Zambia Development Agency ZDA, a quasi-government institution under the Ministry of Commerce, Trade and Industry was established under the ZDA Act No. 11 of 2006.

The Agency is also responsible for building and enhancing the country’s investment profile for increased capital inflows, capital formation, employment creation and growth of the Medium Small and Micro Enterprise (MSME) Sector. It became operational in 2007, after the amalgamation of five statutory bodies namely; Zambia Investment Centre, Zambia Privatization Agency, Export Board of Zambia , Small Enterprise Development Board and the Zambia Export Processing Zones Authority. Government amalgamated the five statutory bodies in a bid to foster synergies that would accelerate economic development and achieve sustained exponential growth. The other reason was to improve efficiency in the delivery of business development services under a one stop shop concept aimed at reducing the cost of doing business. The one stop shop concept would also make it easy to do business thereby enhancing business competitiveness. The Agency’s core functions as provided for in the ZDA Act No. 11 of 2006.

1. Promoting and facilitating investment.

2. Regulating and facilitating development of multi-facility economic zones and industrial parks in Zambia and monitoring their performance.

3. Overseeing the privatization programme.

4. Promoting and facilitating the development of MSMEs.

5. Increasing Zambia’s capacity to trade.

6. Undertaking economic and sector studies and giving advice to the Minister of Commerce, Trade and Industry.

7. Encouraging public-public, private-private and private to public dialogue

8. Establishing a database of facilities and promoting accessibility to industry.

ZDA Urges Businesses to Leverage Export Financing to Access Global Markets

The Zambia Development Agency (ZDA) has called on the country's business community to position itself to take advantage of export financing opportunities as a pathway to expanding into regional and international markets.

Speaking during a one-day stakeholder engagement on export financing, ZDA Director General Albert Halwampa, in a speech read on his behalf by Acting Director for Export Promotion Ernest Chirwa, said access to finance remains one of the most critical factors for businesses seeking to compete beyond the domestic market.

Mr. Halwampa noted that businesses aspiring to export must go beyond identifying market opportunities by demonstrating sound financial management, operational efficiency, adequate production capacity, credible markets, and the ability to meet financing obligations.

Meanwhile, Zambia Export Development Fund (ZEDF) Manager David Chewe said Zambian businesses have enormous potential to expand their footprint in regional and international markets through increased access to export financing.

Dr. Chewe said the engagement was designed to provide businesses in Lusaka Province with practical information on accessing export financing and unlocking opportunities in export markets.

From 2021 through June 2026, Zambia has recorded USD19.07 billion in actualized investments, creating 149,956 jobs across 12 key sectors of the economy.

These achievements reflect growing investor confidence, driven by strong leadership of the President of the Republic of Zambia, Mr. Hakainde Hichilema, improved macroeconomic stability, debt restructuring, policy reforms, infrastructure development, and an enabling business environment.

Manufacturing and mining continue to lead in investment inflows, while agriculture, transportation, energy, tourism, and other sectors are contributing to economic growth, industrialization, and job creation.

ZDA, ZIPAR Partner to Advance Evidence-Based Policies for Economic Growth

The Zambia Development Agency (ZDA) and the Zambia Institute for Policy Analysis and Research (ZIPAR) have signed a Memorandum of Understanding (MoU) aimed at strengthening evidence-based policymaking to support Zambia's investment, trade and industrialisation agenda.

ZDA Director General Albert Halwampa said sustainable economic transformation depends on policies informed by credible research and practical evidence to attract investment, improve industrial competitiveness and create jobs.

Mr Halwampa described the partnership as a strategic step towards generating research-driven policy solutions that respond to evolving global investment trends and the needs of the private sector.

"Our shared commitment is to strengthen evidence-based policymaking and ensure that economic development is underpinned by high-quality research, sound analysis and practical policy solutions," he said.

He noted that ZDA's mandate to promote and facilitate investment, trade and business development requires continuous analysis of emerging economic trends, investor behaviour, policy effectiveness and Zambia's global competitiveness.

Mr Halwampa said the collaboration would combine ZDA's practical experience in investment promotion and trade facilitation with ZIPAR's research and analytical expertise to produce policy recommendations that enhance the country's investment climate.

Mr Halwampa said the success of the partnership would be measured by the quality of research produced, the policies influenced, the investment attracted and the tangible development outcomes achieved.
