THE Insurance Council of Zimbabwe (ICZ) says motorists should fully licence and insure their vehicles to avoid the government losing a lot of money in case of road accidents.
This comes after Zimbabwe National Road Administration (ZI- NARA) recently issued a statement to ban vehicles without valid licence discs from passing through toll gates e ective October 1.
Speaking to the Daily News yesterday, ICZ chairperson, Patrick Kusikwenyu said:
“ICZ welcomes the move by Zinara to ban unlicensed and unin- sured vehicles from passing through toll gates .This will reinforce the
law enforcement e orts in ensuring compliance with the Road Tra c Act provision. The Vehicle Registration and licensing Act (Chapter 13:14, subsection 6 and 22, states that all vehicles which are de-registered, ve- hicles with licensing exemptions and vehicles without number plates are not allowed to move around Zimbabwean roads.
“Existence of insurance cover will ensure that road tra c accident victims will be compensated and be
able to receive medical attention, disability bene ts as well as assistance with funeral expenses in the event of loss of life. If there is no insurance, the burden will fall on the government which is not an idle situation consider- ing that insurance is there to take care of such expenses.”
Kusikwenyu said having insurance was made a basic requirement prior to licensing a vehicle in an e ort to assist third parties involved in an accident.
“Insurance is there to repair or replace property damage through traf- c accidents. It is illegal not to have motor insurance which is a mandatory statutory third party motor insurance for every vehicle on our roads.
“Motorists should be aware
that this insurance is not for motor licensing but to compensate third party victims of road tra c accidents caused by motorists. Having insurance was made a prerequisite to licensing
a vehicle to ensure compliance with statutory motor insurance for the bene t of third parties,” he said.
ICZ is an association of short term insurers and reinsurers and its mandate is to promote and protect the interest of its members. It is also there to edu- cate the public and raise awareness on insurance products available for their consumption as well as the bene ts accruing to insurance.

We are appealing to all drivers not to be forced to join Unions which are captured by Employers.We had a meeting with TOAZ on the need for us to be allowed into the NEC without unnecessary conditions .ln the meeting they requested us to coordinate other Unions for that cause and we did so.This is for the reason that Unions must unite and form a strong united front in the NEC.
The program has been hijacked by some employers.We told TOAZ that it is never possible for them to have peace in their homes and offices when drivers are suffering.
We are worried now that the freedom of drivers and other transport workers is under attack.Some big companies are now trying to capture some Unions by pretending to please them by giving them all their employees to divert the struggle.
The same thing happened during the armed struggle when the late Bishop Muzorewa was included in the settler government set up.This was never the solution until the right solution came. So today we are warning all drivers against these cunning employers.They want to silence Unions with money and unclean membership of their employees.This is a betrayal to Unionism.How can the same employers who are treating drivers as slaves change over night.Yes today they can appear genuine and changed ,but later you will see their agenda.
Unions must mobilize membership on their own.We can not allow our sector to be captured again.Hatidi kubika mbodza.
ZUDAC presented the highest number of members to the NEC but they have turned us down .They now want to offer their employees to one Union which will be a puppet in the NEC.This is the same system that we are having in our NEC.This must not be allowed now.
Employers must not mobilize membership for a Union,the Union must do it alone in company premises or other areas .These big companies have been denying us chance to talk to their employees because they know we represent the truth and we are not puppets.
There is nothing wrong with competition it is health for workers to choose. What we are castigating is the participation of Employers on mobilizing members for a certain Union thereby closing the door for other Unions.
This is dangerous for trade unionism because the Union becomes weak and biased after getting such favors .
Drivers we must work up and do things on our own to avoid backdoor decisions .
ZUDAC will never change stance regardless of how many members we get .It's not about money and figures but it is about representing drivers without fear or favour.
We can have 5000 members but what is important is how we stand for our members.
Employers must stop dividing Unions and Unions must not allow Employers to divide us.
We have put things straight and this is our position and we are not worried or angry for losing membership from these big and cunning companies.
Instead we are worried of the betrayal of the drivers revolution in Zimbabwe.
We therefore make it clear to you all drivers , ZUDAC is a fearless,non corrupt, law abiding and professional Union .It is for this reason that the NEC has resisted our submission into the NEC,we don't want to be used but we want a win win for employees and employers.
We therefore request the following:
1- Let us reject any unclean membership mobilization by some cunning employers in the NEC.
2- Let us join ZUDAC Union in numbers to counter a puppet push by some Employers in the NEC .
3- Drivers and all transport workers join ZUDAC Union to bring true employee reprentation in courts, companies and NEC.
4- We need USD salaries because our employers are paid in USD.
5- Grades and salary reviews according to tonnage.
6- We need out Health or dangerous goods allowances
7- We must be permanent workers, we say no to casualization of workers.
8- We must exercise our rights as workers including the right to strike according to the laws and procedures.
9- We all need pay slips , pensions ,night driving allowances,bonuses when necessary and adquate housing and transport allowances.
10- Promotion of gender and health and safety education.

*Zimbabwe* -Government has acquired equipment that will enable the Central Vehicle Registry (CVR) to clear a backlog of 240 000 metal driver’s licences backdating to 2018, a Cabinet Minister has said.
The central licensing department has been using obsolete equipment that was acquired long back at a time when very few Zimbabweans had cars and driving. The department has been overwhelmed with new applications as well as requests for lost or duplicate driver’s licences, forcing new drivers to drive using paper and temporary driver’s licences.
CVR is servicing over 25 Vehicle Inspectorate depots (VID) doted across the country, which are not metal driver’s licence issuers.
In an interview, Transport and Infrastructural Development Minister Felix Mhona said while the Government is on course to clearing the driver’s licence backlog, the country was moving fully towards the new Southern African Development Community (Sadc) Compliant Driver’s Licence in line with the regional bloc’s Protocol on Transport, Communication and Meteorology which was adopted in 1996.
“The equipment we had was obsolete but I am glad to say that we have received consumables to clear the backlog from 2018/19 and part of 2020. But what is exciting is the fact that we are now pursuing the new Sadc Compliant Driver’s Licence.
Special thanks to the listening President Cde Dr ED Mnangagwa who has directed that we move with speed in fulfilling the wishes and desires of the people of Zimbabwe,” said Minister Mhona. He said those with old metal driver’s licence discs will still use them under the same conditions although the country will not be producing them.
According to Minister Mhona, a technical team is already seized with the compliance issues according to set regional standards for the licence and unlike as previously announced that the country will be using the Sadc Compliant licence by next month, Minister Mhona said while the Government was working flat out to expedite the availability of the new licence, the June deadline was no longer feasible.
“Remember this is a Sadc licence, it has certain standard features that have to be complied with, so the technical team is working on that to make sure we align with the acceptable standards. We can not meet the June deadline if we have not aligned the licence features to the Sadc Compliant driver’s licence. We are working to make sure we are not partially compliant but fully compliant,” said Minister Mhona.

ZIMBABWE Union of Drivers and Conductors (ZUDAC) president Frederick Maguramhinga has called for dialogue between transport operators and the government to end the Zupco monopoly which he blames for transport shortage in the country and an increase in the number of pirate taxis.
Government enforced Zupco’s /transport monopoly in 2020 through Statutory Instrument (SI) 83 of 2020 as a way to control the spread of the COVID-19 virus.
“The crisis in the transport sector has taken another level. There is a stalemate between government and operators. There is no platform to discuss this because the door is closed. The SI 83 of 2020 states that no one shall run public transport outside the Zupco franchise. The birth of this arrangement wasn’t inclusive. It was imposed on operators. We were not given a chance to speak for our members. This system is surviving by force,” Maguramhinga said.
“We get $10 000 a day, which is less than US$25. With that kind of situation we will never succeed without calling for a stakeholder’s conference. We are urging the Local Government minister July Moyo to call for a crisis meeting and do away with politics. The Zupco monopoly will never be sustainable unless the government calls us to agree on how much should be given to operators, and also the currency used to pay operators. We would rather opt for cash than local RTGS currency. Without a contract, we are not going anywhere.”
“Government was misled by certain people that kombis were causing demonstrations. That was a lie. We are not linked to any political group or demonstration, and we have never called for any strike. We are not politicians. There are people who lied to Zanu-PF and President Emmerson Mnangagwa saying that we are political people. Government should accredit existing transport associations.”
Maguramhinga said the decision to push out about 20 000 kombis from the transport sector was a ploy to take over the transport industry by the government.
He said this had resulted in a rise in pirate taxis popularly known as mushikashika.
Greater Harare Association of Commuter Omnibus Operators (GHACO) secretary-general Ngoni Katsvairo said: “Payments to operators under the Zupco franchise should be done on time so that the money is paid while it has value. As a lasting solution, we appeal to the government to allow kombis to return under the ambit of registered associations.”
He said currently, operators were being paid $10 000, which is equivalent to US$25 per day, yet they should be getting US$80 per day.
“We need to buy spare parts for our vehicles, and these are sold in US$.”
Passengers Association of Zimbabwe (PAZ) acting national spokesperson Andrew Chibanda said there was a shortage of Zupco buses to service urban routes, adding that the transport monopoly brought more misery than good to the commuting public.
Chitungwiza and Manyame Rural Residents Association secretary Brighton Mazhindu said: “The continued Zupco monopoly is exposing residents to mugging as they are arriving to their homes late. The situation gets worse when schools open as students queue for public transport. Passengers — students included — spend most of the time in Zupco queues.”
Local Government minister July Moyo requested NewsDay to send questions in writing. He had not responded to the questions by the time of going to print.

ZUDAC STATEMENT ON THE CURRENT PUBLIC TRANSPORT CRISIS IN ZIMBABWE.
We hope to find you well. Our transport situation has failed to improve and it has been for decades. We appreciate the efforts being made by the government to address the crisis. The Covid pandemic forced the government to suspend all private kombi operators from offering transport service.
Whilst we agree that the government had to act to protect the public from the Covid 19, we feel that the suspension of private Kombies has now made the situation worse than before as such it needs a review.
Zupco should not be disbanded but we need a supplementary transport system from private Zimbabwean operators.
Zupco must be given routes to operate and private operators the same.
It is important to note that private operators include pensioners, war veterans, war detainees, war collaborators, disabled people, general Zimbabwean citizens and drivers.
The bringing back of Kombies is going to bring a positive impact on our economy. The first signs will be the government's revenue generation and the income per capita.
The nation of Zimbabwe is now subject to r**e, robberies, murders and accidents. It is now evident that Zupco is now providing transport to less than 40 percent of our people and 60 percent from private illegal operators.
Further more the economy has been slowed down by the delays encountered by all workers on reporting for work. This is totally negative to the already struggling economy.
As Zudac we continue to urge the government to review the Covid pandemic statutory instrument of 2020. The statutory instrument makes it an offence for anyone to operate public transport business outside Zupco franchise. This program has exposed our government to a ZWL1, 2 billion debt.
The program has killed compliance for both drivers and vehicles. Vehicles are nolonger going for VID periodical examinations with drivers failing to renew their defensive and medical because they are no longer paid adequately. Inflation is always wiping out their salaries which are always late. The Zupco program has brought suffering to GVT, operators and public countrywide.
The Union engaged the President's Office Utilities Committee, Local GVT Minister, Home Affairs ministry, Min of Transport and the Parliamentary portifo Committee for local government and transport. What surprises us is that it is taking time for us to get a respond on our submissions.
The transport crisis has lacked coverage from all our newspapers and radios as they are focusing more on politics and social media adultery affairs of celebrities.
The social media is also awash with non productive issues and sideling challenges facing communities. Zimbabweans we must spare time for progressive patriotic thinking.
The morale of Drivers and Conductors is very low because of poor salaries and bad working conditions.
Transport at Zupco is now being run by the wrong people who do not value safety of the public and welfare of workers.
Zupco is doing well on marketing but doing nothing on corruption, competence and welfare of operators and drivers.
As an organization we are there to give our government the right information for sound planning and policing.
Our enforcement is now caught in between poor planning and public disobedience on the transport policy. ZRP and VID are now finding it difficult to impound vehicles belonging to big Names. We know our President does not like this in any way.
Our police and VID must be allowed to execute their constitutional obligation thereby eliminating rogue elements.
We would want to convey our heartfelt condolences to all families of victims of Nkulumane and Chiremba road railway accidents. The accidents happened yesterday the 26 April.
We continue to urge all drivers to follow all road rules and regulations as they are for a reason.
May their souls rest in eternal peace.

ZUDAC UPDATE ON VIOLENCE AGAINST FOREIGNERS IN SA.
Breaking News
Operation Dudula leader Nhlanhla Lux Dhlamini has been arrested.
This comes after the South African President openly castigated the violent attacks on foreign immigrant workers.
As Zudac we are very much concerned with the events across Limpopo.
Many of our members have crossed to SA in search of greener pastures.
We have lost many of our fellow drivers as a result of these xenophobic attacks on immigrant workers.
As Zudac we welcome the arrest of such violent and misguided elements. This shows commitment by the South African government to end violence against immigrant workers.
The Union previously engaged the Government of Zimbabwe to monitor the treatment of truck drivers in South Africa.
We have always said South Africa does not exist in a vacuum, as a result they are compelled by the African Union, SADC and United Nations guidelines on immigrant workers. They can not continue to fold hands whilst criminals take the law into their hands.
We urge all transport workers in Zimbabwe and abroad to unite by joining Unions of choice. This will position us to correct the injustice in our Labour system at home.

Above is Mr Maguramhinga shaking hands with Mr Cephas Nyamavhuvhu. Mr Nyamavhuvhu is one of the oldest veteran Zimbabwean International drivers. He is 100 years old, Mr Nyamavhuvhu obtained his license in April 1952. He started with class two in April and class one in October 1952. He has served in the transport industry from 1952 to 1992 and up to now he is still driving. Mr Nyamavhuvhu came to the Union to present his pension issue for assistance. His pension benefit was stopped in 2009 after the dollarization of our economy. He is now finding it difficult to make ends meet. The man is still strong and upright. This is a lesson to all transport workers especially drivers. We thank God for keeping him alive and kicking up to now. As a Union we have presented his case to the Ministry of Labour through the Minister's office. We thank the Government for acting swiftly and accordingly on his matter. IPEC and First Mutual have been contacted and we hope the matter will be concluded in time considering his age.
