PROPOSAL TO CLOSE ROADS TO VEHICULAR TRAFFIC
SATURDAY 3 OCTOBER 2026

Pursuant to the Local Government Act 1974 NOTICE IS HEREBY GIVEN that the Waimate District Council for the purpose of permitting The Waimate Rally 2026 will close the following roads to ordinary vehicular traffic for the periods indicated hereunder. Any person wishing to object to the proposals is called upon to lodge notice of their objection and ground thereof, in writing, by Monday 14 September 2026 at the office of the Council, 125 Queen Street, Waimate or by emailing [email protected]

The schedule of proposed road closures on Saturday 3 October 2026 is as follows:

⏰ 9:15am to 3:45pm

* Linnfield Road from Upper Hook Road to the forest gate.
* Limestone Hills Road forest gate to Parkers Bush.
* Parkers Bush Road from Limestone Hills Road to Sealed Section SH82 end.

* Green Hills Road from gravel section to Wallace Road.
* Wallace Road from Green Hills Road to Gum Tree Flat Road.

PROPOSED REINSTATEMENT OF 80 km/h SPEED LIMIT SOUTH OF GLENAVY

NZ Transport Agency Waka Kotahi (NZTA) is currently consulting on a proposed reinstatement of the 80 km/h speed limit on the 3 km stretch of SH1 south of Glenavy (currently 100 km/h).

Waimate District Council appreciates the opportunity to provide feedback on the proposed reinstatement of the 80 km/h speed limit on the 3 km stretch of SH1 south of Glenavy. Council strongly supports this proposal for the reasons set out below.

Road deficiencies
• Waitaki River Bridge constraints: The highway crosses the Waitaki River via a bridge with limited width between kerbs. This bridge offers scenic views of the iconic Waitaki River, increasing the likelihood of driver distraction.
• Limited sight visibility: Poor visibility at entry and exit points along this stretch of highway creates risks for vehicles accessing roadside amenities, including public toilets and a popular reserve and rest area. Larger and heavier vehicles frequently use these points and require additional time to merge safely and reach speed.
• Proximity to a residential area: The highway leads directly into a residential area with even lower speed limits. Maintaining the current reduced speed zone ensures a smoother, safer transition into this area, reducing abrupt braking and inconsistent speeds.

Proven safety improvement
NZTA reduced the speed limit to 80 km/h in September 2020, citing the following rationale:
“We want to make your roads safer for everyone who uses them. On some roads we’re doing this with safety improvements but on State Highway 1 in Glenavy (South Canterbury) and Waitaki Bridge village (North Otago), the best thing we can do to prevent people from dying or being seriously injured is reduce speed limits, so they are safe and right for this part of the road.”
That rationale remains directly relevant to the current proposal, particularly given the bridge constraints, limited visibility, roadside access points, and transition into a lower-speed residential environment.

Conclusion
Given the clear safety benefits of the 80 km/h speed limit, Council strongly urges NZTA to proceed with the proposal to reinstate the 80 km/h speed limit on this section of SH1.

🐾Did you know doggo registration renewals are due by 31 July?

Council has set the fees for the 2026/27 registration year, including an increase to the Urban non-working (not desexed) category:
🐕 Urban non-working dog (not desexed): $120
🐕 Urban desexed non-working dog or puppy 12 months and under: $65
🐕 Selected owner, working dog or farm pet: $35
🐕 Classified dangerous dog: 150% of applicable fee.

All dogs from the age of three months must be registered. If a dog reaches the age of three months after 1 July 2026, the registration fee will be a proportion of the annual fee.

A 50% penalty will apply to each unpaid registration on 1 August 2026.

✅ Avoid late penalties by setting up weekly or fortnightly automatic payments. Apply now to have your instalments in place before the due date.

RATES REBATE SCHEME 2026-27

The Rates Rebate Scheme is a government-funded programme that helps eligible low-income homeowners with the cost of rates for the home they lived in on 1 July 2026.

We received some feedback, so to make sure everyone is aware of the scheme and has the opportunity to apply, Council is including a rates rebate application form with all Instalment 1 rates assessment notices.

If you choose to apply, please note that submitting an application does not guarantee approval or that it will be processed before your instalment is due. Please ensure you have made sufficient payments to cover Instalment 1 by the 28 August due date.

There is no need to rush your application. Applications for the current rebate year remain open until 30 June 2027, giving you plenty of time to apply and have your eligibility assessed.

CREATIVE COMMUNITIES SCHEME FUNDING OPEN
Council invites applications for financial assistance from the Creative Communities Scheme.

Clubs, groups, organisations and individuals can apply for the grants, which are funded by Creative NZ. To be eligible, your creative arts project must take place within the Waimate District, and it must be completed within a year of the funding being approved.

If you have an idea for a project that might support community involvement in the arts, engage young people in the arts or create cultural diversity in the arts – be sure to apply and tell us more.

We do not apply a dollar limit to applications, but as a guide, most projects funded are below $2,000. A project completion report must be completed for any previous funding before a new application is made.

$60k BOOST FOR COMMUNITY GRANTS

A major funding boost is on the way for local groups, with community grants increasing from $10,000 to $60,000 a year – a sixfold jump that will make a real difference across the district.

The increase is a result of a new three-year pilot programme between Council and the Community Trust of Mid and South Canterbury (CTMSC), designed to keep funding decisions local and responsive to community needs.

Under the partnership, CTMSC will match Council’s contribution dollar for dollar up to $30,000, creating a combined annual pool of $60,000 for what will become a new joint community grant.

To unlock the full match, Council agreed on 21 May 2026 to raise its own funding from $10,000 to $30,000 per year. Council’s Grants Committee will oversee the new grant, including determining the number of funding rounds and the size of individual grants. The existing Waimate District Council Community Grant will be reshaped into this new joint scheme.

The funding start date was 1 July 2026. Council’s additional $20,000 contribution is unbudgeted in 2026/27 but will be included in future budgets and funded from rates.

Grant rounds will be advertised ahead of opening, giving local groups plenty of time to prepare applications.
