Re: Dissolution of the Nkangala Regional Task Team.

Greetings of the Revolution
This letter serves to inform all members of the Nkangala Regional Task Team more especially the Acting Convenor and Acting Coordinator that the Presidency as well as the Office of the Secretary General notes the following:

1. The Regional Task Team has not convened an Ordinary Regional Task Team meeting ever since the resignation of the Regional Convenor.
2. The Regional Task Team's committees have not convened meetings ever since the resignation of the Regional Convenor.
3. The Regional Task Team has failed to implement and fulfil its duties ever since the Resignation of the Regional Convenor.
4. The Acting Regional Convenor, Cde TS Sikhosana has expressed dissatisfaction with the fact that he was requested and subsequently ordered to meet with the Interim President to discuss the future of the SALC in the Region.
5. The Acting Regional Convenor, Cde TS Sikhosana has made threats of resigning of the Interim President does not allow him to make changes to the composition of the RTT, which are not in line with the Interim Constitution of the SALC.
6. The Acting Regional Convenor, Cde TS Sikhosana can therefore not be recognised as the Acting Regional Convenor, due to such childish and nonsensical behaviour, hence the recognition of Cde NG Kabine as the Acting Regional Convenor.

Taking into consideration of the above stated, We have decided to dissolve the Regional Task Team of the Nkangala Region with immediate effect, we thus dismiss all members of the Regional Task Team with immediate effect.

Commissar Lebogang Mboweni will therefore be tasked with assessing the status quo and after 30 calendar days make recommendations to the Secretary General on the composition of a new Regional Task Team. Comrades must note that this decision is Final!

Greetings of the Revolution

It is with great revolutionary spirit that I today announce the composition of the Board of Governance of the SALC, which shall lead the organisation towards a National conference. I have spent the past 9 days consolidating this composition of this BOG, so as to ensure that the following is met:
• Geographic representation of Provinces in the BOG
• A majority of BOG members are female
• There is representation of the LGBTQIA+ community in the BOG
• There is a generational mix in the BOG
• Learner members of the SALC form part of the BOG

Indeed, the composition of the Interim Board of Governance meets these criteria. There has always been a need for the SALC to function in accordance with its mandate, which is why this BOG consists of not 23 members but 25 members who will tirelessly work towards the growth of the Organisation and ensure that the SALC infiltrates the Fundamental bodies of decision making in the Basic Education Sector, so as to fight for the provision of Free, Quality, Well-Resourced and Decolonised Basic Education.

Members of the BOG are to take note and internalise the following Aims and Objectives of the SALC, which are:
 To fight for the introduction of scholars transport in all public schools.
 To fight for the appreciation of African languages in the curriculum.
 To fight for free sanitary pads to be available in all public schools.
 To fight for the provision of school uniforms in all public schools and other material support.
 To do career exhibitions and motivational tours.
 To fight for paperless classrooms.
 To put pressure on the government to create more hand on jobs for learners who finish school but can't further their tertiary education.
 To fight for easy access to higher education for learners who come from disadvantaged backgrounds.
 To fight for the introduction of sign language as a compulsory subject in public schools.
 To fight against institutionalized racism and discrimination in S.A schools.

Members of the BOG are to take note that they are:

 To be loyal to the SALC.
 To observe and respect the Policies, Resolutions, Decisions of congresses, Board of governance, all constitutional structures and the Rules and Regulations of the SALC.
 To constantly and continuously strive to raise the level of their own political consciousness and understanding of SALC Policies, Resolutions, Rules and Regulations.
 To strengthen, promote and defend the SALC and to popularise its politics, policies and programs.
 To conduct themselves honestly and in an honourable manner in dealing with the SALC and the broader public and not to bring the SALC into disrepute or ridicule.
 To put the interests of the SALC above any other political considerations or personal ambitions.

Members of the Board of Governance are to take note and internalise the following:

The ideological principle of the SALC is the fundamental and crucial factor in the interaction between the SALC and the larger material world. It is the lifeblood of the organisation and should be at the heart of every member’s activity and duties. The life of the SALC and hence that of the revolution compels a very high level of commitment from each member which in turn shall be guided by the struggle to develop, grasp and apply our ideological principle and through that process sharpen it.

In refining and carrying out the ideological principle, the SALC acts as a collective. Every member’s actions in any given situation can make a huge difference positive or negative. At the same time, the organisation is expected to enable its members to pull together so as to understand why it is necessary to struggle for and achieve our strategic goal of FREE, QUALITY AND DECOLONISED BASIC EDUCATION.
Members are expected to channel their insights and initiative into a collective process and this in turn enables a more comprehensive analysis of reality, and a much more meaningful mobilisation of the learners to transform that reality. This is way beyond what any single individual acting alone, or even a loose affiliation of individuals could ever achieve.

Inside the SALC, members are expected to thrash out their differences, be faithful to the revolutionary ideas of the organisation through good and bad times and through this whole process to protect each other. In this way we express our revolutionary outlook and collectively while at the same time boosting the morale of the membership.

Also inside the SALC there should always be much collective discussion and struggle over ideas of what is to be done, over right and wrong ideas in the development of the revolutionary line and practice to which all members are expected to contribute; this is the life blood of the organisation.
But against the ideological enemies of the FIGHT FOR FREE QUALITY AND DECOLONISED BASIC EDUCATION we close our ranks as a collective forming an iron wall of unity and allegiance to the revolution and hence making it impossible for them to break our ranks. Learning or education is an active process that requires members to self-develop and seek clarity where they don’t understand or feel confused.

Finally, the ideological development of each member is a revolutionary responsibility of all engaged in struggle.

Taking note of the aforesaid, the Interim Board of Governance shall comprise of the following members

• The Nkangala Regional Head of Stakeholder Relations from the Mpumalanga Province, Comrade Hlengiwe Mbuli shall now be the Head of Sports, Arts and Culture
• Comrade Mathapelo Maganedisha, from the Gauteng Province shall now be Head of Stakeholder Relations.

These appointments will take effect immediately and members of this Board of Governance who are members of lower structures shall henceforth cease to be members of those lower structures. The Newly appointed National Officials, namely myself, the Deputy President, the Central Chairperson, the Secretary General, Deputy Secretary General and the Treasurer General will meet within the next 14 days to pave the way forward to the first Interim BOG meeting.

I urge all members of the BOG to rally behind this Interim BOG so as to assist in the growth of the SALC. There is now room for divisions in the SALC we shall therefore all move in unity and love for one another towards Free, Quality, Well-Resourced and Decolonised Basic Education.

The BOG may be the highest decision making body in between conferences but the SALC is not the BOG and the BOG is not the SALC, but the SALC is all the members of the SALC.
The SALC is the marginalised black learners at Mkhanyo Primary School.
The SALC is the deaf and blind children who do not have schools that accommodate them near their places of residence.
The SALC is the girl child who cannot go to school on certain days every month due to the fact that she cannot afford sanitary pads.
The SALC is the Black learner at Brackenfell High School, who is continuously subjected to racism.
The SALC is the LGBTQIA+ learners who cannot freely express themselves because the Basic Education System hates them.
The SALC is the learners at Vaal Reefs Technical High School that are expected to pay for Basic Education.
The SALC is all African learners taught to hate their African Hair.
The SALC is the children sitting in our streets using illegal substances because the system has failed them.

The South African Learners Command is all those who believe in and are striving for Free, Quality, Well-Resourced and Decolonised Basic Education. Let us hit the ground running and be the Vanguard Movement that the learners of this Country need. Let us strive towards the realization of Generational Mission. Hasta la Victoria Siempre!

SALC CALLS FOR PRESIDENT CYRIL RAMAPHOSA AND MEC MAKGOE TO RESIGN

The South African Learners Command has noted with great disappointment the criminal charges of money laundering, racketeering and treason laid against the President of the Republic of South Africa, Mr. Cyril Ramaphosa by Fanie Fondse and his associates. As the SALC we never believed in the President’s ability to serve the people of the Republic with honour, humility and in a manner that upholds the constitution, since the President was never on the side of Black people even in Marikana.

The SALC has learnt that Shanduka was illegally awarded a tender by the Free State Department of Education to build schools in the Free State after Ramaphosa had “persuaded” the Department to award the tender to Shanduka even though the Tender was never advertised. The SALC therefore calls on the MEC for Education, Mr Tate Makgoe to resign from the Provincial Executive Council, this after it is alleged that the MEC was a member of the Shanduka Trust Board that Ramaphosa chaired.

As the SALC we therefore call for Ramaphosa to resign as the President of the Republic, since he never loved our people and never put the interests of our people first but chose to be deputy white and serve the white monopoly bourgeoisie.

As the SALC we shall therefore support the call for the abolishment of the tender system as it resulted in only two schools being built by Shanduka in the Free State, we do so in an unapologetic manner and will support all those who call for the abolishment of the tender system.

As the SALC we therefore call on the Premier to speedingely find a replacement for the MEC and announce the MEC’s removal should the MEC refuse to do the honourable thing and resign. We further call on Parliament to consider removing Ramaphosa as President of the Republic should he not want to be the honourable man he claims to be by resigning from the highest office of the Republic.

SALC NKANGALA REGION STATEMENT ON THE OUTCOMES OF THE 7TH ORDINARY MEETING OF THE REGIONAL TASK TEAM

On Monday the 5th of April 2021, the South African Learners Command Nkangala Regional Task Team (RTT) held its 7th ordinary meeting which was held virtually. The RTT considered a total of 21 Reports tabled by members of the RTT, of which 4 were deferred to be considered in the next Ordinary RTT meeting scheduled for the 24th of April 2021.

The South African Learners Command Nkangala RTT dealt with a number of important issues in the Basic Education Sector in the District, and we came out with clear resolutions, which are as follows:

On the 2020 National Senior Certificate/Senior Certificate Examination Results:

As the SALC in the Region we believe that the class of 2020 was met with a number of socio-political and inter and intrapersonal issues apart from the fact that the 2020 academic year was heavily disrupted by a Global Pandemic, the Corona Virus.

The SALC in Nkangala notes the results as released by the Minister on the 23rd of February 2021 and the fact that there was a qualitative increase in the results rather than the usual quantitative increase of the number of candidates that achieved to obtain the Nation Senior Certificate.

The Regional Task Team therefore resolved to extensively study the Matric Results and come out with a clear resolution within the next 2 months.

On the Allegations of Gangsterism at Senzangakhona Secondary School

The Regional Task Team adopted recommendations of a report on the 22nd of November last year to investigate allegations of Gangsterism at Senzangakhona Secondary School through the formation of Joint Committee of the Regional Task Team.

As resolved by the Regional Task Team, the Joint Committee was indeed established in its Inaugural meeting held on the 5th of December 2020, the Joint Committee sent a delegation of 4 of its members to meet with the School Management Team, School Governing Body and Representative Council of Learners of Senzangakhona Secondary School.

The Joint Committee through the Co-Chairperson and the Member of the Regional Task Team responsible for Human Rights and Legislative Development met with representatives from the South African Police Services in KwaMhlanga, the Mpumalanga Department of Education and the Mpumalanga Department of Community Safety, Security and Liaison.

The Joint Committee also met with learners from the school to gain more information on the allegations, this was a fruitful meeting as the Joint Committee obtained information which would assist the Joint Committee in concluding its investigation in the matter at hand.

The Regional Task Team therefore resolved to adopt the Final Investigative Report on Allegations of Gangsterism at Senzangakhona Secondary School and such a report will be made available to the public on a date to be determined by the Regional Convenor, Siyabonga Sgudla within 14 days.

On Legislative Inconsistencies by the Mpumalanga Provincial Government and the Department of Basic Education.

The SALC in the Nkangala Region is aware of the fact that there is no set of Guidelines for the Establishment of Representative Councils of Learners in the Mpumalanga Province, which the incapable MEC for Education, Hon Bonakele Majuba, MPL as well as his predecessors have failed to promulgate and publish as mandated by the South African Schools Act, 1996.

The Regional Task Team has therefore resolved that the Regional Task Team Select Committee on Socio-Education Development shall within the next 7 days delegate the matter to a Member of the Regional Task Team who shall together with the Office of the Regional Convenor liaise with the Caucus of the Official Opposition in the Mpumalanga Provincial Legislature the Economic Freedom Fighters as well as the Parliamentary Caucus of the Economic Freedom Fighters in Parliament so as to obtain the assistance of the Member of the Provincial Legislature serving in the Portfolio Committee on Education, Sports, Arts and Recreation in the Mpumalanga Provincial Legislature as well as a Permanent Delegate to the National Council of Provinces serving in the Select Committee on Education, Technology, Sports, Arts and Culture on finding out what it is that has delayed the MECs responsible for Education in the Mpumalanga Province from the year 2001 till date to implement Section 11 of the South African Schools Act, 1996.

On Implementation of the Aims and Objectives of the SALC.

The South African Learners Command in the Nkangala Region has decided to take steps in implementing the Aims and Objectives of the Movement, because there are tens of thousands if not hundreds of thousands of learners in the Province subjected to man-made poverty.

The South African Learners as a Politically Left Orientated Learner Movement must fight for the provision of Free School uniform for the socio-economically disadvantaged learners in the district, Free Learning and Teaching Support Material, Free Breakfast through the National School Nutrition Programme, Free Scholars transport, Free Extra-Curricular support to schools by the Government, the provision of Free Inter-governmental library services and the digitisation of Basic Education in the District.

The South African Learners Command Nkangala Regional Task Team has therefore resolved that Cde Lehlohonolo Nkosi who is the Member of the RTT responsible for Social Transformation shall kick start the process of acquiring statistical information of at least three schools in the District for which the SALC shall find sponsors to provide learners coming from disadvantage backgrounds with free uniform.

The SALC Nkangala RTT also resolved that the Cde Zinhle Skosana, our Head of Academic and Curriculum Development, Cde Hlengiwe Mbuli our Head of Stakeholder Relations as well as Cmsr Siyabonga Sgudla the Regional Convenor liaise with the Deputy Director General responsible for Curriculum in the Mpumalanga Department of Education as well as the Nkangala District Chief Education Specialist, Deputy Chief Education Specialists as well as Curriculum Implementers so as to reach a consensus on the provision of Learning and Teaching Support Material.

With regards to the provision of Free Breakfast in public schools through the National School Nutrition Programme the Regional Task Team has decided to refer the matter to the Office of the Regional Convenor and the Cde Lehlohonolo Nkosi who shall liaise with the Mpumalanga Department of Education as well as the Department of Basic Education so as to reach an agreement on the manner in which such shall be rolled out.

The RTT further resolved that Cde Hlengiwe Mbuli the Head of Stakeholder Relations liaise with the Office of the Regional Convenor for the purpose of liaising with the Department of Basic Education, Mpumalanga Department of Education, National Treasury as well as Provincial Treasury with regards to fighting for the provision of Free Scholars transport for learners who cannot afford such.

The Regional Task Team reaffirmed the SALC’s stance on paperless classrooms and thus resolved to establish a RTT Ad Hoc Committee on the 4TH Industrial Revolution, which will meet within the next 14 days to formulate clear resolutions of how the SALC in the Region will fight for paperless classrooms.

The RTT resolved to refer the duty of formulating SALC policy on the provision of State-Aided and State-Funded Extra-curricular support to public schools, to the RTT select committee on Socio-Educational Development.

The RTT further resolved to delegate the duty of formulating progressive SALC policy on the provision of Free and Quality Library services in the district to the Office of the Regional Convenor, Cde Zinhle Skosana; the Head of Academic and Curriculum Development, Cde Lehlohonolo Nkosi; the Head of Social Transformation and Cde Hlengiwe Mbuli; the Head of Stakeholder Relations.

On banning of African Haircuts and Hairstyles in KwaMhlanga Secondary School and other schools in the District.

The Regional Task Team took a decision on the most sensitive issue to the heart of our revolution, this was the issue of school governing bodies and school management teams that have implemented and promulgated school policies prohibiting learners from cutting and styling their hair in a manner that truly expresses who they are as children of African Decent as well as in a manner in which does not violate the rights of other learners.

As the South African Learners Command we believe that denying the black child her right to cut and style her hair in a manner in which truly expresses their being as Africans, is a violation of Section 16 of the Constitution of the Republic of South Africa, 1996, which speaks to the right to Freedom of Expression.

As the South African Learners Command in the Nkangala Region we shall fight for the Constitution to be upheld and respected therefore we shall protect the constitution of the Republic at all costs when necessary!

The Regional Task Team has therefore resolved to refer the matter to the RTT Ad Hoc Committee on School Governance for a clear resolution.

The SALC therefore calls on learners KwaMhlanga Secondary School and every other school that has been affected by this act of constitutional delinquency to as from cut and style their hair in a manner in which is not inconsistent with the Bill of Rights!

As the South African Learners Command in the Nkangala Region we are ready to implement these resolutions of the Regional Task Team. We are ready to progressively represent the learners the views of the marginalised learners in this District and shall hit the ground running whenever we are called!
