𝙈𝙤𝙣𝙧𝙤𝙫𝙞𝙖, 𝙇𝙞𝙗𝙚𝙧𝙞𝙖 | 𝙅𝙪𝙡𝙮 31, 2026: The Civil Service Agency (CSA) acknowledges the Executive Mansion's official communication announcing President Joseph Nyuma Boakai, Sr.'s directive ordering the dismissal, suspension, and investigation of several public officials and government employees in connection with ongoing narcotics investigations.

The Civil Service Agency fully supports the President's decisive actions, which reaffirm the Government's unwavering commitment to accountability, integrity, the rule of law, and the fight against drug trafficking and other forms of criminal conduct within the public service.

In furtherance of the President's directive and in keeping with the Civil Service Standing Orders and applicable Human Resource Management policies governing the public service, the Civil Service Agency hereby urges all Ministries, Agencies, Commissions (MACs), and other public institutions employing civil servants named in the Executive Mansion's release to immediately process the appropriate administrative dismissal instruments in accordance with established procedures.

Upon completion of the dismissal process, the respective institutions are requested to promptly transmit copies of the executed dismissal letters and supporting personnel actions to the Civil Service Agency to facilitate the immediate updating of official personnel records and the implementation of the necessary payroll actions to remove the affected employees from the Government payroll.

The Civil Service Agency remains committed to working closely with all Government institutions to ensure the timely and smooth implementation of presidential directives while safeguarding the integrity, credibility, and accountability of Liberia's public service.

The Agency further reaffirms that there is no place in the public service for individuals whose conduct undermines public trust, national security, or the rule of law. The Government's personnel and payroll systems must continue to reflect the highest standards of professionalism, transparency, and accountability in service to the Liberian people.

The Director-General of the Civil Service Agency (CSA), Dr. Josiah F. Joekai, Jr., assisted by the Deputy Director-General for Human Resource Management and Policy, Mr. Edwin K. Jallah, on Thursday, July 30, 2026, convened a Special Session with Directors and Deputies of each Division on the quality of service delivery and their performances.

Each Division was afforded the opportunity to present a summary of their progress report and abreast Senior Management about their action plans. From identifying key points and mapping out actionable solutions, the discussions underscored our shared commitment to excellence. It is through such collaborative efforts that we can truly enhance the experiences for our stakeholders and civil servants. Together, we are building a more responsive and efficient public service.

𝑴𝒐𝒏𝒓𝒐𝒗𝒊𝒂, 𝑳𝒊𝒃𝒆𝒓𝒊𝒂 — 𝑱𝒖𝒍𝒚 24, 2026 — The Director-General of the Civil Service Agency, Dr. Josiah F. Joekai, Jr., has announced that the CSA will conduct the regular annual manpower hearings for all Government of Liberia spending entities alongside the Fiscal Year 2027 budget processing.

The manpower hearings will afford the 109 spending entities to present their personnel needs, gaps, and workforce development proposals for the ensuing year. This comprehensive manpower needs analysis and reports will prevent extra compensation requirements outside the manpower hearing framework which usually had fiscal implications.

The Director-General further emphasized that appropriately structuring the manpower needs of each government entity will bring about fiscal prudence in compensation expenditure.

CSA Director-General, Dr. Josiah F. Joekai, Jr., made the disclosure on Thursday, July 23, 2026 during the launch of the Fiscal Year 2027 Draft National Budget at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Monrovia.

The program, attended by scores of senior government officials, human resource directors, procurement directors, and comptroller, was organized by the Ministry of Finance and Development Planning.

Dr. Joekai said every government institution, mandated to form part of the manpower hearings, will be required to plan their personnel within the context of the manpower planning report. The goal, according to the CSA Director-General, is to ensure orderliness in the compensation management process.

Dr. Joekai thanked the Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, for making the funding available for the Civil Service Agency to conduct the annual manpower hearings.

The CSA boss assured the public that the FY 2027 budget preparation and manpower hearings will take place simultaneously in order to create synergy in the entire budget development process.

“Compensation constitutes a significant chunk of the national budget. Once we do that, we might reduce the many requests for extra budgetary support”, the CSA DG lamented.

Dr. Joekai also provided updates on CSA’s decentralization initiatives including the ongoing construction of the first regional headquarters of the Agency in Gbarnga, B**g County. He disclosed that the building will be completed in about 120 days.

He also said preparations are ongoing for the official groundbreaking ceremony to mark the construction of the CSA’s regional office in Zwedru, Grand Gedeh County to service the five south-eastern counties of Grand Gedeh, Sinoe, Rivergee, Maryland and Grand Kru. The groundbreaking ceremony is expected to take place in the next two weeks.

Earlier today, the Senior Management Team of the Civil Service Agency officially presented the Golden Image Award and Certificate of Honor to the general staff.

The brief ceremony signified management’s deep acknowledgment of the sacrifices, hard work and dedication of each employee of the Agency.

The CSA was awarded the “Golden Image Distinguished Excellence in National Transformation” at the 16th Edition of the Golden Image Award 2026.

The Civil Service Agency (CSA) has been awarded the “Golden Image Distinguished Excellence in National Transformation” at the 16th Edition of the Golden Image Award 2026.

Director-General, Dr. Josiah F. Joekai, Jr, received the Award on behalf of the Agency at the official program which was held on Tuesday, July 21, 2026 in the Theater of the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Monrovia.

The Award comes on the heels of Liberia’s 179th Independence Day Commemoration, under the theme: “Peace, Leadership, Investment, Tourism and Cultural Excellence”.

This Award is a motivation to CSA’s unwavering commitment to ensuring public service in Liberia is excellent, merit-based and transformed into a productive workforce.
