MINISTER VERWYS VF PLUS STEMMANIPULASIE-KLAGTE NA GAUTENG

Die minister van samewerkende regering en tradisionele sake (Cogta), Velenkosini Hlabisa, het skriftelik bevestig dat hy kennis neem van die VF Plus se klag oor ernstige stemmanipulering tydens die Emfuleni-munisipaliteit se aansuiweringsbegroting in Maart vanjaar.

Hy het die saak verwys na die Gautengse LUR vir Cogta, Jacob Mamabolo, vir verdere handeling.

Die VF Plus het onmiddellik ná die raadsvergadering op 17 Maart 2026 formele klagte op munisipale, provinsiale én nasionale vlak ingedien.

Volgens die VF Plus se rekord was daar 83 raadslede aanwesig tydens die vergadering. Die werklike stemme was as volg: 42 raadslede het ten gunste van die begroting gestem, 40 het daarteen gestem en een raadslid het buite stemming gebly.

Die speaker, Sibongile Soxusa, het egter aangekondig dat 46 raadslede ten gunste en 37 daarteen gestem het. Omdat ’n eenvoudige meerderheid van 46 stemme nodig was, het die aansuiweringsbegroting op grond van hierdie aankondiging geslaag.

Die VF Plus het onmiddellik ná die sitting verklaar dat die uitslag óf verkeerd getel is óf doelbewus gemanipuleer is en dat die goedkeuring van die begroting dus onwettig is.

Die party verwag dat die LUR die saak met erns sal ondersoek en dat die onreëlmatige uitslag omgekeer sal word.

Dit is van kritieke belang dat deursigtigheid en verantwoordelikheid in munisipale prosesse geld. Inwoners mag nie benadeel word weens onwettige raadsbesluite nie.

Die ANC mag nie wegkom met die ondermyning van demokratiese prosesse nie.

Kiesers word versoek om op 4 November vir die VF Plus te stem ten einde ’n verantwoordelike raad daar te stel wat streng binne wetlike raamwerke optree. - Rdl. Gerda Senekal

MINISTER REFERS FREEDOM FRONT PLUS’S COMPLAINT REGARDING VOTE MANIPULATION TO GAUTENG

The Minister of Cooperative Governance and Traditional Affairs (COGTA), Velenkosini Hlabisa, confirmed in writing that he has taken note of the Freedom Front Plus’s (VF Plus) complaint regarding serious vote manipulation during the Emfuleni Municipality’s adjustment budget process in March this year.

He referred the matter to the Gauteng MEC for COGTA, Jacob Mamabolo, for further action.

Immediately after the relevant council meeting on 17 March 2026, the Freedom Front Plus lodged a formal complaint on municipal, provincial and national levels.

According to the party’s records, 83 councillors were present at the meeting. The actual votes were as follows: 42 councillors voted in favour of the budget, 40 voted against it, and one councillor abstained.

The Speaker, Sibongile Soxusa, however, announced that 46 councillors had voted in favour and 37 against the adjustment budget. Since a simple majority of 46 votes was required, this announcement allowed the budget to be adopted.

As soon as the meeting was concluded, the Freedom Front Plus stated that the result was either miscounted or deliberately manipulated and that the adoption of the budget is, consequently, unlawful.

The party expects the MEC to thoroughly probe the matter and that the irregular result will be overturned.

Transparency and accountability in municipal processes are of critical importance. Residents may not be harmed by unlawful council decisions.

The ANC may not get away with undermining democratic processes.

Voters are encouraged to vote for the Freedom Front Plus on 4 November to elect a responsible Council that operates strictly within the constraints of the law. - Cllr. Gerda Senekal

MAROKKO STEEK SUID-AFRIKA VERBY: NOG ʼn WAARSKUWING TEEN DE-INDUSTRIALISERING

Die VF Plus neem met kommer kennis daarvan dat Marokko volgens die jongste bevindings van die Afrika-Ontwikkelingsbank Suid-Afrika in 2025 verbygesteek het as die grootste geïndustrialiseerde ekonomie in Afrika.

Hoewel Suid-Afrika steeds ’n belangrike nywerheidsmagsentrum op die vasteland is, bevestig hierdie ontwikkeling die voortgesette afname in die land se industriële mededingendheid.

Jarelange onbetroubare elektrisiteitsvoorsiening, staatskorrupsie, beleidsonsekerheid, oorrregulering en swak ekonomiese bestuur het die land se aantrekkingskrag as beleggingsbestemming ernstig geknou en ekonomiese groei gedemp.

Die VF Plus waarsku die minister van handel, nywerheid en mededinging reeds jare lank teen die gevaar van de-industrialisering. Die verlies aan vervaardigingsvermoë beteken minder beleggings, minder werksgeleenthede en toenemende ekonomiese stagnering.

Suid-Afrika benodig dringend ’n politieke koersverandering met ’n regering wat ekonomiese groei op gesonde vryemarkbeginsels bevorder, ondernemersvertroue herstel en beleggings aanmoedig. Die land beskik oor buitengewone potensiaal, maar dit kan slegs ontsluit word deur beleid wat groei, mededingendheid en private inisiatief ondersteun.

MOROCCO OVERTAKES SOUTH AFRICA: ANOTHER WARNING AGAINST DEINDUSTRIALISATION

The Freedom Front Plus (VF Plus) has noted with concern the latest findings by the African Development Bank indicating that Morocco overtook South Africa in 2025 as Africa’s most industrialised economy.

While South Africa remains a significant industrial powerhouse on the continent, this development confirms the country’s continuing decline in industrial competitiveness.

Years of unreliable electricity supply, state corruption, policy uncertainty, overregulation and poor economic governance have severely undermined South Africa’s attractiveness as an investment destination and constrained economic growth.

The Freedom Front Plus has been warning the Minister of Trade, Industry and Competition against the dangers of deindustrialisation for years. The loss of manufacturing capacity leads to less investment, fewer employment opportunities and increasing economic stagnation.

South Africa urgently needs to pivot politically to an administration that promotes economic growth through sound free-market principles, restores business confidence and encourages investment. The country possesses exceptional potential, but this can only be unlocked through policies that support growth, competitiveness and private enterprise.

BINNEGEVEGTE HOU ANC-RAADSLEDE TWEEDE KEER WEG VAN EMFULENI-RAADSVERGADERING

Binnegevegte binne die ANC in die Emfuleni-plaaslike munisipaliteit (Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark, Vereeniging) het daartoe gelei dat die raad vir ‘n tweede agtereenvolgende keer nie kon vergader nie weens ‘n gebrek aan ʼn kworum.

Gedurende die raadsvergadering op 28 Mei kon geen kworum bereik word nie omdat ANC-raadslede nie opgedaag het nie. Die vergadering is na vandag (2 Junie) uitgestel, maar daar kon weer nie ‘n kworum bereik word nie weens ’n boikot deur ANC-raadslede.

’n Nuwe burgemeester moes vandag verkies word nadat die ANC die vorige burgemeester, Sipho Radebe, op 29 Mei amptelik herroep het. Die ANC het erken dat Radebe herroep is weens die grootskaalse ineenstorting van basiese dienste en ’n algemene gebrek aan goeie bestuur.

Die Munisipale Strukturewet is nie heeltemal duidelik oor die presiese volgende stappe nie, maar dit word aangevoer dat die munisipale bestuurder, April Ntuli, die afwesigheid van raadslede moet aanmeld

Raadslede wat sonder geldige rede van vergaderings wegbly, oortree die gedragskode en kan dissiplinêr verhoor of beboet word.

Daar is nog geen nuwe datum vir ’n opvolgvergadering aangekondig nie.

Die VF Plus het voormalige burgemeester Radebe voortdurend onder druk geplaas oor die swak bestuur van Emfuleni, insluitend onbegaanbare paaie, minimale vullisverwydering, onvoldoende water- en kragvoorsiening, riool wat in riviere beland en swak finansiële bestuur.

Die VF Plus verwelkom die gedwonge bedanking van die burgemeester, maar indien sy opvolger weer uit ANC-geledere kom, sal die situasie waarskynlik nie verbeter nie.

Die tyd het nou aangebreek dat elke kieser moet registreer om op 4 November te stem en die ANC permanent uit die regering van Emfuleni te hou.

ANC COUNCILLORS MISS EMFULENI COUNCIL MEETING FOR A SECOND TIME DUE TO INFIGHTING

Infighting within the ANC in the Emfuleni Local Municipality (Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark, Vereeniging) derailed two consecutive council meetings due to a lack of quorum.

During the council meeting on 28 May, quorum could not be reached because ANC councillors failed to attend. The meeting was postponed to today (2 June), but quorum could not be reached yet again due to a boycott by ANC councillors.

A new mayor was supposed to be elected today after the ANC officially recalled the previous Mayor, Sipho Radebe, on 29 May. The ANC admitted that Radebe was recalled due to the large-scale collapse of basic services and a general lack of good governance.

The Municipal Structures Act does not clearly stipulate what steps should be taken next, but it is understood that the Municipal Manager, April Ntuli, must report councillors’ absence.

Councillors who absent themselves from meetings without a valid reason violate the Code of Conduct and could face disciplinary hearings or fines.

A new date for a follow-up meeting has not yet been announced.

The Freedom Front Plus (VF Plus) consistently confronted former Mayor Radebe regarding the poor governing of Emfuleni – including issues such as inaccessible roads, minimal refuse removal, inadequate water and electricity supply, sewage spilling into rivers and poor financial management.

The Freedom Front Plus welcomes the Mayor’s forced resignation, but if his successor comes from ANC ranks, the situation is unlikely to improve.

It is time for every voter to register to vote on 4 November and permanently oust the ANC from government in Emfuleni.

Die voortgesette verspreiding van bek-en-klouseer (BKS) in Gauteng en die onbeheerde en ongeregistreerde vee in die provinsie, hou ʼn ernstige risiko in vir die provinsie se landboubedryf.

Alhoewel die departement van landbou die uitrol van entstowwe en ander beheermaatreëls beklemtoon, bly die grootste uitdaging die onvermoë om die beweging en oorsprong van alle vee effektief te monitor en te verifieer.

Ongeregistreerde diere wat deur informele kanale verhandel of vervoer word, skep ‘n ernstige leemte in die biosekuriteitstelsel. Sonder behoorlike identifikasie en naspeurbaarheid, word die opsporing van besmette kuddes en die beperking van uitbrekings bykans onmoontlik.

Geen siektebeheerprogram kan suksesvol wees indien owerhede nie beheer het oor die beweging van vee binne die provinsie nie.

Die VF Plus-geleide portefeuljekomitee vir landbou, landelike-ontwikkeling en omgewingsake sal die Gautengse departement van landbou, wetstoepassingsagentskappe en die landbougemeenskap tot verantwoording roep om dringend saam te werk aan die instelling van ‘n omvattende vee-identifikasie- en naspeurbaarheidstelsel, versterkte inspeksies en strenger toepassing van bestaande wetgewing.

UNREGULATED AND UNREGISTERED LIVESTOCK UNDERMINE FMD CONTROL IN GAUTENG

(Debate in the Gauteng Legislature on foot-and-mouth disease)

The continued spread of foot-and-mouth disease (FMD) in Gauteng and the fact that much of the livestock in the province are unregulated and unregistered pose a serious risk to the province’s agricultural sector.

Although the Department of Agriculture emphasises the roll-out of vaccines and other control measures, the greatest challenge remains the inability to effectively monitor and verify the movement and origin of all livestock.

Unregistered animals traded or transported through informal channels create a critical weakness in the biosecurity system. Without proper identification and traceability, the detection of infected herds and the containment of outbreaks are almost impossible.

No disease control programme will succeed if authorities do not have control over the movement of livestock within the province.

The Freedom Front Plus (VF Plus)-led Portfolio Committee on Agriculture, Rural Development and Environmental Affairs will hold the Gauteng Department of Agriculture, law enforcement agencies and the agricultural community accountable, while imploring them to urgently collaborate on the implementation of a comprehensive livestock identification and traceability system, routine inspections and stricter enforcement of existing legislation.

EMFULENI-MUNISIPALITEIT FINAAL UIT OK-GEBOU GESKOP

Die Emfuleni-plaaslike munisipaliteit (Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark, Vereeniging) is finaal uit die OK-gebou in President Paul Krugerstraat, Vanderbijlpark, geskop nadat die eienaars die huurkontrak beëindig het weens die munisipaliteit se onvermoë om huur te betaal.

Die gebou het die departement van finansies gehuisves, maar die eienaar het reeds in Desember 2025 aangedui dat die kontrak op 31Mei 2026 sou eindig.

Tog het die munisipale bestuurder, April Ntuli, eers vandeesweek Woensdag werkers opdrag gegee om die gebou teen vandag (Vrydag) te ontruim.

Die munisipaliteit het drie maande gelede besluit om nie langer die maandelikse huurgeld van R1,4 miljoen te betaal nie.

In stede daarvan is ’n groot gedeelte van die Absa-gebou in FW Beyersstraat teen R1,2 miljoen per maand gehuur.

’n Onlangse besoek het egter gewys dat die gebou nog nie gereed is om die 220 amptenare te huisves nie. Kontrakteurs is steeds besig om kantore te omskep, daar is geen internetverbinding nie en die dienssentrum kan daarom nie navrae of betalings hanteer nie.

Hierdie jongste episode volg op ’n geskiedenis van wanbestuur waar die OK-gebou se eienaar al verskeie kere die deure moes sluit totdat agterstallige huur betaal is. Selfs die parkeerarea is al met rioolwater oorstroom toe ’n pyp gebars het.

Die inwoners van Emfuleni betaal nou die prys vir ’n administrasie wat nie sy basiese verpligtinge kan nakom nie.

’n Skrywe is reeds aan die munisipale bestuurder gerig waarin ‘n verduideliking geëis word oor die nie-betaling van huur en die versuim om die Absa-gebou betyds gereed te kry.

Die tyd het aangebreek om ’n einde te maak aan die ANC se wanbestuur wat gemeenskappe straf.

Inwoners moet seker maak hulle is geregistreer om op 4 November te stem vir die VF Plus wat die behoeftes van kiesers eerste stel. - Rdl. Gerda Senekal

EMFULENI KICKED OUT OF OK BUILDING FOR GOOD

The Emfuleni Local Municipality (Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark, Vereeniging) has been kicked out of the OK Building in President Paul Kruger Street, Vanderbijlpark, for good with the owners finally terminating the lease due to the Municipality’s failure to pay rent.

The Building housed the Department of Finance, and the owner notified the Municipality in December 2025 that the contract would terminate on 31 May 2026.

Yet the Municipal Manager, April Ntuli, waited until this Wednesday to instruct workers to vacate the Building by today (Friday).

Three months ago, the Municipality decided to stop paying the monthly rent of R1,4 million.

Instead, a large part of the Absa Building in FW Beyers Street was leased at R1,2 million per month.

A recent visit, however, revealed that this Building is not yet ready to accommodate the 220 officials. Contractors are still renovating offices and there is no internet connection, so, the service centre cannot process enquiries or payments.

This is just the latest instalment in a long history of mismanagement, which compelled the owner of the OK Building to lock its doors on several occasions until the outstanding rent was paid. In addition, the parking area was once flooded with sewage when a pipe burst.

Emfuleni residents are paying the price for an administration that is unable to meet its basic commitments.

An official letter was sent to the Municipal Manager, demanding an explanation for the failure to pay the rent as well as the failure to have the Absa Building ready in time.

It is time to put a stop to the ANC’s maladministration plaguing communities.

Residents must ensure that they are registered to vote on 4 November for the Freedom Front Plus — the party that puts residents’ needs first. - Cllr. Gerda Senekal
