AZAPO Pledge No. 10 for the people of Nelson Mandela Bay Municipality

People's Power and Participatory Democracy

For too long, residents of Nelson Mandela Bay have only been consulted during elections and forgotten thereafter. AZAPO believes that real democracy means that communities must participate directly in the decisions that affect their daily lives. We are committed to building a municipality where power belongs to the people, not politicians and bureaucrats.

Our Commitment to the People of Nelson Mandela Bay:

✅ Re-establish Ward People's Councils;

Create democratic Ward People's Councils in every ward to work alongside elected councillors.

Ensure communities have a direct voice in planning, development, and service delivery.

Hold regular public meetings where residents can raise concerns and propose solutions.

✅ Participatory Budgeting;

Give residents the power to decide how a portion of municipal budgets is spent in their wards.

Allow communities to prioritise projects such as roads, parks, libraries, sports facilities, street lighting, and sanitation.

Ensure transparent and accountable use of public funds.

✅ People's Performance Scorecard:

Introduce annual community assessments of councillors, municipal departments, and senior officials.

Publish performance results for public scrutiny.
Reward excellence and hold poor-performing officials accountable.

✅ Strengthen Community Partnerships;

Work closely with civic organisations, residents' associations, traditional leaders, youth structures, women's organisations, churches, mosques, and other faith-based institutions.

Build a united front for development and social cohesion across Nelson Mandela Bay.

✅ Open and Transparent Governance:

Hold quarterly Mayor's and Municipal Management Accountability Forums.

Publish municipal decisions, budgets, and project progress reports in accessible formats.

Create easy-to-use platforms for residents to submit complaints, suggestions, and service delivery concerns.

AZAPO believes that technology must serve the people—not frustrate them. We will modernise municipal administration to ensure that residents receive quality services, have access to information, and can hold their government accountable.

AZAPO Pledges To:

• Introduce a modern e-Governance system that allows residents to pay accounts, report faults, lodge complaints, and track service requests online and through mobile platforms.

• Create public digital dashboards that provide ward-by-ward information on service delivery, infrastructure projects, municipal spending, and response times.

• Install smart water and electricity meters to improve billing accuracy, reduce losses, detect leaks quickly, and promote efficient resource management.

• Establish a 24-hour responsive customer service centre with clear service standards and regular feedback to residents.

• Implement citizen feedback systems that allow communities to rate municipal services and hold officials accountable for performance.

• Publish municipal tenders, contracts, budgets, and expenditure reports in a simple and accessible format to combat corruption and promote transparency.

The Azanian People’s Organisation (AZAPO) Nelson Mandela Bay (NMB) extends its deepest and most heartfelt condolences to the families, friends, and loved ones of those who tragically lost their lives in the devastating accident involving a taxi and a bus in Kariega.

We are profoundly saddened by this painful loss of life and the injuries sustained by others. This tragedy has left a deep wound in our community, and our thoughts are with all those affected during this difficult time.

We call on all relevant authorities to conduct a thorough investigation into the cause of the accident to ensure accountability and to prevent such heartbreaking incidents in the future.

May the souls of the departed rest in peace, and may their families find strength and comfort in this time of grief.
