TIMB seeks to remind relevant stakeholders that the deadline for registration and renewal of growers numbers is the 31st of October 2018 the fees for registration are as follows
1. A registration fee of $10 if registration is done before the deadline of 31st October of the year preceding the marketing season.
2. A penalty of $10 is charged in addition to registration fee of $10 for registration between 1st November and 31 December.
3. A penalty of $40 is charged in addition to a registration fee of $10 for registration between 31st December and the start of marketing season.
4. Any registration that is done after the commencement of the marketing season attracts a penalty of $90 in addition to a registration fee of $10.

1.0 REGISTRATION OF GROWERS
Sub- section of section 25 of the Tobacco Industry and Marketing Act (Chapter 18; 20) stipulates that all persons who are, bonafide intend to become, growers shall register as such and that any person who is not registered and who, by himself or through his agents, grows tobacco shall be guilty of an offence and liable to a fine not exceeding level five or to imprisonment for a period not exceeding six months or both such fine and such imprisonment.
Both old and new growers are required to register annually.
1.1 WHAT ARE THE REQUIREMENTS FOR REGISTRATION AS A TOBACCO GROWER?
The following requirements should accompany an application to the Board for registration as a grower.
a. Proof of access to land i.e. tittle deeds, land permit\ offer letter for A1 and A2. For those living in communal areas, a stamped recommendation letter from the grower’s local councilor or headman\chief is required.
b. Stamped recommendation letter from the grower’s local AGRITEX officer to confirm that the person is a bonafied tobacco grower.
c. A copy of national identification card.
d. Registration fee payable on submission of application form.
1.2HOW MUCH DOES IT COST TO REGISTER?
Section 26 of the Tobacco Industry and Marketing Act (Chapter 18; 20) requires that The Board, with the approval of the Minister, may prescribe a registration fee and a late registration fee for all growers for all growers.
The following are the prescribed registration fees and penalties for late registration:
a. A registration fee of $10 if registration is done before the deadline of 31st October of the year preceding the marketing season.
b. A penalty of $10 is charged in addition to registration fee of $10 for registration between 1st November and 31 December.
c. A penalty of $40 is charged in addition to a registration fee of $10 for registration between 31st December and the start of marketing season.
d. Any registration that is done after the commencement of the marketing season attracts a penalty of $90 in addition to a registration fee of $10.
1.3 WHY SHOULD I REGISTER AS A GROWER?
Registration provides statistical information about the total number of growers and possible crop size. This information is important is important for planning purposes especially on the number of auction floors, number of buyers and mobilizing financial resources to buy the crop. This information has direct bearing on the pricing of the tobacco. The prices are likely to be softer if more tobacco is delivered than the original projects.

Registration is done at following TIMB offices situated at Harare, Chinhoyi, Karoi, Mvurwi, Bindura, Marondera and Rusape.

NB – The completed application form shall be accompanied with the following;
Certified copies of Certificate of Incorporation of the applicant
Memorandum and Articles of Association of the company with one of the objects being operation of a tobacco auction sales floor.
Shareholder structure and organizational structure, with the names of senior managers inscribed therein
Tax clearance certificate issued by the Zimbabwe Revenue Authority (ZIMRA)
A business plan with a 24-month projected cash flow projection, incorporating a market research, showing nature of the business and also incorporating training of key tobacco industry personnel (e.g. auctioneers and starters etc)
Irrefutable proof of funding to establish and carry out the business
Copy of lease agreements or title deeds for premises or proof of approved construction plans (and title deeds to the land). Lease agreements must be for a minimum period of 10 years.
A plan showing the site of the proposed building in relation to road and rail facilities; and a plan and elevations of the proposed buildings (in terms of section 8 of Statutory Instrument 29 of 2000)
In case of an application relating to premises previously licensed as an auction floor be accompanied by a statement giving details of an alteration in the use of the building as an auction floor since the issue of the last licence of the last licence for such auction floor (In terms of Section 8 of Statutory Instrument 29 of 2000)
Declarations from every director and chief executive officer of the applicant
Statement in writing from each currently licensed tobacco buyer that the buyer is prepared to do business with the applicant if the applicant is licensed as an auction floor (list and details of currently registered tobacco buyers is attached)
Complete forms must be accompanied by A NON-REFUNDABLE application fee of US$5 000-00.Please note that payment of this application fee does not constitute a guarantee that a license will be approved.
