EXECUTIVE MAYOR LIVE ON KONSTRAS WITH ELAINE SACCO AT VALLEY FM

The Executive Mayor, Ald. Antoinette Steyn, live on Valley FM with Elaine Sacco, discussing the second coming of the Phelophepha Healthcare Train, an initiative of Transnet. The train will be bringing healthcare services for FREE to the communities of the Breede Valley. In addition to the Phelophepha Train, the Executive Mayor is discussing the expected severe weather conditions on Thursday and Friday, as communicated by the South African Weather Service (SAWS).

Preceding the conversation, the Executive Mayor paid tribute to and honoured all Secretaries and Personal Assistants (PAs) across the Breede Valley as the country commemorates Secretaries’ Day, also known as Administrative Professionals’ Day. She recognises the invaluable contribution of administrative professionals, whose dedication, professionalism and commitment play a vital role in ensuring the smooth and efficient functioning of offices and organisations across the Breede Valley.

𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋 𝐒𝐓𝐀𝐓𝐄𝐌𝐄𝐍𝐓 𝐎𝐍 𝐓𝐇𝐄 𝐑𝐄𝐌𝐎𝐕𝐀𝐋 𝐎𝐅 𝐌𝐑 𝐑𝐔𝐒𝐒𝐄𝐋 𝐉𝐎𝐇𝐍𝐒𝐎𝐍 𝐅𝐑𝐎𝐌 𝐎𝐅𝐅𝐈𝐂𝐄 𝐀𝐒 𝐀 𝐂𝐎𝐔𝐍𝐂𝐈𝐋𝐋𝐎𝐑

The Breede Valley Municipality (BVM) hereby formally notifies the public and members of the media of the removal of Mr Russel Johnson from office as Ward 1 Councillor, with effect from 1 September 2026, following findings of gross misconduct. The outcome follows the conclusion of due processes, including the establishment of a Special Committee responsible for matters relating to the discipline of councillors, which was mandated to investigate and consider the matter.

The Municipality can confirm that a fair and transparent process was followed throughout. Both parties were afforded the opportunity to be represented by legal practitioners and to participate fully in the proceedings. Following its investigation and disciplinary proceedings, the Special Committee found Mr Johnson guilty of the charges levelled against him. The Committee subsequently submitted a report and recommendation to Council for consideration. Council considered the matter, resolved in accordance with the recommendations presented to it, and duly submitted its report and resolution to the MEC responsible for Local Government within the prescribed timeframe.

On 1 September 2026, the MEC for Local Government, the Honourable Anton Bredell, formally communicated his decision to the Office of the Speaker, confirming that Mr Johnson had been removed from office as a councillor. The removal was effected in accordance with the applicable provisions of the Code of Conduct for Councillors, as contained in the relevant Schedule to the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998), as amended.

On behalf of the Breede Valley Municipal Council, the Municipality thanks all parties involved in ensuring that the matter was concluded through the appropriate legal and institutional processes. Also, wish to assure its residents that the matter was dealt with in accordance with the applicable legislative framework and the principles of procedural fairness, transparency and accountability.

In the aftermath of the severe storm experienced on 11 May 2026, the Breede Valley Municipality has spent the past several months undertaking extensive clearing operations to remove fallen trees, branches and other plant material from road reserves and municipal open spaces. While the bulk of the woody material has now been removed, the Municipality is still faced with the challenge of dealing with hundreds of tree stumps left behind by uprooted and partially uprooted trees.

The Municipality does not currently have the specialised equipment required to safely remove these stumps. Many of the affected trees were only partially uprooted and are located within road reserves, where underground municipal services may be present. Simply pulling the stumps from the ground could result in damage to underground infrastructure and services. To address this challenge safely and effectively, the Municipality has appointed a contractor with specialised equipment to grind the tree stumps below natural ground level. The contractor will commence with this work shortly.

Due to the nature and complexity of the work, it is estimated that approximately six to eight tree stumps can be ground down per day. A more accurate assessment of productivity and the anticipated duration of the project will be possible after the first week of operations. However, based on the current number of stumps requiring attention, it is anticipated that the process may take several months to complete.

The Municipality remains committed to completing the necessary work as safely and efficiently as possible while protecting existing municipal infrastructure and restoring public spaces for the benefit of all residents. It appreciates the continued patience, cooperation and understanding of residents as work continues to restore and rehabilitate affected road reserves and open spaces following the devastating storm.

As the Municipality, we are pleased to announce that our roads team is working diligently to ensure the successful completion of the roadworks and the re-opening of High / Napier Street. Thanks to the remarkable dedication, hard work, and commitment of the team, the road is expected to re-open earlier than the initially anticipated time of 18:00.

Motorists and pedestrians are hereby advised that High / Napier Street will be ready for use from approximately 15:30 today. As BVM, we extend our sincere appreciation to the Roads Team for their exceptional commitment and thank residents, motorists and pedestrians for their patience and cooperation during the road closure.

The countdown has begun; the Phelophepha Train 2 is coming back to Worcester! The excitement is building as the Local Organising Committee (LOC) for Phelophepha Train 2 convened its second planning meeting yesterday in preparation for the much-anticipated return of the health and wellness train to the Breede Valley. The train is expected to arrive at Worcester Station this weekend, where it will be stationed for two weeks before officially opening its doors to the public on Monday, 7 September 2026.

The multi-stakeholder planning meeting brought together key role-players to discuss a range of operational matters aimed at ensuring another successful Phelophepha campaign, building on the positive impact of the train's previous visit to the Breede Valley. As part of the special two-week visit, a range of community outreach campaigns and initiatives will be rolled out to ensure that the benefits of the programme reach a broad cross-section of the community. Special focus will be placed on outreach to vulnerable and priority groups, including senior citizens, persons with disabilities and learners at local schools.

With public safety and smooth operations remaining a key priority, a dedicated Safety Cluster planning meeting will be held later this week with all relevant stakeholders. The meeting will focus on safety and traffic management arrangements to ensure the smooth flow of traffic and the safety of residents and visitors throughout the duration of the Phelophepha Train's stay in Worcester. With planning now gaining momentum, the return of Phelophepha Train 2 promises to once again bring important services, outreach opportunities and community engagement closer to the people of the Breede Valley.
