Following the keynote address by the Deputy Minister of Cooperative Governance and Traditional Affairs (COGTA), Dr Namane Dickson Masemola, the Professionalisation of Municipal Officials: 2026/27 Programme Induction Session concluded yesterday with messages of support from the Council for the Built Environment (CBE), the South African Local Government Association (SALGA), statutory councils and SETAs, followed by municipal commitments to the programme objectives.

The programme was directed by Mr Lufefe Sigcau, reinforcing the importance of collaboration in strengthening municipal capacity and professionalising local government.

Delivering his keynote address, Deputy Minister Dr Namane Masemola acknowledged that MISA’s support, through its professionalisation programme, presents an opportunity to strengthen municipal capacity in a more sustainable manner.

He emphasised that the objective is not to replace municipal responsibility with external expertise, but to equip municipalities with the internal capabilities needed to manage their responsibilities with greater independence and confidence.

Delivering her address, the Acting CEO of MISA, Ms Refilwe Mathabathe, provided an overview of the Professionalisation Programme and reflected on other key capacity-building programmes aimed at strengthening capacity within the local government sector.

She also highlighted capacity-building programmes proposed for introduction in 2027, as outlined in the Municipal Infrastructure Capacity Building Framework, and emphasised their alignment with the requirements of the National Framework towards the Professionalisation of the Public Sector.

The MISA Professionalisation Programme advocates for alignment with the five pillars of the Framework, namely:
• Recruitment and selection;
• Induction and onboarding;
• Planning and performance management;
• Continuing learning and professional development; and
• Career progression, succession planning, and the management of career incidents involving Heads of Department.

The Deputy Minister of Cooperative Governance and Traditional Affairs (CoGTA), Dr Namane Dickson Masemola, arrives at the Inaugural Professionalisation Induction Session for Built Environment Officials in Local Government at the Birchwood Conference Centre in Ekurhuleni, where he will later deliver a key-note address.

The programme seeks to strengthen municipal technical capacity by supporting the professional registration, skills development and professional growth of officials in key built environment disciplines.

FROM POLICY REFORM TO MUNICIPAL IMPACT!

MISA participated in the national launch of the Revised White Paper on Local Government 2026, where the journey from the 2022 Cabinet mandate to the proposed reforms shaped by public consultations and stakeholder input was outlined.

HE President Cyril Ramaphosa in his keynote address indicated that too many communities have grown accustomed to services that are unreliable, infrastructure that is deteriorating and municipal administrations that are unresponsive, which must end.
The President outlined key reforms focusing on differentiated municipal powers and functions, financial sustainability, infrastructure maintenance, professionalisation of municipal administrations, and stronger cooperative governance.

For MISA, the review of the White Paper on Local Government brings an opportunity to address challenges and assist municipalities with technical capabilities to provide qulity and sustainable services to communities.

With 2030 on the horizon, the priority is translating these reforms into stronger municipal capacity, improved infrastructure delivery and measurable service delivery outcomes.
