Premier Dr Zamani Saul, joined by MEC for Finance, Economic Development and Tourism, Mrs Venus Blennies-Magage, received a courtesy visit from the Consul General of France in Cape Town, Ms Sophie Bel, and the Consul General of Belgium in Cape Town, Mr Nicolas Gevaert.

The engagement explored cooperation in investment, skills development and supplier development.

Through strategic engagements like these, the Northern Cape Provincial Government continues to make the right connections and build partnerships that can unlock investment, create jobs and position the Northern Cape to thrive as South Africa’s new growth frontier.

AFS SUBMISSIONS 2026| DISTRICT BY DISTRICT

We are proud to recognise the progress made across the Northern Cape as municipalities continue to submit their Annual Financial Statements (AFS).

Four districts have achieved 100% submissions, while Namakwa District is at 99% with one municipality still outstanding.

This progress reflects our continued commitment to credible, good-quality and GRAP-compliant financial reporting- strengthening accountability and good governance across our municipalities.

Northern Cape Municipalities Improve Annual Financial Statements Submissions

02 September 2026

The Northern Cape has recorded an improvement in municipal financial accountability, with 30 of the province’s 31 municipalities successfully submitting their Annual Financial Statements (AFS) to the Auditor-General of South Africa by the legislated deadline of 31 August 2026.

This is an improvement from the previous financial year, when 29 municipalities submitted their AFS within the prescribed timeframe.

The MEC for Finance, Economic Development and Tourism, Ms Venus Blennies- Magage, welcomed the improved submission rate, saying it demonstrates the commitment of municipalities to financial accountability, compliance with the Municipal Finance Management Act (MFMA) and good governance.

“This is an important improvement for the province, but submission is not the end of the process. Our focus must now be on ensuring that these financial statements are credible, of good quality and GRAP-compliant, so that we can improve our audit outcomes and, ultimately, strengthen service delivery to our communities,” said MEC Blennies-Magage.

The MEC expressed her appreciation to Executive Mayors and Mayors, Municipal Managers, Chief Financial Officers and municipal finance teams for their efforts in meeting the statutory deadline.
She further emphasised that municipalities must closely monitor service providers appointed to assist with the compilation of AFS to ensure that the work delivered meets the required standards.

Support for Kamiesberg Local Municipality
The province acknowledges that Kamiesberg Local Municipality in the Namakwa District did not submit its AFS by the statutory deadline, with instability in the administration among the factors contributing to the non-submission. The Provincial Government has assured the municipality and its community that it will not be left behind. A dedicated support team will be deployed to assist with the finalisation of the municipality’s AFS. Critical interventions have already commenced, including support for the appointment of an Acting Chief Financial Officer.

The support team has also begun examining the causal factors behind the non- submission, while engagements have commenced between the municipality and its financial system provider.
The province will continue supporting Kamiesberg through the finalisation and submission of its AFS and during the subsequent audit process.

“Our responsibility does not end with compliance. We want to see municipalities move from compliance to quality, sustainability and, ultimately, continuous service delivery. No municipality will be left behind as we work towards building a modern, growing and successful Northern Cape,” said MEC Blennies-Magage.

📌 Restoring Accountability: NCPT Partners with DOH to Tackle R15 Billion Expenditure Backlog

The Northern Cape Provincial Treasury (NCPT) is moving from words to action! In a major provincial priority shift, our Directorate: Norms & Standards is officially launching the Department of Health (DOH) Irregular Expenditure Project.

This hands-on intervention aims to resolve the DOH’s R15 billion irregular expenditure backlog. A dedicated team of nine dynamic interns and experienced Norms & Standards officials is deploying to the field to restore financial accountability.

To mark this landmark initiative, the team has unveil their new standardised branded jackets and on-site safety gear. This uniform does more than look professional—it ensures our team is highly visible in restricted environments, fosters team spirit, and establishes a proud, cohesive corporate identity.
