On receiving an appeal, and on what a neighbour is for

The Independent Patriots for Change has received an urgent legal and human rights appeal from Mr Venâncio Mondlane, President of the ANAMOLA Party in Mozambique, dated 12 September 2026, addressed to international human rights bodies, the SADC Organ on Politics, Defence and Security Cooperation, and to parliaments worldwide.

We have chosen to respond on the record rather than to file it.

The appeal documents a chronology from November 2000 to September 2026, including deaths during and after the post-election period, and reports that four submissions to Mozambique's Public Prosecutor's Office and Ministry of Interior over more than a year drew no response. Commitments recorded in meetings with President Daniel Chapo in March and May 2025 are reported as unfulfilled. We have not independently verified these accounts and do not present them as judicial findings.

The governance point travels beyond Mozambique. Where a state holds a large resource endowment, investor confidence can quietly become an argument for not asking political questions, and the commercial story begins to crowd out the accountability one. That is the risk Mr Mondlane's appeal identifies, and it is a risk Namibia will face in its own form as we approach first oil in 2029.

The IPC supports the core requests of the appeal: permanent independent human rights monitoring, independent investigative missions, international observation of judicial proceedings involving opposition figures, protection for victims and witnesses, and accountability for the deaths recorded. We call on the Namibian Government to receive the appeal and to raise it at the SADC Organ and the African Union.

Namibia's freedom was secured because other Africans refused to treat our suffering as an internal affair. A regional body that only speaks about elections it is invited to observe is not a regional body, it is a photograph. While Executive Director Moses Pakote confirmed that the contract extension through 31 October 2026 will not be renewed further, the CPBN has not advertised an open tender for November requirements.

A standard international petroleum import tender requires 60 to 90 days for bidding, technical evaluation, award, and vessel chartering. With only 45 days remaining before 1 November, an open competitive tender cannot be concluded on schedule.

By delaying the procurement process, the Ministry is generating the administrative conditions required to justify another "emergency" extension into year-end, reflecting Milton Friedman's observation that administrative interventions tend to perpetuate themselves. Yesterday two Cabinet ministers used the National Assembly to debate a claim that the High Court had legalised same-sex marriage. The Office of the Judiciary checked the Registrar. There is no such ruling.

The SWAPO Speaker still allowed the gossip. Nekundi put the rumour on the floor. Immanuel answered it as if the House were a comment section. Irrelevant. Unfactual. A waste of the only chamber that can hold this government to account.

That is how the country is run. Screenshot first. Statute later. Group chat in the morning. Patients, stadiums and unfinished laws in the footnotes.

Namibia does not have a shortage of opinions. It has a shortage of ministers who can tell a court order from a WhatsApp message, and a Speaker who will stop them when they cannot.

Housing and sanitation the question requested a detailed implementation plan, however The Prime Minister’s answer was broad and non-responsive possibly mentioning funding, but no tabled plan, milestones, regional allocations or deadlines. Marked substantially unanswered, pending transcript.
