Deputy Governor – Administration, Ms. Rekha Chifuwe Mhango officially launched the Digital Financial Services (DFS) Code of Conduct on July 17, 2026, at Pamodzi Hotel. In her keynote speech, Ms. Mhango said the Code of Conduct was aimed at establishing a shared framework for promoting ethical conduct, consumer protection, transparency, accountability, and responsible business practices across Zambia’s DFS ecosystem. She commended the Payments Association of Zambia and all the other stakeholders that participated. “The development of this Code also demonstrates the value of collaboration. Progress requires ongoing dialogue between regulators, industry participants, consumer representatives and development partners,” she said.
Ms. Mhango reaffirmed the Bank of Zambia’s commitment to fostering a financial sector that is innovative, inclusive, secure, efficient and trusted. “We firmly believe that innovation and regulation are not competing objectives. Rather, they are complementary pillars of a modern financial system. Innovation expands opportunities. Regulation strengthens confidence. And confidence creates the foundation upon which sustainable innovation can flourish,” she said.
The launch drew participants from the Bank of Zambia, Securities and Exchange Commission, Pensions and Insurance Authority, Financial Sector Deepening Zambia, Bankers' Association of Zambia, Mobile Money Operators, Payment Service Providers, and the hosts, Payments Association of Zambia, among other industry stakeholders.
