The district municipality is a government institution committed to working with citizens and groups within the community to find sustainable ways of meeting their social, economic and material needs and improving the quality of their lives. Local Governments are clearly one of the nation’s fundamental democratic institutions. Inclusive and effective democratic processes can most readily be achieve

d at the local level through participatory, transparent, management of public resources and joint community development projects. In South Africa, local governments are responsible for stimulating local economic development and for providing people with basic services. The basic services include water, electricity, sanitation, affordable housing and basic health care. In terms of the Constitution of Republic of South Africa, 1996 and various acts flowing from it, the District Municipality is required to structure and manage its administration and budgeting and planning processes to give priority to the basic needs of the community, to promote the social and economic development of the community and to participate in national and provincial development programmes. The municipality to this end must provide vision and leadership for all those who have a role to play in the development of the municipality. Vision

Background of the Municipality

Our district is predominantly a mining and agricultural district, with a lot of potential yet unlocked. The climate is favorable for outdoor living with a great number of "sunny" days throughout the year. Two of the largest rivers, the Orange and the Vaal, flow through our district. Our population has been estimated at 382 088 in Census 2011 and we have a reputation for being friendly and hospitable people in the Province of the Northern Cape. The district comprises of four local municipalities plus a rural district management area. Kimberley, located in Sol Plaatje Municipality, is the capital of the province, and also the home of our head offices as a district municipality. Frances Baard District Municipality is the smallest district in the Northern Cape; however, it accommodates the largest proportion of the population of the province.

Frances Goitsemang Baard (1909-1997) was a South African political activist, trade unionist, organizer for the ANCWL & patron of the UDF. She joined the ANC in 1948 & was active as an organizer during the Defiance Campaign of 1952. She was a member of the executive committee of the FEDSAW & was part of the historic women's march to the Union Buildings in 1956. She was one of the defendants in the Treason Trial & was elected executive committee member of SACTU. In 1959 she assisted with the Potato Boycott to protest the treatment of workers in Bethal, Transvaal. She was arrested in 1960 and again in 1963 when she was kept in solitary confinement for 12 months. In 1964 she was arrested yet again under the Suppression of Communism Act for her ANC activities & was sentenced to 5 years imprisonment. The commemoration of Youth Month in June, and particularly Youth Day on 16 June, pays tribute to the 1976 Soweto Uprisings. This defining moment in our history serves as a reminder of the actions of South African youth who peacefully protested the imposition of Afrikaans as a medium of instruction in schools.

The sacrifices of our nation’s youth immensely contributed towards the movement for freedom, justice and equality, affirming that young people are drivers of transformation. This year marks the 50th anniversary (Golden Jubilee) of the symbolic struggle, a national milestone which will be commemorated through a year-long programme to honour the legacy of the class of 1976.

The commemoration serves to bridge the historic struggle for youth empowerment through equal education, inclusive economic participation and skills development. It seeks to mobilise society towards practical pathways that connect young people to opportunities. Furthermore, the Youth month commemoration aims to promote active citizenship, showcase interventions that support youth employment and entrepreneurship. It will also strengthen partnerships across sectors and restore hope to young people facing unemployment, exclusion and related social challenges.

This provides an opportunity to reflect on the 50 years since the fight for a just, equitable, and inclusive South Africa. This year and Youth Day will continue to be commemorated as a reminder of the huge sacrifices, resilience, and contribution of the nation’s young people to the liberation struggle. The aim of the 50th Golden Jubilee Commemoration is to raise awareness on the achievements of the past and empowering today's youth to lead and thrive in a changing world.

The 2026 commemoration is held under the theme “RESET@50 – The Future Calls”, with the slogan “Our National Commitment to the Future, for Freedom Lives in Every Generation”, and is further anchored by the focus “Mapping the Barriers: Auditing Access for Economic Inclusion”. Commemorative activities will include the Youth Day event on 16 June at Orlando Stadium in Soweto, a symbolic Walk of Generations, a cultural and formal programme as well as community activations. Opportunity-based platforms such as the Marketplace of the Future expo, connect young people to economic opportunities.
