*Goromonzi RDC Strategic Plan Review still on*

The Strategic Plan Review process for the 2025-2030 Goromonzi Rural District Council (GRDC) continued on the 19th of September 2026 as it had outstanding issues.

The day was spent reviewing and setting performance targets for the following programmes namely Corporate Governance; Environmental Stewardship; Water Sanitation and Hygiene; Solid Waste Management; Roads, Drainage and Public Lighting; Public Health; Housing and Social Amenities.

The targets and outputs were supposed to be in line with the Ministry of Local Government and Public Works' Minimum Service Delivery Standards (MSDS).

The last day ended with the crafting of the Goromonzi RDC Chairperson and the Chief Executive Officer (CEO)'s perfomance contracts.

Councillors, representatives of the farmers, vendors and Small-to-Medium Enterprises (SMEs), business community and District Heads of Government Ministeries, Departments and Agencies (MDAs).

The Strategic Plan Review workshop for the Goromonzi Rural District Council (GRDC) continues today Saturday 19th September 2026 as the issues have not been all thrashed.

Speaking at the Strategic Plan Review process, the Director for Local Governance in Mashonaland East, Mr Maxwell Mabhuro, emphasised that the process have to be guided by Vision 2030. He also explained that planning should leave none and no place behind. He called for unity of purpose in order to achieve development in Goromonzi. The director called on the council to focus on quality service delivery in line with the Minimum Service Delivery Standards (MSDS).

*Goromonzi RDC Strategic Plan Review enters final day*

The Goromonzi Rural District Council (GRDC)'s strategic plan review which started on the 16th ended today on the 18th of September 2026.

It was held at the Management Training Bureau in Msasa, Harare.

The Annual Strategic Performance Plan; the Council Chairperson's Performance Contract; and the Chief Executive Officer (CEO)'s Performance Contract were developed and adopted respectively on the final day.

The development processes was carried out by councillors; District Heads of Government Ministeries, Departments and Agencies (MDAs); representatives of the farmers, development partners, business vendors and Small-to-Medium Enterprises (SMEs) associations, council staff, officials from the Ministry of Local Government and Public Works Mashonaland East Province and head office.

*Goromonzi RDC consolidates 2027 budget*

A meeting to consolidate and prioritise the proposed projects to be undertaken in the 2027 Goromonzi Rural District Council (GRDC) budget was tabled at during the Finance Committee meeting on Friday 11th September 2026 that was held in the GRDC boardroom Ruwa.

For three (3) days, the Goromonzi Rural District Council (GRDC) held its 2027 Budget Consultations, starting with the Chinamhora Cluster on the 1st of September which was held at the Chirodzero Council Suboffice, followed by the Chikwaka Cluster at Juru Suboffice on the 2nd September and at Goromonzi Rural Service Centre on the 3rd September 2026.

The consultations then produced basketfuls of projects which were then priotised and consolidated on the 11th September this year.

The 2027 budget mainly focuses on water, sanitation and hygiene (WASH) programmes; education; infrastructure; the aquisition of four (4) revenue mobilisation vehicles;borehole drilling rig; the procurement of refuse compactor; the purchase of a grader;

The 2027 budget will be guided by issues to do with the impact that will be caused by the projects to be undertaken climate change; global shocks; minimum service delivery standards pronounced by the Ministry of Local Government and Public Works; the revenue generated; revenue recovery measures to be implemented; devolution funds to be availed by the Treasury or Central Government. Councillors were called upon to go back to their respective wards where they are expected to ensure that their project requirements in terms of roads, clinics, schools, refuse collection, dump sites, water, among others will be

Outgoing DDC Prisca Dube urged councillors to align the 2027 to the expectations of the residents as they will be required to score marks of the projects that would have undertaken by the local authority.

The meeting which was chaired by Finance chairperson, Alderman Andrew Mhembere, was attended by GRDC vice chairperson
vice council chairperson, Spiwe Musekiwa; members of the GRDC Finance Committee; chairpersons of five (5) council committees, Audit, Environmental, Audit, Social Services, Planning, Roads; representatives of Vendors' business, small to medium enterprises; politicians; officials from the Goromonzi District Coordinating Committee (DCC). It was also attended by the outgoing District Development Coordinator (DDC) for Goromonzi, Prisca Dube and the incoming acting DDC, Brighton Makore. Dube has been promoted to be the Provincial Director of Local Governance Services for Mashonaland Central.

Remember, no fire is too small—even a cigarette stub can cause devastating losses to land, livelihoods, and wildlife.

✅ Construct fireguards at least 9 meters wide
✅ Avoid burning rubbish on windy days
✅ Never leave cooking or bush fires unattended
✅ Educate children and visitors on fire safety
