Governor David M. Apatang has signed House Bill 24-62, D1 into law, appropriating $1.57 million in Third Senatorial District revenues, including $991,460.12 for the NMI Settlement Fund’s 25% retiree pension payment.

The measure also provides funding for the 2026 General Election, arts and culture programs, scholarships, and offices serving our indigenous and cultural communities.

“Our retirees have devoted many years of their lives to serving our people and building a stronger Commonwealth. This measure also provides critical support for our elections, cultural programs, scholarship services, and offices that serve our communities,” Governor Apatang said.

The Governor also expressed his sincere appreciation to the Saipan and Northern Islands Legislative Delegation, Chairman John Paul P. Sablan, and the CNMI Legislature for their partnership and commitment to addressing these important needs and honoring the service of those who came before us.

THE GREEN LINE IS HERE!

A new route. New connections. More ways to move around Saipan.

The Commonwealth Office of Transit Authority (COTA), under the Office of the Governor & Lt. Governor, officially launches the Green Line, expanding fixed-route public transportation to communities and key destinations throughout northern Saipan.

Beginning today, Friday, August 28, the Green Line will connect As Matuis to Garapan, with stops near major destinations including Kensington Resort, Aqua Resort Club, NMTI, COTA, the Port of Saipan, Eloy S. Inos Peace Park, and Garapan Square — with convenient transfers to the Blue Line 1B.

The Green Line’s first trip departs Bus Stop #16 in As Matuis at 6:00 AM, with service continuing throughout the day.

Governor David M. Apatang thanks Special Assistant for Public Transportation Alfreda Camacho Maratita and the entire COTA team for their dedication, perseverance, and continued commitment to serving the people of the Commonwealth.

From our northern communities to Garapan, the Green Line is another road forward.

As Typhoon Saudel moves away from Saipan and Tinian and makes its closest approach to the Northern Islands today, residents on Saipan and Tinian should still expect periods of showers and thunderstorms, locally heavy rainfall, gusty winds, hazardous surf, and dangerous marine conditions.

A Typhoon Warning remains in effect for Pagan and Agrihan. Damaging tropical-storm-force winds are expected over the next few hours, with possible typhoon-force winds—especially near Pagan and Agrihan. Pagan and Agrihan Residents should prepare for heavy rain, thunderstorms, dangerous surf, and rapidly changing conditions.

The public is urged to secure outdoor items, avoid beaches and flooded roadways, stay off the water, keep emergency supplies ready, and follow instructions from local officials.

Tropical Storm Saudel Update: Northern Islands Prepare for Stronger Impacts

CNMI HSEM, in coordination with the CNMI Joint Information Center and NWS Guam, urges residents to complete preparedness actions as Tropical Storm Saudel moves northwest through the region.

As of 8:00 a.m., Friday, Aug. 21:
🔵 Typhoon Condition II: Agrihan and Pagan
🔵 Tropical Storm Condition II: Alamagan
🔵 Tropical Storm Condition III: Saipan and Tinian

Saudel has maximum sustained winds of about 45 mph and is moving northwest at 13 mph. Forecast models indicate the storm may strengthen into a strong typhoon, potentially reaching Category 3 strength with winds of 115–120 mph near or through the Far Northern Islands Saturday.

The forecast track has shifted slightly east, reducing the likelihood of tropical-storm-force conditions for Saipan and Tinian. However, residents should remain prepared because tracks can change.

Current advisories: Tropical Storm Watch for Saipan and Tinian; Tropical Storm Warning and Typhoon Watch for Alamagan; Typhoon Warning for Pagan and Agrihan; Small Craft Advisory for Saipan and Tinian waters.

Saipan and Tinian may experience heavy rain, localized flooding, dangerous surf, strong rip currents, thunderstorms, lightning, and waterspouts from tonight through Sunday. The Northern Islands may experience rapidly worsening conditions, heavy to very heavy rain, damaging winds, and hazardous seas from early Saturday through early Sunday.

Take action now:
🔵 Secure outdoor items and clear drains and gutters.
🔵 Prepare at least three days of food, water, medications, batteries, and first-aid supplies.
🔵 Charge phones and power banks.
🔵 Review family emergency plans and check on vulnerable neighbors.
🔵 Avoid flooded roads, unnecessary travel, beaches, reefs, and dangerous waters.
🔵 Northern Island residents: shelter in place, avoid travel, and prepare for extended impacts.

At 8:00 p.m., Thursday, Aug. 20, 2026, Governor David M. Apatang declared Tropical Storm Condition III for Saipan and Tinian. This means tropical storm–force winds of at least 39 mph are possible within 48 hours. Tropical Storm Saudel (17W) is moving northwest at 7 mph, with maximum sustained winds of 40 mph, and is forecast to strengthen into a typhoon Friday night, possibly undergoing rapid intensification Friday–Saturday. The track continues to bring Saudel through the Far Northern Mariana Islands as an intensifying Category 3 typhoon.

CNMI HSEM and the CNMI JIC urge all residents to:�

✅ Monitor official updates from NWS Guam, CNMI HSEM/JIC, and local media�
✅ Secure or remove loose outdoor items
✅ Clear drains, gutters, and storm drains to reduce flooding�
✅ Stock water, food, meds, and essentials for several days�
✅ Prepare emergency kits (flashlights, batteries, first aid, chargers, power banks, portable stove)�
✅ Charge phones and backup power devices�
✅ Secure important documents in waterproof containers�
✅ Review family emergency plans and check on vulnerable neighbors�
✅ Avoid boating and unnecessary marine activities; mariners should secure vessels

🏕️ STRONG tents currently in use on Saipan, Tinian, and Rota are rated for up to 4 inches of rain/hour and winds up to 55 mph. Based on current forecasts, they do NOT need to be taken down at this time.

At 1:00 pm today, Thursday, Aug. 20, Governor David M. Apatang declared Typhoon Condition III for Pagan, Alamagan, and Agrihan, with a Typhoon Watch now in effect. Damaging winds of 74 mph or greater are possible within 48 hours.

While no watches or warnings are in effect for Saipan, Tinian, and Rota, residents are urged to monitor Tropical Storm Saudel (17W) and prepare for increased rainfall and gustier conditions late this weekend. Current forecasts show a low probability of direct impacts, but conditions can change quickly if the track shifts westward.

Saudel is expected to intensify into a strong typhoon and pass northeast of Saipan through the Northern Marianas Saturday night. NWS Guam estimates only a 10–20% chance of tropical-storm-force winds for Saipan and less than 5% for Rota.

ℹ️ Key updates as of Aug. 19, 2026, 5 p.m. ChST:

FEMA Individual Assistance is now available for eligible Rota residents affected by Super Typhoon Bavi. Apply online at DisasterAssistance.gov, call 671-735-1050 or 1-800-621-FEMA, or use the FEMA app.

SBA low-interest disaster loans remain available for eligible homeowners, renters, businesses, and private nonprofits on Saipan, Tinian, and Rota. Visit sba.gov/disaster or call 800-659-2955.

On Rota, 309 emergency-tent applications have been received and 149 tents have been installed as of Aug. 18.

CUC has energized 92% of Saipan customers and 94% of Tinian customers. On Rota, approximately 29% of CUC customers are energized as restoration work continues.

Water service is available to 100% of Saipan’s tank service areas, 100% of Tinian’s water system, and nearly all Rota customers.

SBA Rural Disaster Declaration for Saipan & Tinian – Super Typhoon Bavi

The CNMI Office of the Governor announces that the U.S. Small Business Administration (SBA) has issued a rural disaster declaration for Saipan and Tinian following damage from Super Typhoon Bavi (July 4–12, 2026). This opens access to SBA disaster assistance for eligible residents, businesses, and nonprofit organizations.

💼 What’s available:
* Home Disaster Loans: Up to $500,000 for real estate + $100,000 for personal property
* Business Physical Disaster Loans: Up to $2 million
* Economic Injury Disaster Loans (EIDL): For entities suffering economic injury from the disaster

📅 Deadlines:
* Physical damage applications: October 13, 2026
* Economic injury applications: May 14, 2027
