1. General Information & Eligibility
●
What levels of study are covered by this scholarship?
The scholarships are available for Bachelor, Master, and Ph.D. programs.
●
For what types of programs and institutions are scholarships awarded?
Scholarships are awarded for accredited study programs, full-time education, within public universities in Romania.
●
Who is eligible to apply?
Candidates who are NOT citizens of the European Union, the Swiss Confederation, or the European Economic Area (with a few exceptions based on specific agreements). Candidates must be nominated through diplomatic channels and must not have previously received a Romanian scholarship for the same level of study.
●
Can I apply if I am a member of the diplomatic corps?
No. Members of the diplomatic corps accredited in Romania or their family members
are not eligible.
2. Language Requirements
●
In what language will the classes be held?
Bachelor and Master programs are conducted in Romanian. Doctoral studies can be conducted in English, French, or Romanian. Exceptions are applicable for Master programs that are organized only in English.
●
What if I don’t speak Romanian?
The scholarship includes a preparatory year for learning the Romanian language for all levels of study (for Ph.D., it is included only if requested).
Language Proficiency & Preparatory Year Exceptions
●
I already speak Romanian. Do I still have to take the mandatory preparatory year?
Not necessarily. If you already have a good command of the Romanian language, you can be exempted from the preparatory year. However, to qualify for this exemption, you must present a language proficiency certificate (atestat) that confirms a minimum of B1 level according to the Common European Framework of Reference for Languages.
The certificate may be issued by authorized institutions for Romanian language learning programs and courses.

What if I don't have a certificate yet, but I am confident in my Romanian skills?
If you do not possess an official certificate at the time of application, you may be required to pass a Romanian language proficiency test organized by the host university upon your arrival. If you pass the test at a B1 level or higher, you can proceed directly to your chosen Bachelor or Master program without spending a year in the preparatory course.
3. Scholarship Benefits
●
What costs does the scholarship cover?
The scholarship covers tuition and enrollment fees, a monthly allowance, accommodation in university dormitories, medical assistance (emergencies and endemic diseases), local transportation under the same conditions applicable to Romanian students.
●
Is accommodation provided?
Yes, students receive accommodation in student dormitories. The financing of accommodation is based on a standard cost. Depending on each university’s regulations, students may be required to pay additional costs.
●
How much is the monthly allowance?
The monthly scholarship allowance is 925 lei.
●
Is the monthly allowance of 925 lei enough to cover all my living expenses?
The allowance is only a contribution to the living expensive; it doesn`t fully cover all costs of living; you will need additional personal funds.
●
Does the medical assistance cover dental work or chronic illnesses?
No. Medical assistance is limited to medical-surgical emergencies and potentially endemic diseases. Routine dental care or long-term treatment for pre-existing chronic conditions is generally not covered. It is recommended to obtain medical insurance.
●
Will I receive the monthly allowance during the summer vacation?
The scholarship is awarded for the full academic year (12 months), including all vacation periods.
●
If I fail the preparatory year of the Romanian language, do I keep the scholarship?
The scholarship is conditioned by academic progress. Failing the preparatory year or not being admitted to the chosen program after the language course usually leads to the termination of the scholarship.
4. Application Process
●
How and where do I submit my application?
The application file must be submitted in electronic format according to the information provided by the Romanian Embassy.

List of documents to be included in the application file for Bachelor studies:
a) The Romanian scholarship application form - filled in for all its sections;
b) The birth certificate;
c) The passport, valid for at least 6 months after the beginning of the requested study program – the first 2 pages;
d) The document certifying the name change (if applicable);
e) The high school Graduation Diploma, authenticated by the competent authorities of the issuing country (Ministry of Education, Ministry of Foreign Affairs or others);
f) An official statement demonstrating that the candidate graduated the high school studies and passed the graduation exam - for the graduates of the current school year, if the final study document has not yet been issued. Annual Academic transcripts can be presented if the submission of the application occurs before the graduation exam.
g) Academic Transcripts/Diploma Supplement for the graduated studies, authenticated by the authorities of the issuing country;
h) The medical certificate proving that the person who is to be enrolled for studies does not suffer from contagious diseases or from other impairments that are incompatible with the future studies;
i) Curriculum Vitae (max. 3 pages).
j) The Letter of intent (approx. 250 words – Please indicate your motivation for pursuing the study program, as well as the reasons that led you to choose it).

The official statement demonstrating that the candidate graduated the Bachelor studies and passed the graduation exam - for the graduates of the current academic year, if the final study document has not yet been issued. Annual Academic transcripts can be presented if the submission of the application occurs before the graduation exam;
h)
The Academic Transcripts/Diploma Supplements for the graduated studies, authenticated by the authorities in the issuing country;

g)
The Master Diploma, authenticated by the competent authorities of the issuing country (Ministry of Higher Education, Ministry of Foreign Affairs or others);
h)
The official statement demonstrating that the candidate graduated the Master studies and passed the graduation exam - for the graduates of the current academic year, if the final study document has not yet been issued. Annual Academic transcripts can be presented if the submission of the application occurs before the graduation exam;

Important note: For Ph.D. studies, the enrolment is conditioned by passing the admission exam organised by the host university.

Do my documents need to be translated?
Yes. The electronic file must contain copies of original documents and, if necessary, certified translations in English, French, or Romanian.
●
I am applying for a Master’s degree. Do I still need to include my High School Graduation Diploma in the file?
Yes. Even if you have a Bachelor's degree, the application file for Master’s studies must include the High School Graduation Diploma (authenticated) as part of your complete educational record.
●
My documents are in a language other than English, French, or Romanian. What should I do?
You must provide certified translations of all your original documents into one of the three accepted languages: English, French, or Romanian. Files without these translations will not be considered.
●
Does "authenticated by the competent authorities" mean I need an Apostille?
Yes, usually this refers to the legalization or Apostille process provided by the competent authorities in your country to certify that your diploma is genuine.
●
Can I send my application file directly to the University or the Ministry of Education?
No. Direct submissions to universities or Romanian Ministry of Education are not valid for this specific scholarship scheme.
●
What happens if my passport expires in 3 months? Can I still apply?
No. Your passport must be valid for at least 6 months after the beginning of the requested study program. You should renew your passport before submitting the application to meet this eligibility criterion.
●
Does the Ministry reserve the right to hold online discussions with shortlisted candidates?
The Ministry may organize online interviews to review the candidate study options in Romania and motivation. The working language may be English or French. Candidates will be informed in advance regarding this preliminary discussion.
5. Specific Academic Requirements
●
I am currently in my final year of school and don't have my diploma yet. Can I apply?
Yes. You can submit an official statement certifying that you are enrolled in the last year of studies. The final decision regarding the acceptance to studies will be made once you have completed your studies and provide proof that you passed the graduation exam.
●
Are there extra requirements for Ph.D. applicants?
Yes. Ph.D. candidates must provide a provisional agreement from a thesis coordinator and the Doctoral School. Additionally, enrollment is conditioned by passing an admission exam organized by the host university.
●
How long should my Letter of Intent be?
For Bachelor and Master studies, it should be approximately 250 words. For Doctoral studies, it should be approximately 400 words.
●
Applying for a Ph.D., do I still need my High School and Bachelor’s diplomas?
Yes. The application file for Doctoral studies is cumulative. You must provide authenticated copies and translations for all your previous education levels: High School Graduation Diploma, Bachelor’s Diploma, and Master’s Diploma. Omission of any of these will result in an incomplete file.

How do I obtain the "provisional agreement" from a thesis coordinator?
This is an important step that you must handle before submitting the final file. You need to contact a professor from a Romanian Doctoral School who is authorized to coordinate Ph.D. theses in your field. Once they review your research proposal and agree to supervise
you, they (and the Doctoral School) will provide a written provisional agreement. Visit https://studyinromania.gov.ro/ to identify suitable options.

If I am awarded the scholarship, am I automatically enrolled in the Ph.D. program?
No. The document clearly states that enrollment is conditioned by passing the admission exam organized by the host university. The scholarship confirms financial support, but the academic admission depends on your performance in the university's specific entrance exam or interview.
●
Can I write my Ph.D. thesis in English or French?
Yes. Doctoral studies can be delivered in English or French. However, you should ensure that your chosen thesis coordinator and the Doctoral School can accommodate the language of your choice.
●
What should I focus on in the 400-word Letter of Intent for Ph.D.?
Given the longer word count (400 words vs. 250 for other levels), you should provide a more detailed motivation. Focus on why you chose Romania for your research, how the specific doctoral program aligns with your previous academic background (Bachelor/Master), and the potential impact of your proposed research topic.

I am in my final year of my Master's degree. Can I still apply for a Ph.D. scholarship?
Yes. If you haven't received your Master's Diploma yet, you can submit an official statement certifying that you are in the last year of studies. The final decision regarding the acceptance to studies will be made once you have completed your studies and provide proof that you passed the graduation exam.
6. Information about enrollment

What documents are required for enrollment?
For enrollment, you will need to present the following documents:
➢ Letter of acceptance for studies issued by the Romanian Ministry of Education and Research;
➢
the original of the study documents presented in the application file, authenticated or apostilled by the competent authorities in the issuing country;
➢
the birth certificate – copy of the original document and a legal translation in English, French or Romanian;
➢
a copy of your passport (ID page & entrance visa);
➢
a medical certificate stating that you don’t suffer from contagious diseases or illness incompatible with your future profession – established in an international language or a legal translation in Romanian
●
By what date must the enrollment be completed?
The academic year starts on October 1st. Foreign students have to complete their enrollment by October 01 at the latest. After this date, enrollment is no longer possible.
●
What happens if I want to change my study program?
The scholarship remains valid as long as the student continues in the study program specified in the acceptance letter, which corresponds to the student’s chosen field of study.
Changing the major is not permitted.
7. Student visa

What type of visa do I need as a scholarship student to study in Romania, and where can I find the necessary information and documents?
