Law Development Commission Takes Marriages Act Awareness to Gutu and Chivi

The Law Development Commission (LDC) has intensified its legal awareness campaign, bringing critical discussions on the Marriages Act to communities in Gutu and Chivi districts.

The outreach programme, which drew participation from community members, traditional leaders, and local stakeholders, created a platform for open dialogue on issues affecting families and children. During a question and answer session recently, participants asked several with some seeking clarity on issues such as who takes the responsiblity of an underaged child pregnancy, given both are minors?

The questions raised reflected the complexity of legal and social responsibilities surrounding child protection and early pregnancies, reinforcing the importance of taking legal education to grassroots communities.

Leading the engagement, Mr Zvoushe R, Chief Law Officer in the Ministry of Justice, Legal and Parliamentary Affairs, unpacked key provisions of the Marriages Act [Chapter 5:17]. His presentation clarified the legal framework governing marriages and unions in Zimbabwe, highlighting that the law recognises three distinct forms: civil marriages, registered customary law marriages, and qualified civil marriage.

Mr Zvoushe emphasised that the Act seeks to safeguard the rights of children by setting clear legal standards, including the prohibition of child marriages as this can attract five years of improsonement.

Traditional leaders including Chief Gutu, were present and actively engaged in the discussions, signalling the critical role of community leadership in reinforcing legal awareness.

The LDC noted that such community level engagements are essential in bridging the gap between legislation and public understanding. By decentralising awareness campaigns, the Ministry aims to ensure that citizens are informed of their rights and obligations under the law.

Week one of the Constitutional Awareness Programme has successfully concluded with outreach visits to schools in Mutoko and Kotwa.

Post-engagement reflections showed that learners did not simply learn about their rights they embraced them. In a powerful display of understanding and creativity, some even translated constitutional rights into Zimdancehall lyrics bringing the Constitution to life in their own voice.

From classrooms to culture, the Constitution is becoming real and relatable for all learners, including those with visual and hearing impairments. To ensure sustained access to this vital document, each school received copies of the Constitution for their libraries, creating a lasting resource for both learners and teachers.

The programme continues next week as the team expands its outreach to schools in Marondera and surrounding areas.

As the Constitutional Awareness Programme continues, the Ministry of Justice, Legal and Parliamentary Affairs through the CPA Department, is intensifying its outreach to learners with visual and hearing impairments, with a strong focus on Chapter 4 of the Constitution of Zimbabwe the Bill of Rights.

Speaking during the awareness programme in Mashonaland East, the Department spotlighted Chapter 4 as clear and unequivocal. It guarantees the rights to equality, human dignity, non-discrimination and education for all. For learners with disabilities, the Department emphasized that these are not abstract provisions; they are protections that must be realised in practical terms. The right to education in particular, is not limited to enrolment in schools; it extends to the provision of quality, inclusive and appropriate education that responds to the needs of every learner.

By making use of this initiative, the Ministry is making a tangible difference in the lives of vulnerable groups. It is equipping learners with the knowledge to understand their rights, to speak for themselves and to participate fully in society. This is how empowerment is built through access to information and the assurance that no one is left behind.

It is clear that, by taking Bill of Rights directly to these learners, the Constitutional and Parliamentary Affairs Department is not only raising awareness; it is setting a national standard for inclusion and demonstrating Government’s commitment to building a just and equitable society for all, in line with Vision 2030. Yesterday, the Department engaged learners with visual and hearing impairments at St Paul’s Musami School in Murewa, where Braille and sign language versions of the Constitution were shared to ensure that no one is left behind in understanding their rights and responsibilities.

Recognising that empowerment begins with access, the Ministry continues to breathe fresh life into constitutional awareness initiatives, particularly among marginalised communities. This outreach underscores a broader commitment to inclusivity, civic education, and the strengthening of democratic participation.

The Ministry of Justice, Legal and Parliamentary Affairs extends heartfelt congratulations to Honourable Ziyambi Ziyambi for being named and awarded the third place among the well performing Ministers during the 2025 Performance Contracts Signing and Awards Ceremony at the Harare International Conference Centre(HICC). This accolade highlights his effective leadership and ongoing efforts to bolster Zimbabwe’s legal framework while enhancing the efficiency of the justice delivery system.

Additionally, we commend the Deputy Minister for securing third place among the highest-performing Deputy Ministers, as well as the Secretary for Justice, Mrs. Vimbai Nyemba, who attained second place in the Permanent Secretary's category.

These accomplishments reflect the collective dedication of the justice sector to providing accessible and efficient justice for all citizens. From revising laws and formulating policies to decentralizing legal services and raising public awareness of the Constitution, the Ministry is steadfast in its commitment to strengthening constitutionalism and ensuring that no individual or community is left behind.

His Excellency, the President, Cde Dr E.D Mnangagwa has granted a general amnesty to 4305 convicted inmates in terms Section 112 (1)(a) of the Constitution. This Executive action reflects a profound commitment to restorative justice, national compasssion, and the strategic decongestion of our correctional facilities to ensure they remain centres of rehabilitation rather than mere places of punishment.

Furthermore, the 2026 Amnesty is targeted and merit based, focusing on vulnerable groups and those who demonstrated significant progress in their rehabilitation. Hon Ziyambi Ziyambi highlighted also that to benefit inmates must have served at least one third of their senetence by the date of gazeeting which is 20 February 2026.

Specific categories mentioned include all convicted female inmates excluding those convicted of specified offences, all inmates under the age of eighteen years at the time of the order, all inmates serving an effective period of 48minths or less provided they are not convicted of specified offences, all inmates aged 60 years and above who have served at least 1/3 of their sentence, inmates certified as terminally by a correctional or government medical officer; this also includes the visually impaired and those with physical cahllenges that cannot be appropitaley managed within a correctional setting, all inmates who are currently serving terms at the Open Prison, inmates who have served a minimum of 20years and this includes those whose death sentences were comutted to life improsonment.

However those committed specified offences such as murder, r**e/ sexual offences, treason, carjacking, robbery, armed robbery, contravention of the electricity act, copper control act, railways act and postal and telecommunications act, trafficking in persons, public violence, contravention of the maintainance of peace and order act were strictly excluded from this amnesty.

Hon Ziyambi urged the nation to note that amnesty is not a dismissal of the gravity of the cimes committed but an acknowledgement of the capacity of human reform. 'Receive the individuals with grace', the Minister concluded.

Zimbabwe will present its human rights progress at the 61st Human Rights Council in Geneva, Switzerland.

The country is expected to present at the 61st Human Rights Council in Geneva, Switzerland. The delegation, led by the Secretary for Justice, Legal and Parliamentary Affairs, Mrs. V. Nyemba, will make a statement on the country's progress this afternoon. During a side interview, Secretary for Justice Mrs. V. Nyemba said, "Zimbabwe is a member of this council, and we come here to showcase our progress in terms of human rights. We have made significant advancements, and our reporting is up to date." Political and civil rights are among the key areas the country has reported on. The abolition of the death penalty and the introduction of a parole system are recent developments toward the promotion of human rights in the country. Stay tuned for more updates.

2026 Legal Year runs under the theme, "Using performance management, and technology to ensure quality, inclusive and sustainable judicial service"

The Chief Justice Hon Luke Malaba has officially opened the 2026 Legal Year at the Constitutional Court in Harare, stressing that justice must not be delayed and that courts must safeguard human rights, freedoms and the rule of law. Additionally, 'Section 190 of the Constitution sets out the objectives and functions of the Judicial Service Commission of Zimbabwe it provides that the Commission must promote and facilitate the independence and accountability of the judiciary and the efficient and transparent administartion of justice in Zimbabwe' the CJ added.

The official opening was attended by the Minister of Justice, Hon Ziyambi Ziyambi, the Deputy Minister, Hon Mazununye, PS V Nyemba, Attorney General, Prosecutor General and other delegates.
