INTERNATIONAL LITERACY DAY
The Mpumalanga Provincial Social Protection, Community and Human Development Cluster will use the 2026 International Literacy Day celebration to take the reading agenda beyond the classroom and into homes and communities, while highlighting literacy as a shared responsibility across government and society.
The Cluster, comprising the Departments of Education; Health; Social Development and Culture; and Sport and Recreation, will host the celebration at Siphumelele Secondary School in Whitehazy Circuit, City of Mbombela Local Municipality, on Tuesday, 08 September 2026, at 09H00.
The celebration forms part of the Social Cluster Integrated Outreach Programme, bringing together Members of the Executive Council, Heads of Departments and officials to demonstrate the importance of government working as one to respond to challenges that affect communities across different sectors.
The establishment of government Clusters is premised on the understanding that complex social challenges cannot be addressed effectively by individual departments working in isolation.
Clusters provide a platform for government to integrate planning, coordinate interventions, pool resources and deliver services around the lived realities of communities.
Literacy is one such cross-cutting challenge.
The ability to read with understanding influences how people access and use almost every public service.
In healthcare, limited literacy can make it difficult for people to understand health information, prescriptions, treatment instructions, consent forms and information about prevention and healthy lifestyles.
In social development, literacy is important for people to access information about government programmes, understand their rights and responsibilities, complete forms, navigate services and participate meaningfully in interventions intended to improve their livelihoods.
Literacy also contributes to social cohesion and active citizenship.
A population that can read, understand, interrogate and engage with information is better positioned to participate constructively in community life, distinguish reliable information from misinformation, understand different perspectives and contribute to building a more cohesive society.
The International Literacy Day celebration therefore presents an opportunity for the Social Cluster to reinforce the message that literacy is not merely an education outcome; it is a foundation for human development and effective service delivery.
The celebration will also confront one of the often-overlooked dimensions of literacy: the reading habits of adults influence the reading habits of children.
Children learn not only through instruction, but also through observation.
When children regularly see parents, caregivers and other adults reading books, newspapers, magazines or other meaningful material, reading becomes normalised as part of everyday life.
In simple terms, children often model what they see.
Government therefore recognises that schools cannot carry the responsibility for developing a reading culture alone.
Parents, caregivers and communities must become active partners in creating homes where books, stories, conversations and reading are part of daily life.
The celebration will promote reading for meaning and reading for leisure, while also recognising the changing nature of literacy in the digital age.
It will encourage learners and communities not merely to read words, but to understand, interpret, analyse, question and apply information meaningfully.
The event will further highlight the role of reading in developing critical thinking, imagination, confidence, creativity, knowledge and lifelong learning.
The Social Cluster calls on families, educators, community organisations and all sectors of society to make reading a shared habit and to recognise that a child who sees adults reading is more likely to grow up seeing reading as a natural and valuable part of life.
Other Non- Governmental Organizations such as Book Hive, House of Traditional Leaders, Education Sector Unions, Moral Regeneration Movement will participate in this event.
There will be a Basket of Services on Exhibition which will include Health Screening, Social Development Services, Education and Culture, Sport and Recreation.
The MEC’s will donate books, school uniform, shool shoes and so on to learners of Siphumelele Secondary School and surrounding schools.
