Nkangala District Municipality is made up of the following local municipalities: Delmas, Dr J.S. Moroka, Emalahleni, Emakhazeni, Steve Tshwete, and Thembisile. It is also responsible for the Mdala District Management Area. Nkangala was awarded the prestigious VUNA Award, as the best District Municipality in South Africa, during 2004, for municipal service excellence. Nkangala is at the economic hu

b of Mpumalanga and is rich in minerals and natural resources. The Districts economy is dominated by electricity, manufacturing and mining. These sectors are followed by community services, trade, finance, transport, agriculture and construction. The manufacturing sector in Middelburg is increasing at an average annual rate of 16, 3%, making it a major contributor to the provinces overall gross value added. Although, Steve Tshwete is the main contributor to agricultural activity, the sector is largely underdeveloped. Nkangala proposes to integrate employment creation with the stimulation of the agricultural sector. The major products are maize, livestock, chicken and vegetables (potatoes). A strength of the District is the Maputo Corridor, which brings increased potential for economic growth and tourism development. The proximity to Gauteng opens up opportunities to a larger market, which is of benefit to the Districts agricultural and manufacturing sectors. The further potential inherent in exporting goods, provides opportunities that need to be investigated. It is necessary to regenerate the economic systems, not only to assist the local economy, but also to help community leaders understand the structural changes that have occurred and continue to occur in their region. Active marketing to promote and brand businesses and industries, as well as creating an awareness of investment opportunities in Nkangala is in progress. Nkangala has developed a Growth and Development Summit Agreement with its partners in all sectors, committing them to its economic growth path of 6% by the year 2014.

Nkangala District Municipality (NDM) is pleased to announce the successful adoption of its Final Integrated Development Plan (IDP) and Budget for the upcoming financial year. These critical documents were officially approved by the Council during the Ordinary Council Sitting held on 27 May 2026.

The adoption of the IDP and Budget marks a vital milestone in our ongoing commitment to sustainable service delivery, infrastructure development, and the long-term socio-economic growth of our district. These strategic documents serve as the essential roadmap for the municipality, ensuring that public resources are allocated effectively and transparently to address the diverse needs of our residents. By finalizing these plans, we are reinforcing our dedication to improving essential services, fostering local economic opportunities, and building a more resilient district for all.

Nkangala District Municipality has officially concluded its Integrated Development Plan (IDP) Consultative meetings after weeks of successful, direct engagement with local municipalities, community stakeholders, and traditional leaders. These vital sessions provided an invaluable platform to gather public feedback, assess regional priorities, and ensure that district planning remains deeply rooted in the actual needs of our people. Municipal leadership extends its sincere gratitude to everyone who participated, helping keep the district on a firm path toward achieving prosperity through labour.

Moving forward, the IDP steering committee is swiftly consolidating all community submissions to align them with the municipal budget and Key Performance Areas. These refined priorities will be integrated into the final IDP review document, the district's principal blueprint for economic, spatial, and infrastructure growth, before being presented to the Municipal Council on 27 May 2026 for formal adoption ahead of the new financial year on the 01st July 2026.

The Legal Way Forward: Once adopted โœ๏ธ๐Ÿพ What Happens Next?
โš–๏ธ In accordance with legislative prescripts, the phase triggers a strict statutory process to ensure the citizen's needs are funded and executed accordinglt:

โ€‹1๏ธโƒฃ Public Inspection (Within 14 Days): In line with Section 25(4) of the Municipal Systems Act, the finalized plan will be made available for public viewing. This ensures transparency so you can see exactly how community input was shaped into the final strategy. ๐Ÿ“‹

2๏ธโƒฃ Provincial Alignment (Within 10 Days): As per Section 32(1)(a), the IDP will be officially submitted to the MEC for Local Government to ensure our district's goals align perfectly with provincial and national budgets. ๐Ÿ›๏ธ

3๏ธโƒฃ Budget Locking (MFMA Alignment): Under Section 24 of the Municipal Finance Management Act (MFMA), this plan is directly tied to our financial budget, ensuring that every project listed has the strict financial backing required to come to life. ๐Ÿ’ฐ

Meaningful transition requires more than dialogue - it requires collaboration, implementation and long-term partnership.

The Nkangala District Municipality Just Transition Programme, a collaborative initiative with the National Business Initiative (NBI) supported by South Africa through the SA Project, brings together government, business, development partners and strategic stakeholders to support coordinated planning, investment readiness and practical implementation pathways for the district.

Through this collaborative approach, the programme aims to strengthen institutional capability, support catalytic projects and create opportunities that contribute toward economic diversification, local development and long-term resilience.

The official launch on 22 May 2026 marks an important milestone in moving from planning toward implementation-focused action for a just and sustainable future in Nkangala.

[UPDATE] | Nkangala District Municipality Concludes IDP Consultative Process ๐Ÿ”š๐Ÿซฑ๐Ÿพโ€๐Ÿซฒ๐Ÿผ

Nkangala District Municipality has officially concluded its Integrated Development Plan (IDP) public consultation roadshow at the DR. J.S Moroka Local Municipality on 19 May 2026. The session was led by Acting Executive Mayor, Cllr Taylor Pookgoadi and facilitated by Council Speaker, Cllr Kabelo Boshomane. To ensure maximum transparency and democratic reach, the entire proceedings were streamed live right here on our institutional page. ๐Ÿ“น

โ€‹This meeting was conducted strictly in accordance with Section 16(1) of the Local Government: Municipal Systems Act 32 of 2000, which dictates that a municipality must develop a culture of municipal governance that complements formal representative government with a system of participatory governance, and must for this purpose encourage, and create conditions for, the local community to participate in the affairs of the municipality. โš–๏ธ

โ€‹During the session, Cllr Pookgoadi presented the Consolidated IDP/Service Delivery Report, mapping out upcoming key projects and programmes planned by both NDM and various Sector Departments.

โ€‹ | ๐Ÿ—ฃ๏ธ๐Ÿ‘ฅ๏ธ๐Ÿ‘ฅ๏ธ๐Ÿ™‹๐Ÿฟโ€โ™€๏ธ NDM would like to thank the residents who actively engaged and made their voices heard. While the report was formally acknowledged, citizens sharply raised critical local priorities. Residents issued a strong call for job creation and the regular maintenance of local roads. They also highlighted the need to renovate the vandalised stadium and recreational facility in Ward 22, noted that water issues remain a standard concern, requested maintenance for high-mast community lighting, and called for a construction of a community hall in Greenside.

โ€‹In an inspiring moment, a local youth resident called on the Executive to actively partner with young people for local maintenance work, highlighting that local youth are capable, available, and ready to work hand-in-hand with the government to better the lives of the people.

โ€‹In line with Section 30(f) of the Municipal Systems Act, all of these inputs, concerns, and representations will now be compiled into a report and submitted directly to the full Municipal Council alongside the final draft IDP for consideration before formal adoption.

Nkangala District Municipality is taking a proactive step toward building an inclusive, resilient, and diversified local economy through a structured Just Transition programme.

As South Africa advances toward a lower-carbon future, regions such as Nkangala face both significant challenges and transformative opportunities. Historically anchored in coal mining, power generation, and associated industries, the district now stands at a critical point - where the choices made today will shape long-term economic resilience, sustainable growth, and inclusive development.

The Nkangala District Municipality Just Transition Programme seeks to support practical transition initiatives that strengthen institutional capability, unlock investment opportunities, and help diversify the local economy through future-focused development pathways.

Importantly, the programme is designed to ensure that the transition is not only environmentally sustainable, but also socially inclusive, locally empowering, and responsive to the realities faced by municipalities, communities, industry, and workers within transition-affected regions.
