The Administrative Adjudication of Road Traffic Offences (AARTO) does not permit arrests solely for non-payment of fines. If an offender disregards an infringement notice, the RTIA can issue an Enforcement Order and assign demerit points but not issue an arrest warrant. ๐Ÿš”
