Every Construction Site Should Become a Training Site

Delivering an address at the MBSA 2026 Annual Congress Gala Dinner, the Minister of Higher Education and Training, Mr Buti Manamela, called for South Africa’s infrastructure programme to be accompanied by a skills revolution.

He encouraged construction employers to open their workplaces to apprentices, TVET College students, graduates and aspiring artisans. He further emphasised that every major infrastructure project should include opportunities for workplace experience, mentorship, trade testing and the development of emerging contractors.

“Every construction site should become a training site. Every infrastructure project should leave behind stronger human capability.”

As a partner of the Congress, CETA remains committed to working with government and industry to ensure that infrastructure investment creates sustainable skills, employment opportunities and stronger local capacity.

CETA Administrator Mr. Oupa Nkoane is addressing the Congress on “Construction Skills for the Future: Building Relevant and Sustainable Skills Required for South Africa’s Current and Future Infrastructure Needs.”

His address highlights the importance of aligning skills development with infrastructure investment, expanding workplace-based learning and strengthening the country’s artisan and professional capabilities.

Rebuilding Construction-Sector Capacity

Finance Minister Enoch Godongwana has further highlighted the decline in the construction sector’s contribution to GDP and the accompanying reduction in industry capacity.

He noted that the challenge affects both construction companies and the availability of critical skills, with experienced engineers migrating and newly qualified professionals increasingly being recruited internationally.

Rebuilding South Africa’s infrastructure capacity therefore requires investment in both projects and the people needed to deliver them.

Minister of Finance Delivers Keynote Address

The Minister of Finance, Honourable Enoch Godongwana, delivered the keynote address at the MBSA 2026 Annual Congress, outlining government’s efforts to accelerate infrastructure investment and delivery.

He highlighted an infrastructure pipeline of approximately R1 trillion, with 26 projects currently undergoing appraisal, as well as regulatory reforms intended to unlock greater private-sector participation.

MBSA National President Welcomes Congress Dignitaries and Delegates

The National President of Master Builders South Africa, Mr Sam Ngcongo, delivered the State of the Construction Sector Address during Day Two of the MBSA 2026 Annual Congress.

Mr Ngcongo welcomed the Minister of Finance, Honourable Enoch Godongwana; His Excellency Mr Ahmad Ali Sharief, Ambassador of the Arab Republic of Egypt to South Africa, Lesotho and Botswana; the KwaZulu-Natal MEC for Public Works and Infrastructure, Honourable Martin Meyer; CETA Administrator Mr Dithabe Oupa Nkoane; MBSA Executive Director Mr Roy Mnisi; and government, diplomatic and construction industry leaders attending the Congress.

He also expressed his appreciation to the MBSA team for the support extended to him throughout his tenure as National President.

His address set the context for today’s engagements.

CETA Administrator to Address the MBSA 2026 Annual Congress

Ahead of this evening’s official opening session at Umhlali Country Club, Congress golf activities are underway.

At the opening of Hole 1, Mr Freeman Nomvalo of CETA was joined by Mr Musa Shangase, Immediate Past President of Master Builders South Africa and President of the Construction Alliance South Africa; Mr Nazeer Hoosen, Chief Executive Officer of FEM; and Dr Sanjay Munnoo, Chief Business Development Officer of FEM.

CETA to Participate in the MBSA 2026 Annual Congress

CETA will participate as a Partner at the Master Builders South Africa 2026 Annual Congress, taking place from 3–4 September 2026 in KwaZulu-Natal.

The Congress will bring together government representatives, construction industry leaders and stakeholders from across the continent to engage on investment, infrastructure development and regional collaboration.
