PUBLIC ALERT | BEWARE OF LICENSE SCAMMING

The Thabazimbi Local Municipality, licensing division and traffic law enforcement wish to warn all community members about individuals who are fraudulently collecting money from residents while promising to assist them in obtaining learner’s and driving licences.

It has come to our attention that some members of the public have been approached by scammers who claim that they can arrange learner’s or driving licences without following the proper legal procedures. These individuals collect money from unsuspecting community members and then disappear or fail to provide the promised services.

Community members are advised that:

* Learner’s and driving
licences can only be
obtained through the
lawful processes
prescribed by the
relevant authorities.

* No person is
authorized to sell,
issue, or guarantee a
learner’s licence or
driving licence in
exchange for money
outside the official
application process.

* Payments for
licensing services
must only be
made through
official
government
channels and at
authorized
licensing centres.

* Residents should not
give money, personal
information, or
identity documents
to unauthorized
individuals.

Anyone who has been approached by such individuals or has fallen victim to this scam is encouraged to report the matter immediately to the nearest police station and the local Traffic Department.

SPECIAL COUNCIL MEETING HELD TO APPROVE BUDGET AND IDP

The Thabazimbi Local Municipality convened a Special Council Meeting at the Council Chamber, presided over by the Speaker of Council, Cllr RD Mampeule.

Council considered several important governance, financial and institutional matters aimed at strengthening service delivery, accountability and sustainable municipal administration.

Central to the sitting was the consideration of the 2026/2027 Integrated Development Plan (IDP) and the Medium-Term Revenue and Expenditure Framework (MTREF) Budget.

In terms of Section 34 of the Local Government: Municipal Systems Act, 32 of 2000, municipalities are required to review their Integrated Development Plan annually to ensure that municipal planning remains aligned with community needs, performance assessments and changing circumstances.

Furthermore, Section 24 of the Municipal Finance Management Act (MFMA), 56 of 2003, requires Council to consider approval of the annual budget before the start of the financial year.

The Speaker further allowed an addendum report from the Municipal Public Accounts Committee (MPAC) to serve before Council, in accordance with the Council Rules of Order, which permit the inclusion of addenda and supplementary items subject to the approval of the Speaker.

During the sitting, the Mayor, Cllr RA Tshukudu, delivered the 2026/2027 IDP and Budget Speech, where emphasis was placed on improving service delivery, strengthening infrastructure, promoting local economic development and maintaining fiscal discipline.

The Mayor highlighted critical challenges facing communities, including water supply interruptions, electricity reliability, deteriorating roads, unemployment and gender-based violence. Commitments were made towards improving water infrastructure, upgrading ageing electricity networks, supporting renewable energy initiatives, prioritising road maintenance and engaging local contractors and SMMEs to stimulate economic activity.

Council also noted the municipality’s continued support for major development initiatives such as the Mokolo Crocodile Water Augmentation Project Phase 2A, low-cost housing projects, sewer network upgrades and road construction projects aimed at creating employment opportunities and improving living conditions.

The Mayor further addressed the scourge of gender-based violence, illegal dumping and vandalism of municipal infrastructure, calling on all residents and stakeholders to work together in protecting communities and public assets.

In presenting the financial overview, the Mayor stated that the municipality’s 2026/2027 budget provides for projected revenue of R817 million and expenditure of R617 million, resulting in a budgeted operating surplus of R200 million. An amount of R121 million has been allocated towards repairs and maintenance to improve the reliability of municipal infrastructure and service delivery.

Other matters considered by Council included:
• Financial Recovery Plan
• UIFW Reduction Strategy
• Salary and Wage Collective Agreement Matters
• Determination of Upper Limits for Municipal Managers, Senior Managers and Councillors

The Municipality is currently awaiting for the activation of the transaction system by the Department of Transport and Community Safety. All cashiers are ready to process the transaction once the system has been officially opened.

THABAZIMBI LOCAL MUNICIPALITY SUCCESSFULLY LAUNCHES REGOROGILE EXT 8 PAVING PROJECT

Today, the Mayor of Thabazimbi Local Municipality, Cllr Andries Tshukudu, officially installed the first brick at the Regorogile Ext 8 Paving Project during the “One Brick One Man” community event.

The event was attended by Councillors, municipal administration (under the leadership of the Municipal Manager, Mr GC Letsoalo), community leaders and residents, marking an important milestone in the Municipality’s ongoing commitment to improving infrastructure and service delivery in our communities.

The symbolic laying of the first brick represents more than the start of a paving project. It reflects unity, progress and the Municipality’s dedication to building safer, cleaner and more accessible roads for the people of Regorogile.

Thabazimbi Local Municipality extends its appreciation to all stakeholders and community members who attended and supported this important occasion.

ROOIKUILSPRUIT CLEAN-UP CAMPAIGN STARTED

Thabazimbi Local Municipality has officially commenced with the Rooikuilspruit Clean-Up Campaign in commemoration of International Biodiversity Day.

Cleaning activities started today at the Naomi Street Bridge area, where teams undertook grass cutting, litter picking, and general clean-up operations aimed at restoring and protecting the local environment.

The campaign was attended by the Municipal Manager (GC Letsoalo), Speaker (Cllr RD Mampeule), Mayor (RA Tshukudu), Members of the Executive Committee (ExCo), Chief Whip (Cllr Nozozo), the ward councillor (Cllr E Fourie) Directors, Managers, municipal officials, and various stakeholders, demonstrating a united commitment towards environmental sustainability and cleaner communities.

The initiative forms part of the Municipality’s ongoing efforts to protect natural water resources, combat illegal dumping, and encourage active community participation in environmental conservation.

Together, we can build a cleaner, healthier, and more sustainable Thabazimbi for future generations.

ROOIKUILSPRUIT CLEAN-UP CAMPAIGN IN COMMEMORATION OF INTERNATIONAL
BIODIVERSITY DAY

The Thabazimbi Local Municipality will be embarking on a clean-up campaign of the Rooikuilspruit river channel (between and around Eland Street and Naomi Street) in recognition of the International Day for Biological Diversity, which is observed annually on 22 May.

This initiative aims to promote environmental awareness, protect biodiversity, prevent pollution of water resources, and encourage community participation in maintaining a clean and healthy environment. The campaign also comes in response to the ongoing illegal dumping of waste
within the river stream, which continues to negatively impact on the surrounding environment
and ecosystem.

The Municipality believes that environmental sustainability is a shared responsibility and therefore calls upon all stakeholders to work together in restoring and protecting our natural environment.

To ensure the success of the campaign, the Municipality hereby invites local businesses,
organisations, community members, schools, NGOs, churches, mines, and other stakeholders to participate in the Rooikuilspruit Clean-Up Campaign, scheduled as follows:
