Does every shift need its own trained first aider?

If employees are working on a shift, your first aid arrangements need to cover that shift too.

It is not enough to have a trained first aider available only during normal office hours if employees also work evenings, nights or weekends.

Employers should make sure that:

enough trained first aiders are available when employees are actually at work;
leave, sick days and different shift patterns are considered;
first aid equipment is accessible; and
employees know who the first aider is on their shift.

OHS compliance is not just about having a safety file.

A compliant workplace should be able to show that:

✅ Risks have been identified and controlled
✅ Legal appointments are current
✅ The right people are trained and competent
✅ First-aid and emergency arrangements are in place
✅ Evacuation procedures are understood and tested
✅ Inspections and corrective actions are being completed
✅ Management knows what is still outstanding

The real question is not:

“Do we have the paperwork?”

It is:

“Can we prove that our safety system actually works?”

🔥 IS YOUR WAREHOUSE ACTUALLY FIRE COMPLIANT?

A warehouse is not automatically just a “warehouse” when it comes to fire safety.

Under SANS 10400-T, storage occupancies are classified according to their fire risk:

🔴 J1 – High-risk storage
🟠 J2 – Moderate-risk storage
🟢 J3 – Low-risk storage

And that classification matters.

It can affect your requirements for:

✅ Fire detection
✅ Fire extinguishers
✅ Hose reels and hydrants
✅ Fire separation
✅ Escape routes
✅ Structural fire resistance

High racking, changing stock, forklift charging areas and blocked escape aisles can all introduce fire risks that may not have existed when the warehouse was originally approved.

Two warehouses may look almost identical — but what they store can mean very different fire compliance requirements.

Is your fire alarm panel showing OPEN CIRCUIT, LOOP OPEN or a similar fault?

That warning should not simply be silenced and ignored.

An open circuit normally means part of the monitored fire detection circuit has been interrupted. Depending on the system, this could affect detectors, manual call points, sounders or other fire alarm devices.

Common causes include:

damaged or broken fire alarm cable
loose connections
removed detectors
renovation or electrical work
damaged devices
incorrect end-of-line components

The important question is not just “How do I stop the panel from beeping?”

It is:

“Which part of my building is no longer properly protected?”

Who can actually be appointed as a Health & Safety Representative?

It is not simply a case of management choosing someone and issuing an appointment letter.

Under South Africa’s OHS requirements, the representative should be a full-time employee at the workplace, be familiar with the area and hazards they represent, and be selected through the agreed employee consultation, nomination or election process.

An outside consultant or visiting safety officer cannot simply replace the employee representative required by law.

🚨 How far apart should smoke detectors be in a commercial building?

It’s not as simple as saying a smoke detector “covers 7.5 metres.”

For a normal, unobstructed flat ceiling, a typical layout is:

✅ About 10.5 m maximum between smoke detectors
✅ About 5.3 m maximum from the detector line to a wall
✅ About 7.5 m maximum coverage radius

Why does the 5.3 m wall distance matter? Because the furthest point from the detector is often the corner of the room. If the detector is positioned too far from the walls, that corner could fall outside the intended detection coverage.

And remember: beams, partitions, high ceilings, racking and ventilation can all change the required detector layout.

Is your warehouse roof too high for standard smoke detectors?

In high-bay warehouses, detector height matters. Under SANS 10139, ordinary point smoke detectors are generally suited to ceilings up to about 10.5 m, while heat detectors have even lower general height limits.

For higher roofs, technologies such as optical beam detection or appropriately designed aspirating smoke detection may be more suitable.

Is your fire alarm going off when there is no fire?

Repeated false alarms are more than just an inconvenience. They disrupt operations, frustrate staff and tenants, and eventually create a dangerous problem:

People stop trusting the alarm.

welding and hot work
aerosol sprays
high airflow from HVAC systems
insects and detector contamination
water ingress
external smoke
faulty or unsuitable detectors

These two provisions are often treated like ordinary appointment letters, but they are not the same.

✅ Section 16(1): places responsibility on the CEO to ensure the employer’s OHS duties are properly discharged.

✅ Section 16(2): allows the CEO to assign certain duties to a person under the CEO’s control.

Important:
A Section 16(2) assignment does not remove the CEO’s underlying responsibility.
