IIIDEM hosted a high-level briefing session for Permanent Representatives to the United Nations from 16 countries on 3 August 2026.

DG, IIIDEM Shri. Rakesh Verma welcomed the participants and thanked the Ministry of External Affairs for facilitating the visit. He shared IIIDEM's mandate in democratic governance and election management, outlining the institute's four strategic pillars of strengthening national programs, expanding global programmes and engagements, encouraging research and knowledge development, and promotion and advocacy.

Emphasizing that every democracy faces its own unique challenges, he underlined the importance of nations coming together for mutual learning and growth, and expressed hope that the visiting dignitaries would find the session both engaging and enriching.

The visiting dignitaries were briefed on India’s Electoral System by Head CNT Mr. Kapil Sharma, IIIDEM’s Global Programs by Prof Chanchal Sharma, Dean School of Election Management and about India’s Chairship of Council of Member States by Assistant Professor Kritika Mathur.

The delegates were also given a demonstration of India's Electronic Voting Machine (EVM) and Voter Verifiable Paper Audit Trail (VVPAT) system. Delegates were familiarized with its design, functioning, security features, and institutional safeguards.

🌐The Five-Day Training Programme for Returning Officers commenced today at Campus, New Delhi, bringing together 60 Returning Officers from 5 States Arunachal Pradesh, Kerala, Bihar, Gujarat and Uttar Pradesh.

📚Following IIIDEM's structured pedagogy, the programme will equip participants with statutory, operational and technology-enabled competencies essential for the conduct of free, fair and error-free elections over the next five days.

sessions covered pre-assessment, qualification and disqualification of candidates, nomination process, scrutiny of nominations, withdrawal of candidature, allotment of symbol, SVEEP, polling stations, postal ballot, model code of conduct, and accounts of election expenditure and monitoring.

In line with IIIDEM's strategic pillar to Strengthen National Programs, the training reflects the Institute's continued commitment to laying down national standards for training, developing pedagogy and training material.

IIIDEM Delegation led by Director General Shri. Rakesh Verma visited the Higher Specialized Institute for Political, Electoral, and Civil Registry Training (IESPEC), which offers technical, undergraduate, and postgraduate programs in the area of ​​Electoral and Civil Registry Policy.

The Institute was earlier a training school for Central Electoral Board of Dominican Republic, whose mandate got significantly enhanced in 2023 and now vested with power to award degrees also.

IIIDEM and IESPEC explored the possibility of collaboration in the area of training and capacity building in the field of election management.

IIIDEM Participated in Panel 2 - New Technologies, New Threats, New Responses at Regional Seminar on AI and Electoral Management. Assistant Professor Ajay presented India’s unique Integrated Technology Platform - ECI Net, which has brought all electoral services and back end functions on one platform.

In today’s environment of increasing complications of Technology Managment and threats of cybersecurity, a robust and well managed platform is a pre-requisite for larger digital public infrastructure for election Managment.

Director General Shri. Rakesh Verma addressed the opening session of the Regional Conference on AI and Electoral Management for Latin America and Caribbean. India is participating in the seminar as part of India's Chairship of the Council of Member States of International IDEA for 2026. AI and Elections' has been identified as one of the key thematic priorities.

Mr. Verma highlighted that Election Management Bodies (EMBs) worldwide grapple with similar challenges, and India's participation in this seminar reinforces the spirit of South-South cooperation at a defining moment one where the resilience of our democracies intersects with the transformative force of Artificial Intelligence.

He outlined India's Chairship vision on AI within the framework of its two thematic pillars: Reimagining Democracy for the Future, and Independent and Professional Election Management Bodies for Sustainable Democracy.

As part of its Chairship agenda, IIIDEM, alongside International IDEA, is developing a Global Report examining the transformative possibilities, necessary safeguards, and the imperative for collective action among EMBs regarding AI's role in democratic governance and election management.

Director General shared the series of activities organised by IIIDEM’s under India's Chairship during the year including foundation Course on AI and Elections, drawing 58 representatives from 20 EMBs. In parallel, IIIDEM is running an intensive 7-Weekend Certificate Course on AI, Elections, and Democratic Governance for EMB officials and other stakeholders. Building on this, IIIDEM is setting up a Global Centre on AI and Elections envisioned as a global repository of proven AI practices, policy tools, and empirical research, giving electoral bodies worldwide a shared base of expertise to draw on.

He sought cooperation and support from the EMBs in building shared knowledge, strong safeguards, and continued capacity building, assuring that India's Chairship remains focused on ensuring these technologies reinforce, protect, and strengthen democratic governance everywhere.

DG IIIDEM Mr. Rakesh Verma had a meeting with Secretary General, International IDEA Dr. Kevin Casas-Zamora on the sidelines of 2nd Regional Seminar on AI and Elections in Latin America and Carribean, being organised by International IDEA in partnership with IIIDEM and other stakeholders.

Chargé d'affaires, Indian Mission in Dominican Republic Mr Arup Kumar Saha and Mr Ajay, Assistant Professor-cum-Head of School of Electoral Technologies, IIIDEM also joined the meeting.

The meeting discussed co-operation between IIIDEM and International IDEA in the framework of India’s Chairship of Council of Member States of International IDEA around key thematic priorities including AI and Elections.

The meeting highlighted the need for greater cooperation amongst the Election Management Bodies and how IIIDEM and International IDEA can jointly facilitate the same.

It was noted that IIIDEM’s training and capacity building programs particularly under ITEC program, can be effectively utilised for capacity building of Election Managment Bodies under India’s Chairship of International IDEA.

India’s Chairship of the Council of Member States of International IDEA for 2026 has identified ‘AI and Elections’ as one of the key thematic priorities. As part of the thematic priority, IIIDEM, in partnership with International IDEA and other stakeholders, is organizing a regional dialogue as part of the Second Regional Seminar on Artificial Intelligence and Electoral Management in Latin America and the Caribbean, to be held from 28–30 July in Santo Domingo, Dominican Republic.

EMBs face common challenges, and India’s participation will strengthen the spirit of South-South cooperation at a historic juncture, where our shared democratic resilience meets the most powerful technological wave of our generation Artificial Intelligence. The seminar will bring together representatives from several Election Management Bodies (EMBs) across the region.

IIIDEM delegation will be led by Director General Rakesh Verma, who will share the vision of India’s Chairship on Artificial Intelligence in the context of its two thematic pillars, namely Reimagining Democracy for the Future and Independent and Professional Election Management Bodies for Sustainable Democracy.

As part of the Chairship priority, IIIDEM is working with International IDEA on a Flagship Report focusing on transformative potential, safeguards, and the need for collective action by EMBs on the use of AI in democratic governance and election management.
Under India’s Chairship, IIIDEM has engaged with EMBs on this theme throughout this year. In January, the India International Conference on Democracy and Election Management (IICDEM) was convened.

In February, IIIDEM organized a global AI Symposium. And in April, IIIDEM brought together election leaders from around the world in a virtual Symposium on India’s thematic priorities.A working group meeting of EMBs was also organized in May 2026 to update EMBs about the progress of India’s Chairship priorities, including AI and Elections.

IIIDEM also conducted a Course on AI and Elections for EMBs in July 2026, which brought together 58 representatives from 20 countries. IIIDEM is also delivering an intensive 7-Weekend Certificate Course on AI, Elections, and Democratic Governance for officials of EMBs and other stakeholders.

IIIDEM is also setting up a Global Centre on AI and Electionsat IIIDEM. This dedicated Centre will serve as a permanent global repository for tested AI practices, policy tools, and empirical research, ensuring that any electoral body can continuously draw upon shared global intelligence.

Together, through shared knowledge, rigorous safeguards, and sustained capacity building, India’s Chairship is working to ensure that these powerful technologies serve to reinforce, protect, and elevate democratic governance across all our nations.
