rigorous financial recovery plan, !Kheis remains trapped in a cycle of unsustainable debt.

​The Provincial Speakers Forum is currently in session, bringing together key legislative and local government stakeholders to address critical governance and demarcation issues across the province.

​Given the Northern Cape’s unique geography, these boundary determinations are critical, shaping local representation, service delivery logistics, and municipal governance for the next five years.

The NCPL continued with its Oversight programme in the Namakhoi municipality on the 26th of May 2026 , we had SALGA, Provincial treasury, AGSA and COGHSTA, who also made presentations on the Support they give to the municipality and the role they play in supporting this municipality.

The Oversight programme is aimed at looking at the administration , financial status and issues pertaining to service delivery. The committee was led by the Chair of Chairs Hon Kibi.

The committee continued with the Kamiesberg municipality where the committee also engaged the municipality regarding their financial status and issues pertaining to service delivery.The programme concluded with a site visit in Okiep to inspect houses that were recently built in that area.

Today’s oversight visits continued to focus on critical areas, some of the issues highlighted ranged from cash flow strains to the over-reliance on external contractors.

​One of the most persistent issues highlighted by the Auditor-General (AG) is the "double-dipping" on financial skills. Oversight teams frequently find that municipalities spend millions on private consultants to prepare basic financial statements, even when they have a full, salaried internal finance department.

​Members of the Legislatures are pushing municipalities to freeze the use of consultants and instead invest that budget into attracting and appointing suitably qualified, permanent personnel who can be held accountable under the Municipal Finance Management Act (MFMA).

Oversight isn't just about identifying what went wrong anymore; the focus has shifted heavily toward consequence management ensuring that officials who fail to implement internal controls or who bypass supply chain laws face disciplinary or legal action.

The legislature committed to ensuring that municipalities receive the necessary support and that cash flow within municipalities should be improved so as to ensure that municipalities are able pay to service providers like Eskom and the water boards.
