TOPIC: HOW CAN YOUNG PASSIONATE DIPLOMATS INVOLVED IN PUBLIC SERVICE.

Young passionate individuals must be actively involved in diplomacy and international relations because they bring fresh perspectives, energy, and innovative solutions to global challenges.
- Here are several key ways they can and should be involved:

1. Youth Representation in Policy Forums- Young people should be given seats at negotiation tables—UN summits, climate conferences, and regional dialogues—where their voices can influence policies that affect their future.
Programs like Model UN, youth parliaments, and diplomatic internships provide training grounds for real-world influence.

2. Digital Diplomacy and Advocacy-
Youth are digital natives who can drive public diplomacy through social media, online campaigns, and virtual networks, raising awareness about issues like peacebuilding, climate change, and human rights.

3. Innovation in Conflict Resolution- Young minds often approach problems with creativity and empathy, essential in mediation, peacekeeping efforts, and intercultural dialogue.

4. Grassroots and Community Engagement- Passionate youth can act as bridges between global diplomacy and local communities by implementing international goals (like the SDGs) in grassroots projects.

5. Youth-Led Organizations- Establishing or leading youth-focused NGOs or think tanks allows young diplomats to shape agendas, publish research, and influence policy independently.

6. Capacity Building and Education- Institutions and governments must invest in training programs that prepare youth for roles in international relations, fostering the next generation of global leaders.

The National Youth Policy and Youth Act Review (Zambia)
- The National Youth Policy and Youth Act recognize the importance of empowering Zambia’s youth, who form the majority of the population. While the frameworks address key areas such as employment, education, health, and civic participation, they fall short in delivering equitable access, particularly for underprivileged youth from rural and marginalized communities. Current gaps include inadequate decentralization of opportunities, limited funding for rural-based youth-led initiatives, and poor representation of underprivileged youth in national development processes.

Our Key Submission for the Call to Action on Accelerating Youth Participation and Empowerment in Zambia

1. Prioritize Rural and Underprivileged Youth in Policy Implementation- Amend the Youth Act to explicitly prioritize rural and marginalized youth in all empowerment programmes, ensuring fair distribution of resources and opportunities regardless of geographical location.

2. Enact a Legally Protected Rural Youth Development Fund- Establish a dedicated Rural Youth Fund, safeguarded by law, to support community-driven innovations, agriculture, environmental conservation, and entrepreneurship among underprivileged youth.

3. Create Rural Youth Leadership and Civic Hubs- Set up fully equipped Youth Civic Empowerment Centres in rural areas to train youth in leadership, governance, digital skills, and community organizing.

4. Include Rural Youth Voices in National Governance- Institutionalize mechanisms for rural youth consultation in national planning—such as provincial youth parliaments and district-level youth assemblies—linked directly to national decision-making platforms.

5. Bridge the Rural Digital Divide- Fast-track the digital inclusion of rural youth by providing community internet hubs, training in ICT, and subsidized access to e-learning and e-governance platforms.

6. Strengthen Monitoring and Accountability- Introduce community-based monitoring mechanisms led by local youth leaders to ensure transparency and effectiveness in delivering youth programmes to rural regions.

In a world facing complex global challenges — from climate crises and digital warfare to economic inequality and peace instability — the voices of diverse young people are not just relevant, they are essential. We are not merely the leaders of tomorrow; we are the partners of today.
Firstly, let's understand Who is a Diplomat, and why should the government consider underprivileged but passionate Youth Diplomats in foreign service?

Q1: A *diplomat* - is an official representing a country abroad who manages international relations, promotes national interests, negotiates agreements, and fosters peaceful cooperation between nations.
✓ Diplomats work through embassies, consulates, and missions under the guidance of foreign affairs ministries. They serve as a bridge between their home country and the international community, handling issues like trade, peace-building, cultural exchange, and security.

Q2: Why should the government consider Fair Youth Inclusion in Diplomatic Governance .

1. Fresh Perspectives and Innovation- Diplomacy passionate young people bring new ideas, creativity, and innovative approaches to solving global challenges like climate change, digital transformation, and conflict resolution.

2. Representation of Future Generations-
Decisions made in diplomatic spaces today will significantly impact youth in the future. Including them ensures that policies are sustainable and forward-looking.

3. Bridging the Gap Between Citizens and Institutions- Youth inclusion helps build trust and transparency between young citizens and diplomatic institutions, reducing political apathy and fostering civic responsibility.
