The newly-constructed Kabwe Intercity Bus Station has officially been commissioned by Central Province Minister Mwabashike Nkulukusa, marking a significant milestone in the district's infrastructure development.

The commissioning ceremony, held on Monday, follows an ultimatum issued in March by President Hakainde Hichilema to the Kabwe Municipal Council, demanding the expedited completion of works at the facility.

Immediately after the ribbon-cutting ceremony, Power Tools buses were among the first to operate from the new terminal, signaling the start of operations at the modern facility.

MANIFESTO FOR LUSAKA CENTRAL CONSTITUENCY

Introduction

As a candidate for Lusaka Central Constituency, I am committed to transforming our community into a thriving, inclusive, and sustainable urban hub. My vision is to empower every resident, especially the youth and women, by providing access to quality services, economic opportunities, and a safe environment.

1. Youth Empowerment and Jobs

I will establish vocational training centers and entrepreneurship hubs to equip young people with practical skills. By partnering with local businesses and NGOs, we will create internships, mentorship programs, and job placement services. Additionally, I will advocate for affordable business loans for youth-led startups and support the government’s proposed Voluntary National Service program to instill discipline and provide career pathways .

2. Better Infrastructure and Urban Planning

I will prioritize the rehabilitation of roads, construction of pedestrian walkways, and development of cycling corridors to improve mobility. By leveraging the Constituency Development Fund (CDF), we will build more police posts and public amenities to enhance safety and service delivery .

3. Clean Water and Sanitation

I will advocate for the completion of water supply projects, such as the Kafue Bulk Water Project, to provide Lusaka with an additional 50 million liters of water per day . I will also support the construction of waterborne sanitation facilities in public places to improve hygiene and prevent waterborne diseases .

4. Affordable Healthcare

I will work towards the establishment of a specialized hospital in Lusaka for women and children . I will also advocate for the timely payment of salaries and retirement benefits to healthcare workers to ensure a motivated workforce.

5. Safer Communities

I will support the construction of more police posts in densely populated areas to enable swift response to safety emergencies. Additionally, I will promote community policing initiatives and collaborate with local authorities to address crime hotspots effectively .

6. Lower Cost of Living and Economic Employment

I will work towards reducing the cost of living by advocating for affordable housing, subsidized transportation, and support for local businesses. By promoting entrepreneurship and attracting investments, we will create sustainable employment opportunities for residents.

7. Quality Education and School Infrastructure

I will prioritize the construction of additional classroom blocks and procurement of desks using the CDF to improve learning environments. I will also advocate for the establishment of maternity annexes and water reticulation systems at health centers to support the health and education sectors .

8. Protecting Our Environment

I will promote environmental sustainability by supporting initiatives that balance economic growth with environmental protection. This includes advocating for increased allocation of resources to environmental protection and encouraging community participation in conservation efforts .

9. Energy Access for All

I will support the installation of solar power systems at water and sanitation facilities to ensure reliable energy supply. Additionally, I will advocate for policies that prioritize power supply to water utilities to enhance service delivery .

10. Gender Equality and Women Employment

I will promote gender equality by advocating for policies that ensure equal employment opportunities for women. This includes supporting initiatives that provide skills training and access to finance for women entrepreneurs. I will also work towards the establishment of a specialized hospital in Lusaka for women and children to address gender-specific health needs .

The Decentralization policy is a song that has been sung in Zambia since President FJT Chiluba days.President Mwanawa picked up the mantle and ended up by just constituting a steering committee.There came presidents Rupiah,Sata and Lungu,they all picked the song but it all ended up in political rhetoric.Finally,President Hichilema came on board and in his first budget in office,he immediately announced practical measures followed with matching budgetary resource allocation towards making decentralization a reality.
The New Dawn Administration increased the funding from K1.6m to K28.3m towards community initiated projects and programs in a step to actualise the decentralization policy.The increased funding to local authorities consequently expanded the scope of work for local authorities staff.This places the Ministry of Local Government and Rural Development under which Local Authorities falls, as one of the key drivers of decentralization policy.Therefore, matters connected to human resources in local authorities is of paramount importance if the New Dawn Administration is to successfully implement the decentralization policy.This level of decentralization requires staff in local authorities that are constantly in touch with the communities in which they operate.During the first year of disbursing this CDF, implementation was slow due to a myriad of administrative bottlenecks.However,at the center of these myriad administrative challenges was one which was rarely talked about....... _frequent transfers of key staff in local authorities_!
A closer analysis of these staff transfers, reveals a disconnect between the urgency and the spirit of decentralization through local authorities by the New Dawn Administration and the intentions of the Local Government Service Commission (LGSC) in their frequent staff transfers.
