UTHUKELA SPEAKER ENGAGES COMMUNITY ON WATER CHALLENGES

The Speaker of UThukela District Municipality, Cllr TY Nqubuka together with the Municipal Manager Mr LS Jili and the Technical Team engaged the residents of Colenso to address water and sanitation issues as well as billing related concerns. The meeting was facilitated by Cllr Nathi Mlotshwa, a Ward Councillor in the area, in Colenso Community Hall yesterday.

In his opening remarks, Cllr Mlotshwa said they are mandated to ensure that communities receive proper service delivery from the municipalities. He also mentioned that it’s been a while since they have not been able to get intended service delivery. He emphasised that they did not come there to play the blame game but to try by all means to come out with tangible solutions.

“We must therefore understand the frustration experienced by our community when it comes to service delivery. Water interruptions and sewer spillages are the order of the day”, he said. Billing system was another matter of concern where the community receives statements without actual meter readings. He said they need to set realistic timeframe for resolving these issues.

Speaker Nqubuka started by commending this community for inviting the leadership to give clarity on issues of concern and not just to take to the streets. She said they want to make it clear that the municipality is committed to working together with the community to address those issues. She also informed them that the district municipality has about 76 wards in the district and all of them need municipal services and support.

The Municipal Manager, Mr Jili informed the audience that the Uthukela is owing service providers more than a billion rands. This is putting more strain on municipal finances and service delivery. “The money that we owe dates back to many years ago. Water challenges are not only unique to UThukela District but it is a country-wide phenomenon. However, our focus is on improving our services and deliver what we are able to do”, Mr Jili alluded.

He acknowledged the fact that some communities have been without water for years now. Mr Jili went further to say that there are plans in place to improve water supply and sanitation services in the district. He apologised unreservedly to the community of Colenso for going through this difficult period of water interruptions. The Technical Team explained that the problem around Colenso was a faulty pump that was not properly working.

They also explained that the leadership was informed and they bought two new pumps that were delivered on Monday. Two more pumps are expected to be delivered this week as they were out of stock. These pumps are currently being installed. People in the township have been consuming water from the pipelines, so when the plant was not running, people would have no access to water. The technical team are also working to refill the main reservoir so that people will have access to water supply.

It was also said that the design capacity of the plant was an issue. They are pumping more than what the plant can afford to. Nothing was changed at the plant, still using the old system. For Newtown to get water, there are certain levels that water must reach in the plant. There is a need to sort out water gravitation issues so that everyone can have equal access to water supply. Cllr Mlotshwa was optimistic about having lasting solutions on the issues at hand.
