A new chapter in strengthening South Africa’s public administration begins.

Today, 27 August 2026, government leaders, international partners and key stakeholders gathered in Pretoria for the official launch of the Strengthening Ethics, Integrity and Green Governance (SEIGG) Project.

Running from 2025–2030, SEIGG will strengthen accountability, transparency and ethical conduct across the public administration, with a focus on:

• Safer workplaces
• Ethics and professional conduct
• Protecting public procurement and promoting good governance in the climate change and energy sectors

Funded by Global Affairs Canada and implemented by Cowater International in partnership with the Government of South Africa, SEIGG builds on existing progress to strengthen systems and practices across national, provincial and municipal government.

Together, strengthening a Public Service that South Africans can trust.

The DPSA continues its APRM programme at Batho Pele House in Pretoria, yesterday’s engagement focused on equipping young South Africans with the skills and opportunities to participate meaningfully in governance, in line with Agenda 2063 – The Africa We Want.

Discussions highlighted practical opportunities available to young people, from funding and internships to learnerships and skills development programmes.

We are moving youth from promise to prosperity by ensuring they have the tools, information and platforms to participate, contribute and lead.

DAY 2 | The APRM has wrapped up two days of consultations on the 2027 Africa Governance Report (AGR), the 5th edition of this flagship African Union (AU) publication.

The report’s theme, “Youth in Governance: From Promise to Prosperity,” positions Africa’s 400+ million young people (aged 15–35) as the continent’s most underutilised asset in realising the AU’s Agenda 2063.

Sessions focused on South Africa’s review journey, the AGR institutional assessment framework, and how young people and key stakeholders can shape a report that truly reflects the state of governance on the ground.

The AGR 2027 will be adopted by the African Union in January 2027.

APRM’s African Governance Report 2027 Development kicks off in Durban

Focusing on empowering African youth for the African Continent’s prosperity will be at the centre stage when the African Union (AU) specialised agency-the African Peer Review Mechanism (APRM): African Governance Report 2027 two-day development sessions kick off today, Thursday, August 6, 2026.

The Kwazulu-Natal provincial government as a host has been chosen to partake in one of the two sessions to be convened by the Department of Public Service and Administration (DPSA) in collaboration with the APRM Continental Secretariat under the theme: “Youth in Governance: From Promise to Prosperity”,

According to DPSA’s Acting Deputy Director-General for Government Services Access Improvement (GSAI), Dr Patrick Sokhela, the theme covers the three sub-thematic areas, namely that are realising the Demographic Dividend through Investment in Youth as Human Capital for Development; Youth Leadership in Entrepreneurship, Industry, and the Public Sector and harnessing Youth Tech Innovation for E-Governance.

The Five Sessions

The first session (Session One) of the African Governance Report 2027: Country Institutional Consultations will focus on APRM Review process in South Africa and this will be done with the strategic objective to provide an overview of the APRM process in South Africa, including the country's review journey, governance structures and arrangements for implementing the African Governance Report (AGR) 2027.

Session Two:

The objective of the second session will be centred on introducing the African Governance Report (AGR 2027), including its purpose, thematic focus, expected outputs and implementation process.

Session Three: Institutional Assessment Framework and Institutional Identification

The objective of this session will be to introduce the institutional assessment approach for the African Governance Report (AGR) 2027, including the institutional assessment framework and the criteria for identifying institutions to participate in the national consultations.

Session Four: AGR 2027 Assessment Methodology and Consultation Planning

This session will be focusing on familiarising participants with the AGR 2027 analytical framework and qualitative data collection methodology, and to agree on the implementation arrangements for the national institutional consultations.

Session Five: Plenary Discussion, Validation and Way Forward

The objective will be to validate the institutional consultation approach, confirm implementation arrangements, and agree on the way forward for the African Governance Report (AGR) 2027 in-country institutional consultations.

The APRM

The APRM was initiated in 2002 but was established in 2003 by the AU in the framework of the implementation of the New Partnership for Africa’s Development (NEPAD).

The APRM is a specialised agency of the AU, and it serves as a platform or a tool to share experiences and reinforcing best practices towards political stability, accelerated economic growth and regional and continental integration as well as sustainable development.

Member countries within the APRM undertake self-monitoring in all aspects of their governance and socio-economic development.

The AU stakeholders participate in the self-assessment of all branches of government – executive, legislative and judicial as well as the private sector, civil society and the media.

Set up by the AU as a voluntary governance self-monitoring system within the framework of the New Partnership for Africa’s Development (NEPAD), the APRM originated and is ‘owned’ by African countries to provide opportunity for civil society participation and public dialogue on governance issues.

The review process includes country self-assessments based on a questionnaire, expert review teams, and on-site visits by expert review teams who consult with government, private sector and civil society representatives.
