*DA finds senior Tshwane politicians seemingly implicated in tender and fraud web*

The following notes were delivered by Jacqui Uys, DA Tshwane Caucus Chief Whip during a press briefing today:

During the testimony of Sergeant Fannie Nkosi at the Madlanga Commission, mention was made of a company called Elshadai Security Services. This company had ostensibly received preferential treatment in the preparation of a security tender by the Tshwane Metro. Electronic evidence was also led showing potential interference by ActionSA and the EFF in the same tender.

When we searched the name of Elshadai on CIPC records, it was discovered that it shares a common registered address with several other companies, that have from time to time, done business with Tshwane. That common address is 148 Visvanger Street, Haakdoornboom.

During the DA’s time in government, we raised concerns about tender awards to some of these companies. During the course of 2024, we were approached by sources who claimed that companies sharing this address worked in common purpose to ensure joint control over waste collection tenders. This would be in contravention of tender requirements and regulations.

The Auditor-General subsequently also raised concerns during the 2023/24 financial audit about a tender award called SS01 2023/24 for the supply of both waste collection and water tanker services. Again, some of these companies were registered at the address 148 Visvanger Street.

We raised these concerns with the Tshwane CFO Gareth Mnisi, who assured us that the concerns of the AG would be addressed. This was about two weeks before the DA and our coalition partners were removed from government. The DA made an exploratory visit to 148 Visvanger Street, and searched the other companies that had been beneficiaries of SS01 2023/24.

Two important discoveries were made:

At 148 Visvanger, a collection of water tankers, waste removal trucks, and yellow plant was observed, which tended to confirm that this address was being used by multiple companies performing services related to those of the SS01 2023/24 tender.
On a company search, we found that most of the companies that had benefitted from SS01 2024/24 had one of four individuals as current or past directors, namely Percy Lamola, Abednego Lamola, Alvin Naicker, and Donavan Naicker. One of these companies was called Aqua Transport.
The importance of Aqua Transport is that another ANC politician in Tshwane, George Matjila, had approached the DA when in government on at least two occasions enquiring about the payment of invoices by Tshwane to this company. We presumed that Matjila, who is not a councillor of the City, had some connection with Aqua Transport as a subcontractor.

We did enquiries on the payment of these and other invoices that Matjila brought to our attention from time to time, but discovered that many of them were backdated to as far back as 2018 and were not backed by purchase orders. In other words, we suspected that what Matjila wanted was for Tshwane to pay invoices that had not in fact been properly requisitioned by the City. This creates the risk of fraud.

Later, at the end of 2025 when the DA was no longer in government, a report served before the section 79 Oversight Committee on Finance indicating that the companies that Matjila enquired about, including Aqua Transport, had debit balances on their supplier accounts of R6,8 million. This indicated that payments were eventually made by the City to the companies, seemingly, without invoices being processed, another fraud red flag.

Turning back to Elshadai Security Services registered at the common address of 148 Visvanger, we’ve discovered that one of the founding directors of Elshadai, a person called MM Masilela, had been a founding director with a top-ranking ANC politician companies called On the Dot Media and African Monitoring Group. That ANC politician is Eugene Modise, the current deputy mayor of Tshwane and MMC for Finance.

The DA will provide more of the details of the above to the Madlanga Commission, who might be in a position to draw links between the information we have and evidence which had been led, and will still be led, at the Commission.

🚨Don't fall for fake news. There was no vote on the 30% pass mark in Parliament! The resolution called on the Basic Education Minister to appoint a panel of experts on the pass mark.

She has already appointed a panel to review assessment, progression and promotion requirements.

Simply raising the pass threshold without addressing the root causes of poor performance earlier in the system would push more learners out and deepen inequality.

*City Cleansing Levy charges*

The CFO has informed me that the City is reversing the City Cleansing Levy on all account as per the latest court judgement. The recent judgement declared that implementing the levy is still illegal while awaiting the judgement on the appeal lodged by the City against the case brought by Afriforum in August on the legality of imposing this levy. As per the court judgement this credit should go back to July when it was first introduced. The CFO indicated that this reversal should be finalized by Friday.

He also indicated that pre-paid meters, that are blocked due to non-payment of city cleansing levy, will be unblocked asap - I therefore suggest that residents hold back on prepaid purchases until accounts have been unblocked and also not pay to the levy to be able to purchase. However they should ensure that the rest of their account is paid, otherwise the block will remain.

The city has made a lot of promises on the city cleansing levy and I am not convinced that this one will be met, HOWEVER should the city not abide by the ruling, they will be in contempt of court and this could lead to the City Manager and Mayor being held personally liable.

Off course you will have cash in the bank if you don't pay your creditors. Money in the bank means nothing if you owe R9b to suppliers.

This is just a lie, when the DA left office the Debtors book was R27b - the ANC had incentive programs and wrote of billions of arrear debt...yet did not move the Debtors book any lower than what it was.

*Revenue collection 82% with Billing Accuracy 98%*
Revenue collection under the DA was 90%

*R14.4b irregular expenditure investigated*
This means nothing if the reports don't come to council so that the money can be recovered and consequence management on culprits be executed.

*R86B investment pledged*
Pledges mean nothing. Let's celebrate when it is done and the investments start to bear fruit.

*DA launches probe into Tshwane Deputy Mayor R23-mil bill, as Mayor Moya dodges questions*

Tshwane’s ActionSA puppet mayor Nasiphi Moya is happy to impose high bills on the City’s residents, but she allows her ANC deputy to get away with not paying his bills.

In yesterday’s meeting of the Tshwane municipal council, I confronted Mayor Moya about the R23 million owed to the City on a property leased by Mzansi Resorts, a company that belongs to her ANC deputy mayor Eugene Bonzo Modise.

Moya promptly left the council chamber during my speech, only returning when the meeting has moved on to another item. She also refuses to answer media queries on the issue.

The Democratic Alliance (DA) in Tshwane will now submit a Promotion of Access to Information Act (PAIA) request, to determine whether there is a block on Modise’s account. If the Mayor refuses to answer in Council, we will use the law to force an answer out of her.

This information will be hand delivered to the Auditor General, as justice must be served. Politicians in Tshwane cannot be held to a different standard than those who they serve.

Tshwane is owed R23 million in arrear property rates and water tariffs on a property that use to house the old Morula Sun and that belongs to the North West Housing Corporation.

The property is leased by Mzansi Resorts, which is owned by ANC Deputy Mayor and Member of the Mayoral Committee for Finance, Eugene ‘Bonzo’ Modise.

Mayor Moya has eagerly joined Tshwane ya Tima teams to cut off power to users who do not pay their municipal bills. But she has not been seen anywhere near Mzansi Resorts.

Overseeing the implementation of a municipality’s credit control policy is one of the core functions of an Executive Mayor, but it is clear that Mayor Moya is the political junior in her own government.

The DA will not rest until every rand of the arrears owed to the City by Modise and his company is paid. ANC cadres should not be exempt from paying their municipal bills.

*DA condemns the senseless killing of Tshwane councillor*

The Democratic Alliance (DA) has learned with great sadness about the passing of Councillor Thabang Masemola, ward councillor of Ward 10, Mamelodi.

As the Chief Whip of the Official Opposition in the municipal council of the City of Tshwane, my caucus would like to extend our heartfelt condolences to the Masemola family and the African National Congress (ANC) Greater Tshwane Region.

Our thoughts and prayers are with all those affected by this senseless act of violence.

These barbaric acts of violence must be condemned unequivocally, as they threaten the very foundations of peace and dignity. Ward Councillors are amongst the most selfless public servants, going beyond the call of duty, sacrificing their private and family time to serve the community

The DA calls upon law enforcement to act swiftly to bring the perpetrators to book. Public trust in the South African Police Service (SAPS) has been deeply eroded due to years of corruption and unfulfilled promises. Considering the recent allegations of corruption brought by Lieutenant-General Mkhwanazi, involving some of the country’s top-ranking officials, residents feel even more unsafe.

We demand justice for the Masemola family. Not only has a young politician been deprived of a promising career, but his family, Council and residents of Mamelodi are poorer for his loss.
