Local Authorities Capacity Enhancement Project - LACEP-Zimbabwe Strengthening the institutional and operational capacity of Local Authorities and the Associations of Local Authorities in Zimbabwe.

Zimbabwe adopted a new constitution in May 2013, which includes an important section on local governance in providing a firm basis for decentralization by devolution. It lays a basis for the devolution of powers and responsibilities to lower tiers of government, and emphasizes the need for increased citizen participation in government as well as in development processes. n only the first step. Within this context, VNG International and MDP developed the Local Authorities Capacity Enhancement Project (LACEP). The geographical focus of the project is Zimbabwe’s South Western region, i.e. Bulawayo Metro, Midlands, Masvingo, Matabeleland North and South Provinces.
