Strengthening Budget Analysis Capacity in Limpopo

Limpopo Provincial Treasury in collaboration with the Government Technical Advisory Centre (GTAC), is conducting a five-day Budget Analyst Capacity Building programme at Forever Resorts, Bela-Bela. All provincial departments officials dealing with budgeting are in attendance.

This programme is an important investment in strengthening budget analysis and public financial management capabilities across the Province.

As fiscal pressures increase and the demand for quality public services grows, skilled budget analysts play a critical role in interrogating expenditure, assessing value for money,supporting evidence-based budgeting and decision-making.

In partnership with GTAC, the programme provides an applied learning platform focused on practical tools and analytical techniques, including:

🔹 Strategic budgeting and baseline analysis
🔹 Performance assessment
🔹 Infrastructure expenditure analysis
🔹 Revenue analysis
🔹 Savings & efficiency measures and
🔹 Strengthening the provincial budget process

Participants are encouraged to engage actively, share experiences, challenges, assumptions and learn from one another. The multidisciplinary approach also strengthens collaboration between Provincial Treasury and sector departments, bringing together financial and service-delivery perspectives.

In her welcome remarks, Chief Director: Budget and Public Finance, Ms Ramadimetja Masekoameng said "Our collective goal is clear: to make better-informed budget choices, improve the efficiency and effectiveness of public spending and ultimately strengthen service delivery to the people of Limpopo."

She further extended the department's appreciation to GTAC for its partnership and to all participants for their commitment to this important initiative.

LIMPOPO PROVINCIAL TREASURY SUCCESSFULLY HOSTS SUPPLIERS INFORMATION HELP DESK IN FETAKGOMO-TUBATSE

The Limpopo Provincial Treasury, through the Sekhukhune District Supply Chain Management (SCM) Client Support Centre, successfully hosted a Suppliers Information Help Desk from 24 to 26 August 2026 within the jurisdiction of the Fetakgomo-Tubatse Local Municipality, Sekhukhune District. Help Desk were set-up in Moroke, Apel and River Cross respectively.

The initiative formed part of the Province’s District Development Model (DDM) Integrated Service Delivery Programme, which seeks to bring government services closer to communities and ensure that citizens and local businesses have improved access to government support and information.

Over the three-day period, the Sekhukhune District SCM team assisted more than 60 walk-in suppliers who visited the Help Desk seeking assistance on a range of Supply Chain Management and Central Supplier Database (CSD)-related matters.

Of the suppliers assisted, 20 were young people, while women accounted for approximately 60 percent of the total number of suppliers who accessed the service. This level of participation demonstrates the continued interest among local businesses, particularly women and youth-owned enterprises, in accessing opportunities and ensuring compliance with government supplier requirements.

Suppliers approached the Help Desk for assistance with various matters, including updating their supplier information, uploading proof of address, reviving companies undergoing the de-registration process, and understanding how to respond to Requests for Quotations (RFQs) through the Central Supplier Database online functionality.

Limpopo Provincial Treasury welcomes the positive response from local suppliers and appreciates the interest shown in the services provided through the Help Desk.

The Province remains committed to ensuring that suppliers are supported with relevant information and guidance to enable them to participate meaningfully in government procurement processes.

Suppliers are encouraged to visit Limpopo Provincial Treasury District Offices across the Province for assistance and to remain on the lookout for upcoming supplier training programmes and other support initiatives, which are communicated through the Province’s official social media platforms.

The successful hosting of the Suppliers Information Help Desk is a demonstration of government’s commitment to taking services directly to communities and strengthening collaboration between government and the local business sector in support of inclusive economic development.

The MEC for Finance, Mr Kgabo Mahoai has today joined Premier Dr Phophi Ramathuba at the District Development Model (DDM) Imbizo hosted at Ga-Radingwana Sports Ground in Fetakgomo Tubatse Local Municipality, Sekhukhune District.

The DDM Imbizo brings government closer to communities, providing a platform for residents and stakeholders to raise service delivery matters directly with government and receive responses from MECs, DDM Champions, Mayors, and other private sector stakeholders.

This is to reaffirm the three spheres of government’s commitment to work together with traditional leaders, communities, and other stakeholders, to address service delivery challenges and ensure that development responds to the needs of the people.

As Women’s Month draws to a close, Limpopo Provincial Treasury in partnership with local municipalities and key stakeholders, continues to advance women’s empowerment and inclusive economic participation.

Through capacity-building workshops held at Thaba Park in Thabazimbi Local Municipality and Makwarela Community Hall in Thulamela Local Municipality, women entrepreneurs and aspiring business owners gained practical knowledge on accessing government procurement and business support opportunities.

A key focus was the Central Supplier Database (CSD), with the LPT Vhembe District SCM Client Support Centre providing guidance on registration, supplier profile management and compliance. The Provincial Banker, Standard Bank of South Africa, LEDA, LEDET, NYDA and SEDFA also shared valuable information on access to finance, funding opportunities, compliance documentation and business support for small enterprises.

The Electoral Commission of South Africa (IEC) also broadened the discussions by highlighting the importance of civic participation, informed decision-making and exercising the right to vote, reinforcing the role women play in strengthening South Africa’s democracy.

In Thabazimbi, the Waterberg SCM Client Support Centre incorporated sporting and interactive activities to promote teamwork, networking, wellness and confidence among women.

Women’s empowerment goes beyond Women’s Month. It requires sustained investment in knowledge, skills, economic opportunities, civic participation and meaningful inclusion in the economy.

The MEC for Finance Mr Kgabo Mahoai is today participating as Chairperson in the District Development Model (DDM) Oversight Visit Stakeholders session initiated by Premier Ramathuba at the Moses Mabotha Community Hall in Ga-Nkoana, Fetakgomo Tubatse Local Municipality, Sekhukhune District.

DDM stakeholders sessions such as this bring together all spheres of government, traditional leaders, civil society, the private sector, and communities to assess progress and strengthen coordination across the different spheres of government.

The objective is to identify service delivery challenges, assess the implementation of programmes across the three spheres of government and projects by physically visiting some of the projects sites, and agree on practical interventions that respond to the needs of communities. We are also strengthening relations between the government and the private sector to create an enabling environment and provide the necessary support for privateh sector-led development and investment within our communities.

Today, the Limpopo Provincial Treasury’s Waterberg District Supply Chain Management Client Support Centre, in partnership with EXXARO, hosted a capacity-building workshop for Micro, Small and Medium Enterprises (MSMEs) on how to participate effectively in government procurement.

The workshop held at Abborstpoort Community Hall under the Lephalale Local Municipality, attracted a strong turnout of entrepreneurs and prospective suppliers eager to learn how to navigate government procurement processes.

Participants were taken through the new Central Supplier Database (CSD) Request for Quotation (RFQ) functionality processes. Key issues highlighted included identifying fake RFQs, responding correctly to RFQs, understanding non-responses to RFQs, self-registration on the CSD, attaching the required supporting documents and addressing pricing requirements.

Other stakeholders in attendance included Standard Bank of South Africa, LEDA, EXXARO, the Department of Agriculture, the Department of Social Development and the IEC.

These initiatives form part of the ongoing strategy to promote economic participation, create employment opportunities and empower local businesses to access government procurement opportunities, ensuring that no one is left behind.
