Some remarks fron the Chairperson

"There is need for Sadcopac reports to be adopted in Parliament so that the laws which are supposed to assist in curbing corruption are implemented. Namibia& South Africa already have Whistleblower Laws.

"Currently, Zimbabwe don't have a stand-alone whistleblower law despite draft legislation being in progress. Full legal protection for those who report wrongdoing is lacking. We need to look at all these loopholes and continuously refine the laws to respond to societal changes& needs.

"Working with academia and researchers is very paramount. Institutions such as AFRODAD, UNDP, AFROSA-E are very important as they are willing to support. Hon Warren Mwambaza, Sadcopac Chairperson, said such cooperation is key.

"We need to get to a level where such forums lead to tangible products. On the positive side there are already many laws to deal with corruption so there is a need to identify where the challenge is. No one is a sacred cow and leaders have to account for their wealth.

Chairperson of SAPNAC Hon Temba Mliswa gave a solidarity statement at the recent SADCOPAC Conference in Lesotho.

Hon Mliswa spoke about the need to work on domestic resource mobilisation for African countries since foreign direct investment has not proved to be the economic panacea that we all thought it would be.

"As we have seen with the Chinese such investments have come with their own baggage of challenges. As for Zimbabwe in particular we once flitted with a possible solution to the empowerment of locals through the Indigenization Act (51%-49%).

"It was controversial but the underlying idea was very noble and sought to advance the cause of the formerly neglected locals by empowering them.

"Changes that were introduced in 2018 through the Finance Act and subsequent amendments were clearly premised on beliefs FDI would work wonders but that hasn't happened yet.

"Though the Indigenization Act can be accused of mainly creating opportunities for a few elites, capital flight and destabilising financial markets, those are issues that can be dealt with if the law is modified and corruption is dealt with.

"The central idea here is to mainly control and benefit from our own resources.

July 29 2025 was a historic milestone as SAPNAC signed an MOU with the Pan-African Parliament (PAP) centred around fighting corruption together.

Sapnac Chairperson Sabhuku Temba Mliswa and PAP President Hon Chief Fortune Charumbira signed on behalf of the two organisations.

The parties have agreed to the need for effective collaboration with a view to promoting coordination, coherence and complementarity in the promotion and protection of good governance, fight against corruption and parliamentary oversight over public accounts and spending.

The purpose of the MoU is to provide a framework of cooperation and facilitate and strengthen collaboration between the Parties, on a non-exclusive basis,in areas of common interest.

To this end, the Parties will act as strategic partners in matters of common interest to them in accordance with the provisions set forth and the respective programme of work, priority activities, internal rules, regulations, policies administrative procedures and practices applicable to each Party.

As SAPNAC, we unequivocally support General Mkhwanazi as a principled leader advocating for transparency and accountability.

We will closely monitor the developments surrounding this matter.

It is encouraging to recognize the presence of individuals within public institutions who are willing to resist prevailing norms for the benefit of the populace and to expose corruption.

We urge the South African government to implement corrective measures to address these issues.

For more traction, we urge others to step forward and reveal the pervasive corruption that exists not only within governmental entities but also across society at large so that the law may take its course.

The Chairman of SAPNAC Sabhuku Temba Mliswa is in Cotonou, Benin for the annual APNAC Africa Board Meeting. He is part of the 10 member Board for the organisation.

They shall be focusing on discussing the current state of the network and exploring new ways for the organisation.

The Chairperson of the Southern African Parliamentary Network Against Corruption (SAPNAC), Sabhuku Temba Mliswa, met with the SADC Executive Secretary and his team on the sidelines of the 57th Plenary Assembly of the Southern African Development Community Parliamentary Forum (SADC PF).

It was held from 31st May to 7th June 2025, at the iconic Elephant Hills Resort in Victoria Falls City.

The high-level Assembly of Parliamentarians drew over 300 delegates comprising Speakers and Members of Parliament, Senior Staff of the 15-member Parliaments, regional experts and Development Partners.

SOUTHERN AFRICAN PARLIAMENTARIANS NETWORK AGAINST CORRUPTION
CONDOLENCE MESSAGE ON THE PASSING ON OF MR ROY NGULUBE, CLERK OF PARLIAMENT OF ZAMBIA

The Chairperson of the Southern African Parliamentarians Network Against Corruption, Sabhuku Temba Peter Mliswa, the entire Executive Committee and the Secretariat join the Parliament of Zambia and entire nation of Zambia in extending heart condolences to the Ngulube family and the nation on the untimely passing on of Mr. Roy Ngulube, Clerk of the Parliament of Zambia.

A dark cloud has indeed engulfed the whole SADC Region, as we have lost a devoted colleague and unrelenting compatriot, who dedicated thirty years of his life to serving the Zambian public service.

His raise from Assistant Committee Clerk to the helm as Clerk of Parliament bears testimony to his steadfast, diligence, dedication and commitment to duty.

Mr Ngulube’s commitment to strengthening regional Parliaments was unwavering. A regional player, whose loss will be felt across the SADC Region.

As we mourn this great son of Africa, we also celebrate a life worth lived, dedicated to public service servitude.

May his family find solace in the fact that his life touched many and his contribution to the advancement of Parliamentary processes will forever be cherished.

May his memory continue to inspire future generations in their service not only to the Republic of Zambia but also to the entire SADC Region.

May His Dear Departed Soul Rest In Eternal Peace!!
