Limpopo Provincial Treasury today officially commenced the Municipal Bid Committees Training Programme at Hotel@Tzaneen in the Mopani District. The training is attended by representatives from all local municipalities within the district.
Leading the Municipal Finance Team, Ms Gladys Rapholo welcomed participants and outlined the purpose of the training, emphasizing the importance of strengthening procurement governance and ensuring compliance within municipalities.
The training aims to capacitate municipal officials to execute procurement processes that are compliant, fair, transparent, and cost-effective. Participants are equipped with the knowledge and skills required to properly draft specifications, evaluate bids, and adjudicate contracts in accordance with the Municipal Finance Management Act (MFMA). This helps to prevent irregular expenditure, reduce the risk of costly litigation, and promote sound financial management practices.

The programme specifically targets members serving on the three core municipal bid committees:
-Bid Specification Committees
-Bid Evaluation Committees
-Bid Adjudication Committees

Key objectives of the training include:
* Regulatory Compliance – Enhancing understanding and adherence to the Municipal Finance Management Act and related procurement regulations.
* Preventing Irregular Expenditure – Strengthening procurement processes to minimize irregular, fruitless, and wasteful expenditure.
* Avoiding Litigation – Equipping committee members with knowledge of relevant case law and legal requirements to ensure procurement decisions withstand legal scrutiny.
* Promoting Ethical Conduct – Encouraging professionalism, accountability, transparency, and the prevention of corruption and bias in municipal procurement processes.

Through this initiative, Limpopo Provincial Treasury continues to support municipalities in strengthening governance, improving service delivery, and ensuring responsible management of public resources.
