As we near the end of , we continue to shine the spotlight on the incredible women in the workplace who are making a difference every day.

Our Women’s Month Project Manager, Eldrid Engelbrecht, recently had the opportunity to chat with Josie Josephs, Process Controller at Withoogte Water Purification Plant, about her journey, experiences, and the important role she plays in ensuring quality water services for our communities.

Government continues investigations into sardine deaths.

The Department of Forestry, Fisheries and the Environment (DFFE) says it is continuing to investigate the recent sardine mortality event, although no new mass-mortality incidents have been reported since Sunday, 16 August 2026.

Council Takes Governance to the Frontline with Historic Meeting at Withoogte Water Purification Plant

As the current term of office draws to a close for the councillors of the West Coast District Municipality (WCDM), the Speaker of Council, together with Executive Management, took the decision to convene the 137th Council Meeting at the Withoogte Water Purification Plant.

The meeting marked another historic milestone for WCDM, as Council moved beyond the traditional Council Chambers in Moorreesburg and brought its proceedings to one of the Municipality’s flagship service delivery facilities.

While all standard Council protocols were observed, the change in venue created a unique opportunity for councillors to experience service delivery operations first-hand, engage with operational teams, and gain a deeper understanding of the infrastructure and processes that ensure the reliable provision of essential water services across the district.

Hosting Council at Withoogte reflects WCDM’s ongoing commitment to transparency, accountability, and bringing governance closer to the frontline of service delivery.

Following the meeting, councillors and management participated in a guided tour of the Withoogte Water Purification Plant. The facility is widely recognised as one of the best-run water purification plants in the country and plays a critical role in supplying clean drinking water to Saldanha Bay Municipality, as well as parts of the Bergrivier and Swartland Municipalities.

The visit provided Council with valuable insight into the dedication of the teams responsible for operating and maintaining this important regional asset.

Adding to the day’s spirit of unity and support, councillors and management also showed their backing for the Springboks by wearing their Bok jerseys as part of WCDM’s Bok Friday celebrations ahead of the highly anticipated Test match.

LGSETA Funded – Human Resources Graduate Internship for 2026

The West Coast District Municipality is offering a Graduate Internships Programme for 2026 in Moorreesburg, Western Cape.

The intern will receive a stipend of R78 000.00 per annum
during his / her placement. This programme is aimed at enhancing youth employability and improving service delivery.

Requirements:
• Successfully completed a Degree or a National Diploma in Human Resource Management or Development at a registered Higher Education institution
• Be South African citizen.
• Be between the ages of 21 and 35 years.
• Be unemployed.
• Not have previously participated in a LGSETA funded internship programme.
• Have effective communication and interpersonal skills.
• Resides within the West Coast District Municipality’s area of jurisdiction.

CELEBRATING WOMEN’S MONTH: MEET VOUNIE CLOETE

As part of our Women’s Month celebrations, we shine the spotlight on Vounie Cloete, a dedicated member of the West Coast District Municipality (WCDM) family whose journey is a powerful example of commitment, growth and service to others.

With 20 years of service as a Committee Officer, Vounie has built a career that she describes as much more than just a job — it is a career she is genuinely proud of.

Our Media Liaison caught up with Vounie to learn more about her journey, her memories and what keeps her motivated as a WCDM employee.

* YOUR JOURNEY AT WEST COAST DISTRICT MUNICIPALITY STARTED MORE THAN 20 YEARS AGO. TELL US ABOUT IT.

My journey with the West Coast District Municipality started as a contract worker on 15 March 2004, a position I held until February 2006. During this time, I learnt a lot and began considering a longer career in local government.

On 3 April 2006, I was appointed as a Receptionist, and in June 2006 I joined Committee Services, where I have remained for the past 20 years.

Looking back, it has been a journey filled with learning, growth and many meaningful experiences.

* WHAT IS THE BEST PART OF YOUR JOB?

I have been a Committee Officer at WCDM for the past 20 years, and for me, it is much more than just a job — it is a career that I am proud of.

Over the years, I have had the opportunity to learn a great deal, work with different people and develop a better understanding of how local government functions and how it connects with communities.

The best part of my work is definitely the people and the opportunity to make a contribution.

I enjoy knowing that the work I do, even though it is sometimes behind the scenes, contributes to the effective functioning of the organisation and ultimately to service delivery to communities across the West Coast.

* YOU WERE RECENTLY NOMINATED FOR MRS WEST COAST DM AT THE WCDM STAFF AWARDS. HOW DID THAT MAKE YOU FEEL?

Being nominated for Mrs West Coast was an incredible honour for me.

I was very emotional when I heard about the nomination because it showed me that people recognise not only my 20 years of service at the municipality, but also my involvement with people and my community.

The nomination made me realise that it is not always about being in the spotlight or standing in front. Sometimes it is simply about being there for others, listening, helping where you can, and treating people with respect and care.

I feel extremely grateful, humbled and proud of the nomination. It has also motivated me to continue making a positive difference in my workplace and community.

For me, it is not really about the title “Mrs West Coast”. It is about who you are as a person and the difference you make in the lives of others.

* WHAT DO YOU ENJOY DOING OUTSIDE OF WORK?

I enjoy playing dominoes and watching sport, especially rugby and tennis.

For me, Women’s Day is a reminder that women should never underestimate the value of their contribution.

Whether you are working behind the scenes, leading a team, raising a family or serving your community, your contribution matters.

My journey has taught me that success is not only about titles or recognition. It is about commitment, perseverance, kindness and the positive impact you have on the people around you.

I would encourage every woman to believe in herself, embrace every opportunity to grow and never be afraid to make a difference — even in the smallest ways.

Ou Kaapse Weg Regravelling Project Nears Completion on Schedule

The West Coast District Municipality, on behalf of the Western Cape Government, would like to thank residents and road users for their patience and cooperation during the regravelling works on Ou Kaapse Weg, the gravel road connecting Clanwilliam and Citrusdal.

The maintenance works on the approximately 1.33 km section of the road are progressing well, with the project on track for completion within the planned programme and allocated budget.

What work has been completed?
* Subgrade layer: 100% complete.
* Import of gravel wearing course material: 100% complete.
* Construction of the wearing course layer: 100% complete.
* Finishing works and site de-establishment: Expected to be completed by Friday, 21 August 2026.

Following the identification of safety hazards along this particular road section, the construction programme was adjusted to allow activities to proceed at a slower pace. This approach was necessary to minimise and mitigate safety risks and to ensure a safer working environment for construction personnel, residents and road users.

Additional Maintenance Works

Following completion of the current regravelling works, additional maintenance activities will be undertaken in the near future, with a focus on improving roadside drainage and widening selected sections of the road. These interventions will further contribute to improved road safety, accessibility and the longevity of the road.

The West Coast District Municipality is pleased that the project is progressing towards completion on time and within the allocated budget, while maintaining a strong focus on safety and quality.

The Municipality sincerely thank the Khayelitsha community, residents and all road users for their patience, understanding and cooperation throughout the construction period.
