The Department has the following primary core functions:

• Management and oversight over social security, encompassing social assistance and social insurance policies that aim to prevent and alleviate poverty in the event of life cycle risks such as loss of income due to unemployment, disability, old age or death occurring.


• Developmental social welfare services that provide support to redu

ce poverty, vulnerability and the impact of HIV and AIDS through sustainable development programmes in partnership with implementing agents such as State-funded institutions, Non-Governmental Organisations (NGOs), Community-Based Organisations (CBOs) and Faith-Based Organisations (FBOs). Vision

We will work in partnership with the people we serve and with other stakeholders. We will use the resources entrusted to us, to deliver on the Government's priorities in the most efficient, effective and innovative ways. We will be transparent and accountable for our decisions, actions and performance. We will share our knowledge and expertise with other departments and broader welfare sector and learn from them. In performing our duties; we will uphold the Constitution of the republic of South Africa, the laws governing the public service and the Code of Conduct for the Public Service.

Speaking at the IDADAIT commemoration in Tladi, Soweto, he reaffirmed government's commitment to expanding prevention, treatment, rehabilitation and aftercare services, particularly for vulnerable groups, including people experiencing homelessness.

He urged South Africans to reject stigma, embrace compassion and work together to restore dignity to those affected by substance use disorders, emphasizing that lasting recovery is achieved when individuals are successfully reintegrated into their families and communities.

Speaking at the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) commemoration in Tladi, Soweto, UNODC Southern Africa Representative, Dr Marie-Jane Ongo'lo, shared key findings from the 2025 World Drug Report. The report reveals that drug markets are evolving faster than ever, with an estimated 331 million people aged 15–64 having used drugs over the past decade. It also highlights that 63 million people living with drug use disorders still do not have access to treatment.

These findings underscore the urgent need for stronger action, increased awareness, and improved access to prevention, treatment and support services. No one should be left behind.
