Formula!

1. Preservation of the current 61 municipalities as urban and administrative centers invested by many resources.
These municipalities already represent consolidated institutional, economic and urban centers. Their preservation ensures administrative continuity and avoids an artificial reconfiguration of existing centers.

2. Reorganization of the 312 administrative units into functional territorial units.
Administrative units should not be treated mechanically according to current borders, but regrouped on the basis of objective and measurable criteria.

3. Population should be an important criterion, but not the only criterion.
A population of 5,000–7,000 inhabitants can be used as a guideline threshold, combined with other criteria such as:
territorial continuity and compactness,
distance and accessibility from the center,
economic and functional connections between communities, capacity to provide basic services, historical, social and cultural identity, the need for effective representation of rural communities.

In this way, the reform moves from the 2015 logic of large territorial municipalities, towards a model of functional municipalities, where demographic size is balanced with access to services, proximity of government and democratic representation, increased attention to the countryside and agricultural development.

Formula:
61 existing urban centers - municipalities + functional regrouping of 312 administrative units → a new map of municipalities based on functionality, homogeneous rural and urban territories, not fragmentation.

5,000–7,000 inhabitants can be used as a guideline and not as an absolute requirement, because for mountainous, peripheral or low-density areas, justified exceptions should be allowed.
