*General Valuation Roll 2025*
*Background*
The Valuation Department is responsible for the accurate, fair and equitable valuation of approximately 930 000 registered properties within the City of Cape Town’s area of jurisdiction. Property valuations provide the basis to determine municipal rates which is used for services available to all Capetonians and visitors such as recreational facilities, libraries as well as law enforcement and rescue services. Approximately 21% of the City’s revenue is created via municipal rates.
Legally, the City is required to produce and publish a General Valuation Roll, at least every four years. The current roll, GV2022, is valid from 1 July 2023 until 30 June 2026. The new General Valuation Roll, GV2025, has been certified by the Municipal Valuer on 30 January 2026 and will be implemented with effect 1 July 2026. Property valuations as they appear on the GV2025 Roll have been benchmarked to market conditions on 1 July 2025, the date of valuation.
*Municipal Rates*
Municipal rates are calculated by applying the rate-in-the-Rand against the property value. A rates calculator will be available on the City’s website during the objection period including the likely impact of GV2025 on customers’ rates account based on a provisional rate-in-the-Rand, which is subject to approval of the Budget and Rates Policy scheduled for May 2026.
*Objections*
Property owners are encouraged to receive their valuation notices via email opposed to postal services. Registration for email services can be done by sending an SMS to 31223. Valuation notices will be posted via ordinary mail to customers not registered for email services. Valuation notices can be expected from mid-February 2026.
*Dates and methods*
Please note the following dates and methods for submitting objections:
*20 February 2026 until 31 March 2026*
In-person, at 20 venues across the city as per the enclosed schedule of dates and venues.
*20 February 2026 until 30 April 2026*
Online, via the City’s e-Services portal. This is the preferred option; it is safe and convenient. Customers need to be registered for e-Services, which can be done on the City’s website.
Via email, by downloading the completed objection form against the selected property as it appears on the GV2025 Roll on the City’s website.
