𝘛𝘙𝘐𝘗𝘖𝘓𝘐, 20 𝘔𝘢𝘺 2026 – Mr. Roderico C. Atienza, Chargé d’Affaires, en pied of the Embassy of the Philippines in Tripoli, paid a courtesy call on His Excellency Amadou Mahamane Ousmane, Ambassador of the Republic of Niger to Libya.

The two diplomats first crossed paths at the Juliana Hotel in Benghazi in early February 2025.

Ambassador Ousmane, formerly Commissioner Colonel-major of the Gendarmerie, was appointed by presidential decree on 4 December 2025. He formally presented his credentials as Ambassador Extraordinary and Plenipotentiary to the President of the Presidential Council of the State of Libya, Mohamed al-Menfi, on 17 January 2026.

Mr. Atienza and Ambassador Ousmane discussed the friendly state of Philippines-Niger relations, established on 16 October 1981 (now in their 44th year). The Philippines covers Niger non-residently from Tripoli as part of Mr. Atienza’s concurrent accreditation, which also includes Algeria, Chad, and Tunisia.

Mr. Atienza, who previously served in Abuja, Nigeria — one of Niger’s closest neighbors, with which it shares one of Africa's longest land borders — expressed his familiarity with the region.

Ambassador Ousmane highlighted that Niger, a founding member of the new Alliance of Sahel States (AES) alongside Mali and Burkina Faso, maintains pragmatic relations with all parties in Libya.

With approximately one million Nigerien nationals living and working in Libya, Niamey does not take sides but seeks stable and constructive relations with both Tripoli and Benghazi, particularly to ensure the security of their shared border. Libya remains a critically important country for Niger, which has a consulate in Benghazi and will reopen on in Sabha.

In Libya, the two envoys exchanged views on shared concerns about the country’s development and future. These include support for the Libyan-led and UN-facilitated political process aimed at national reconciliation and reunification of institutions, improvement of the security environment, economic reconstruction, and the safety and welfare of their respective nationals.

Mr. Atienza thanked Ambassador Ousmane for Niger’s support of the Philippines’ candidature for a non-permanent seat on the UN Security Council for the 2027-2028 term.

The cordial meeting highlighted the continuing goodwill between the Philippines and Niger and the value of active diplomatic engagement in Libya.

𝘛𝘙𝘐𝘗𝘖𝘓𝘐, 20 𝘮𝘢𝘪 2026 – M. Roderico C. Atienza, Chargé d’affaires en pied de l’Ambassade des Philippines à Tripoli, a rendu une visite de courtoisie à Son Excellence Amadou Mahamane Ousmane, Ambassadeur de la République du Niger en Libye.
Les deux diplomates s’étaient déjà croisés à l’hôtel Juliana de Benghazi début février 2025.

L’ambassadeur Ousmane, ancien colonel-major de la Gendarmerie, a été nommé par décret présidentiel le 4 décembre 2025. Il a officiellement présenté ses lettres de créance en tant qu’Ambassadeur extraordinaire et plénipotentiaire au Président du Conseil présidentiel de l’État de Libye, Mohamed al-Menfi, le 17 janvier 2026.

M. Atienza et l’ambassadeur Ousmane ont évoqué l’état amical des relations entre les Philippines et le Niger, établies le 16 octobre 1981 (en leur 44e année). Les Philippines assurent la couverture non résidente du Niger depuis Tripoli, dans le cadre de l’accréditation concurrente de M. Atienza, qui inclut également l’Algérie, le Tchad et la Tunisie.

M. Atienza, qui a précédemment servi à Abuja, au Nigeria — l’un des voisins les plus proches du Niger, avec lequel il partage l’une des plus longues frontières terrestres d’Afrique —, a fait part de sa familiarité avec la région.

L’ambassadeur Ousmane a souligné que le Niger, membre fondateur de la nouvelle Alliance des États du Sahel (AES) aux côtés du Mali et du Burkina Faso, entretient des relations pragmatiques avec toutes les parties en Libye.

Avec environ un million de ressortissants nigériens vivant et travaillant en Libye, Niamey ne prend pas position mais cherche à maintenir des relations stables et constructives avec Tripoli et Benghazi, notamment afin de garantir la sécurité de leur frontière commune. La Libye demeure un pays d’une importance capitale pour le Niger, qui dispose d’un consulat à Benghazi et prévoit la réouverture d’un consulat à Sabha.

Dans le contexte libyen, les deux envoyés ont échangé sur des préoccupations communes relatives au développement et à l’avenir du pays. Celles-ci incluent le soutien au processus politique libyen mené par les Libyens et facilité par les Nations Unies, en vue de la réconciliation nationale et de la réunification des institutions, de l’amélioration de l’environnement sécuritaire, de la reconstruction économique, ainsi que de la sécurité et du bien-être de leurs ressortissants respectifs.

M. Atienza a remercié l’ambassadeur Ousmane pour le soutien du Niger à la candidature des Philippines à un siège non permanent au Conseil de sécurité des Nations Unies pour la période 2027–2028.

Atienza, Chargé d’Affaires, en pied, of the Embassy of the Philippines in Tripoli (with non-resident jurisdiction over Tunisia), met with senior officials of the University of Carthage (UCAR) to explore academic and scientific cooperation with a prospective partner institution in the Philippines.

Mr. Atienza met with Mr. Mongi Besbes, UCAR’s Vice President in charge of Scientific Research and Technological Development, Prof. Afef Abdelkrim, Vice President in charge of Programs, Training, and Professional Integration, Ms. Hajer Ferchichi, Head of the International Relations Department; and Mr. Taher Jalouli, a representative of the same department.

The University of Carthage, Tunisia’s largest higher education institution with over 33,000 students, is recognized in major global rankings, including the Times Higher Education (THE) World University Rankings 2026.

Discussions highlighted strong potential for collaboration in marine sciences, oceanography, environmental studies, engineering, agriculture, and arid-zone research.

Both sides agreed to exchange institutional profiles, identify matching faculties and research interests, and work toward the conclusion of a framework cooperation agreement (MOU). A possible visit by a Philippine maritime expert in November 2026 was also proposed.

The meeting reflects the growing interest in deeper academic ties between the Philippines and Tunisia as both countries commemorate the 50th anniversary of diplomatic relations.

𝘛𝘜𝘕𝘐𝘚, 15 𝘔𝘢𝘺 2026 – A visit by representatives of the Philippine Embassy in Tripoli to the International Diplomatic Academy of Tunis (ADIT) on 15 May 2026 recorded significant progress on the new bilateral agreement between ADIT and the Foreign Service Institute (FSI) of the Republic of the Philippines.

The Embassy’s Chargé d’Affaires, en pied, Mr. Roderico C. Atienza (with jurisdiction over Tunisia), met with Mr. Riadh Dridi, Director General of ADIT, and Mr. Wissem Moatamri, Director, for the first time. The discussions focused on the possible signing of a new Memorandum of Understanding (MOU) between the two institutions.

The FSI had signed a Memorandum of Intent (MOI) with ADIT’s predecessor, the Diplomatic Institute for Training and Studies (IDFE), in November 2015. However, following ADIT's establishment and the consequent abolition of the IDFE in January 2024, a new agreement became necessary.

ADIT expressed readiness to finalize the MOU in the near term and proposed an online meeting with the new FSI Director General, Mr. Neil Frank Ferrer, to conclude the text and explore additional cooperation arrangements.

Discussions also highlighted the importance of modernizing the agreement to reflect current priorities in diplomatic training, including digital diplomacy, artificial intelligence, virtual conferences, and online learning programs.

The two sides further explored broader areas for collaboration, including joint academic programs, student exchanges, maritime diplomacy, and Global South perspectives.

Chargé d’Affaires Atienza presented four FSI publications to DG Dridi, including volumes on the Law of the Sea and Women in Diplomacy. He also proposed concrete projects that could be implemented even prior to the formal signing of the MOU.

The productive meeting underscores the Philippines’ commitment to deepening institutional ties with Tunisia as both countries commemorate the 50th anniversary of diplomatic relations.

𝘛𝘜𝘕𝘐𝘚, 15 𝘮𝘢𝘪 2026 – Une visite des représentants de l’Ambassade des Philippines à Tripoli à l’Académie Diplomatique Internationale de Tunis (ADIT), le 15 mai 2026, a permis de réaliser des progrès significatifs concernant le nouvel accord bilatéral entre l’ADIT et l’Institut du Service Extérieur (FSI – Foreign Service Institute) de la République des Philippines.

Le Chargé d’Affaires, en pied, de l’Ambassade, M. Roderico C. Atienza (ayant juridiction sur la Tunisie), a rencontré pour la première fois M. Riadh Dridi, Directeur Général de l’ADIT, et M. 𝘛𝘙𝘐𝘗𝘖𝘓𝘐, 7 𝘋𝘦𝘤𝘦𝘮𝘣𝘦𝘳 2025 – Mr. Roderico C. Atienza, Chargé d’Affaires, en pied of the Embassy of the Philippines in Tripoli, met on 7 December 2025 with Mr. Sinanudin Tatarević, Chargé d’Affaires of the Embassy of Bosnia and Herzegovina in Tripoli.

The meeting took place in the absence of H.E. Senad Mašović, Ambassador and Head of Mission of Bosnia and Herzegovina, who was indisposed at the time.

This year marks the 25th anniversary of the establishment of diplomatic relations between the Philippines and Bosnia and Herzegovina (12 January 2001). The Philippines and Bosnia and Herzegovina share a warm and sincere friendship built on mutual respect and people-to-people connections.

Mr. Atienza, who personally managed bilateral relations with Bosnia and Herzegovina while posted at the Philippine Embassy in Budapest (2023–2025), has a long-standing personal connection to the country.

He first visited Sarajevo, Mostar, and Neum during his earlier posting in Moscow and returned to Sarajevo in November 2023 on an official consular outreach mission with then-Ambassador Frank Cimafranca.

Today, around 100 Filipinos call Bosnia and Herzegovina home, many of them Filipina women married to Bosnian partners — both Orthodox Bosnian Serbs and Muslim Bosniaks — living in Sarajevo, Bihać, and Banja Luka.

Medjugorje also remains a special destination for Filipino Catholic devotees, recognized as the third-most-important Marian pilgrimage site after Lourdes and Fatima.

During their meeting, the two diplomats highlighted these human bonds and discussed ways to further strengthen ties.

They also exchanged views on the situation in Libya, agreeing on the importance of supporting the UN-led political process and ensuring the safety and welfare of their respective nationals in a challenging environment.

The warm encounter underscored that even in distant postings, the friendship between the Philippines and Bosnia and Herzegovina continues to grow through shared values, personal stories, and mutual support.

𝘛𝘙𝘐𝘗𝘖𝘓𝘐, 7 𝘥é𝘤𝘦𝘮𝘣𝘳𝘦 2025 – M. Roderico C. Atienza, Chargé d’affaires, en pied de l’Ambassade des Philippines à Tripoli, a rencontré le 7 décembre 2025 M. Sinanudin Tatarević, Chargé d’affaires de l’Ambassade de Bosnie-Herzégovine à Tripoli.

La rencontre s’est déroulée en l’absence de Son Excellence Senad Mašović, Ambassadeur et Chef de mission de Bosnie-Herzégovine, qui était indisposé.

Cette année marque le 25e anniversaire de l’établissement des relations diplomatiques entre les Philippines et la Bosnie-Herzégovine (12 janvier 2001). Les Philippines et la Bosnie-Herzégovine partagent une amitié chaleureuse et sincère, fondée sur le respect mutuel et sur des liens humains concrets.

M. Atienza, qui a personnellement géré les relations bilatérales avec la Bosnie-Herzégovine pendant son affectation à l’Ambassade des Philippines à Budapest (2023-2025), entretient un lien personnel de longue date avec le pays.

Il a visité Sarajevo, Mostar et Neum pour la première fois pendant son affectation à Moscou, puis est retourné à Sarajevo en novembre 2023 dans le cadre d’une mission consulaire officielle avec l’ambassadeur Frank Cimafranca.

Aujourd’hui, environ 100 Philippins vivent en Bosnie-Herzégovine, dont de nombreuses femmes philippines mariées à des partenaires bosniens — serbes orthodoxes et musulmans bosniaques — à Sarajevo, Bihać et Banja Luka.

Medjugorje reste également une destination particulière pour les dévots catholiques philippins, reconnue comme le troisième site marial le plus important après Lourdes et Fatima.

Au cours de leur rencontre, les deux diplomates ont mis en lumière ces liens humains et évoqué des moyens de renforcer leurs relations.

Ils ont également échangé sur la situation en Libye, convenant de l’importance de soutenir le processus politique mené par l’ONU et d’assurer la sécurité et le bien-être de leurs ressortissants respectifs dans un contexte difficile.

Cette rencontre chaleureuse a rappelé que, même dans des postes éloignés, l’amitié entre les Philippines et la Bosnie-Herzégovine continue de s’épanouir grâce à des valeurs partagées, des histoires personnelles et un soutien mutuel.

𝘛𝘙𝘐𝘗𝘖𝘓𝘐, 7 𝘋𝘦𝘤𝘦𝘮𝘣𝘦𝘳 2025 – Mr. Roderico C. Atienza, Chargé d’Affaires, en pied of the Embassy of the Philippines in Libya, paid a courtesy call on 7 December 2025 on His Excellency Mr. Einollah Souri, Ambassador of the Islamic Republic of Iran to Libya, at the Iranian Embassy Chancery in Tripoli.

The two diplomats discussed shared operational priorities in Libya’s complex environment, including the protection and welfare of their respective nationals, consular outreach, and support for Libya’s political stabilization through the UN-led process.

They also exchanged views on the importance of advancing national reconciliation and creating conditions for Libya’s reunification and sustainable development.

Discussions also touched on economic interests, particularly the need for stability in the oil sector, and practical cooperation on labor and migrant-related matters. Both sides reaffirmed their commitment to continued dialogue and coordination to better serve their citizens and contribute to Libya’s peace and recovery.

The meeting reflected the cordial and constructive bilateral relations between the Philippines and Iran.

مبعوثو الفلبين وإيران في طرابلس يناقشون سلامة المواطنين واستقرار ليبيا

طرابلس، 7 ديسمبر 2025 - قام السيد رودريكو سي. أتينيسا، القائم بالأعمال في سفارة الفلبين لدى ليبيا، بزيارة مجاملة في 7 ديسمبر 2025 إلى سعادة السيد عين الله سوري، سفير جمهورية إيران الإسلامية لدى ليبيا، في مقر السفارة الإيرانية في طرابلس.

وناقش الدبلوماسيان الأولويات العملية المشتركة في ظل الوضع الليبي المعقد، بما في ذلك حماية ورعاية مواطني بلديهما، والتواصل القنصلي، ودعم الاستقرار السياسي في ليبيا من خلال العملية التي تقودها منظمة الأمم المتحدة.

كما تبادلا وجهات النظر حول أهمية تعزيز المصالحة الوطنية وتهيئة الظروف لإعادة توحيد ليبيا وتحقيق التنمية المستدامة.

وتناولت المناقشات أيضاً المصالح الاقتصادية، ولا سيما ضرورة استقرار قطاع النفط، والتعاون العملي في قضايا العمل والهجرة. أكد الجانبان مجدداً التزامهما بمواصلة الحوار والتنسيق لخدمة مواطنيهما على نحو أفضل والمساهمة في تحقيق السلام والتعافي في ليبيا.

وعكس الاجتماع العلاقات الثنائية الودية والبناءة بين الفلبين وإيران.

Atienza, Chargé d’affaires, en pied de l’Ambassade des Philippines en Libye, a effectué une visite de courtoisie le 7 décembre 2025 auprès de Son Excellence M. Einollah Souri, Ambassadeur de la République islamique d’Iran en Libye, à la chancellerie de l’Ambassade d’Iran à Tripoli.

Les deux diplomates ont abordé les priorités opérationnelles communes dans le contexte complexe de la Libye, notamment la protection et le bien-être de leurs ressortissants respectifs, les actions consulaires, ainsi que le soutien au processus politique conduit par les Nations Unies en vue de la stabilisation du pays.

Ils ont également échangé leurs points de vue sur l’importance de faire progresser la réconciliation nationale et de créer les conditions favorables à la réunification et au développement durable de la Libye.

Les discussions ont en outre porté sur les intérêts économiques, en particulier la nécessité d’assurer la stabilité du secteur pétrolier, ainsi que sur une coopération pratique en matière de questions liées au travail et aux migrations. Les deux parties ont réaffirmé leur engagement à poursuivre le dialogue et la coordination afin de mieux servir leurs citoyens et de contribuer à la paix et au redressement de la Libye.

Cette rencontre témoigne des relations bilatérales cordiales entre les Philippines et l’Iran.

𝘛𝘜𝘕𝘐𝘚, 21 𝘕𝘰𝘷𝘦𝘮𝘣𝘦𝘳 2025 – In a promising step toward deeper bilateral cooperation, Chargé d’Affaires Roderico C. Atienza of the Philippine Embassy in Tripoli met with Mr. Mohamed Mehdi Haloui, Director General of the National Office of Tourism of Tunisia (ONTT), to explore practical ways to increase tourism flows and cultural exchanges between the two countries.

This first-ever high-level meeting between the Philippine Embassy and Tunisia’s top tourism official took place at the ONTT headquarters near the iconic Clock Tower on Avenue Mohammed V in Tunis.

Mr. Haloui, an architect-turned-tourism strategist who assumed his post in April 2025 and was recently named among Forbes Middle East’s Top 100 Travel and Tourism Leaders 2025, warmly welcomed the initiative.

CDA Atienza, who gained his early experience in tourism promotion during his first diplomatic posting in Moscow — where he collaborated closely with Tourism Attaché Venus Tan, Head of the Department of Tourism office in Frankfurt covering Russia at the time — brought valuable practical insights to the discussions.

Both sides identified several concrete and mutually beneficial areas for collaboration.

They discussed capitalizing on the highly positive feedback from participants at the recent JCI World Congress (hosted by JCI Tunisia on 4–8 November 2025), many of whom were young and influential, to position Tunisia as an attractive and relatable destination for Filipino travelers. A 63-member delegation from JCI Philippines attended the congress.

The two officials explored developing combined travel packages linking Tunisia with major Gulf hubs such as Dubai, with the aim of tapping into the large Filipino community in the Middle East, estimated at nearly three million people.

They also considered visa facilitation measures and closer airline partnerships to improve air connectivity, while promoting mutual gastronomy weeks, joint training programs in tourism management, and broader cultural exchanges.

Additionally, the discussions highlighted Tunisia’s premium olive oil and other high-quality North African products as appealing offerings for the Philippines’ expanding middle class.

The talks emphasized creating win-win opportunities that would not only boost tourism but also strengthen cultural understanding and trade links between the two nations as they prepare to celebrate the 50th anniversary of diplomatic relations.

Tourism is a vital economic engine for both countries. In Tunisia, the sector welcomed a record 11 million international visitors in 2025 and remains one of the country’s most important sources of foreign currency and employment. In the Philippines, Travel & Tourism is projected to contribute nearly 21% of GDP in 2025, making it a cornerstone of the national economy.

Both CDA Atienza and DG Haloui expressed strong commitment to follow up with concrete proposals, including a possible formal cooperation protocol between the ONTT and the Philippine Department of Tourism.

Mohamed Mehdi Haloui, Directeur Général de l’Office National du Tourisme Tunisien (ONTT), afin d’explorer des moyens concrets d’augmenter les flux touristiques et les échanges culturels entre les deux pays.

Cette première rencontre de haut niveau entre l’Ambassade des Philippines et le plus haut responsable du tourisme tunisien s’est tenue au siège de l’ONTT, près de l’Horloge emblématique, avenue Mohammed V à Tunis.

M. Haloui, architecte de formation devenu stratège du tourisme, en poste depuis avril 2025 et récemment classé parmi les Top 100 Travel and Tourism Leaders 2025 de Forbes Middle East, a chaleureusement accueilli l’initiative.

Le CDA Atienza, qui a acquis ses premières expériences en promotion touristique lors de son premier poste diplomatique à Moscou — où il a étroitement collaboré avec l’Attachée touristique Venus Tan, responsable du bureau du Département du Tourisme à Francfort couvrant alors la Russie —, a apporté des insights pratiques précieux aux discussions.

Les deux parties ont identifié plusieurs domaines de collaboration concrets et mutuellement bénéfiques.

Elles ont notamment évoqué la possibilité de capitaliser sur les excellents retours des participants au récent Congrès Mondial de la Jeune Chambre Internationale (JCI), organisé par JCI Tunisie du 4 au 8 novembre 2025. De nombreux participants, jeunes et influents, ont été séduits par la Tunisie, qui pourrait ainsi devenir une destination attractive et accessible pour les voyageurs philippins. Une délégation de 63 membres de JCI Philippines avait pris part à cet événement.

Les deux responsables ont exploré le développement de packages touristiques combinés reliant la Tunisie aux principaux hubs du Golfe, tels que Dubaï, afin de toucher la importante communauté philippine au Moyen-Orient, estimée à près de trois millions de personnes.

Ils ont également examiné des mesures de facilitation des visas et un renforcement de la coopération aérienne pour améliorer la connectivité, tout en promouvant des Semaines gastronomiques mutuelles, des programmes de formation conjoints en management touristique et des échanges culturels élargis.

Les discussions ont par ailleurs mis en avant l’huile d’olive premium tunisienne et d’autres produits nord-africains de qualité comme des offres attractives pour la classe moyenne philippine en pleine expansion.

Les échanges ont souligné la création d’opportunités gagnant-gagnant qui permettraient non seulement de dynamiser le tourisme, mais aussi de renforcer la compréhension culturelle et les liens commerciaux entre les deux nations, à l’approche du 50e anniversaire de leurs relations diplomatiques.

Le tourisme constitue un moteur économique essentiel pour les deux pays. En Tunisie, le secteur a accueilli un record de 11 millions de visiteurs internationaux en 2025 et reste l’une des principales sources de devises et d’emplois du pays. Aux Philippines, le secteur du voyage et du tourisme devrait contribuer à près de 21 % du PIB en 2025, en faisant un pilier de l’économie nationale.

Le CDA Atienza et le DG Haloui ont exprimé leur ferme volonté de donner suite par des propositions concrètes, notamment un éventuel protocole de coopération formel entre l’ONTT et le Département du Tourisme des Philippines.
