The Department of the Interior and Local Government-Cordillera Administrative Region (DILG-CAR), under the leadership of Regional Director Atty. Anthony C. Nuyda, CESO III, recognized its most outstanding personnel and teams during the much-awaited Saleng Awards 2026!

This award is conferred to individuals and teams that have demonstrated, in the highest standards, the shared values of the DILG: Matino, Mahusay, at Maaasahan.

The accomplishments of the awardees have yielded transformative results for their intended stakeholders akin to its namesake, the heartwood of the pine trees endemic in the Cordilleras, that can easily ignite fire that emanates warmth and light to those who need it most.

Inspired by the humble yet impactful leadership of former DILG Secretary Jesse M. Robredo, the Tsinelas ni Jesse Innovations Awards seeks to promote a culture of innovation where solutions-seeking is elevated to transcend existing policies and systems. The program also upholds novelty, sustainability, and replicability to cultivate knowledge sharing between and among the DILG-CAR Regional Office and its Field Operating Units.

𝐃𝐈𝐋𝐆, 𝐂𝐏𝐃 𝐢𝐧𝐤 𝐩𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩 𝐭𝐨 𝐚𝐝𝐯𝐚𝐧𝐜𝐞 𝐥𝐨𝐜𝐚𝐥 𝐩𝐨𝐩𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐝𝐞𝐯’𝐭 𝐩𝐫𝐨𝐠𝐫𝐚𝐦𝐬 𝐢𝐧 𝐂𝐀𝐑

The Department of the Interior and Local Government-Cordillera (DILG-CAR), represented by Regional Director Atty. Anthony C. Nuyda, CESO III, and the Commission on Population and Development-Cordillera (CPD-CAR), led by RD Reynaldo O. Wong, signed a Memorandum of Agreement (MOA) aimed at advancing population and development initiatives at the local level.

This engagement reaffirmed the commitment of both agencies to working together in integrating Population, Older Persons, Persons with Disabilities, and other Vulnerable and Emerging Dimensions (POPDEV) factors into local government policies, programs, and projects.

Under the said partnership, the DILG-CAR and the CPD-CAR will collaborate on providing technical assistance and monitoring the integration of POPDEV strategies in LGU programs and activities. This includes responsible parenthood and family planning, adolescent health and development, social inclusion, youth empowerment, and other population-related concerns.

The partnership also provides a platform for closer coordination in support of Republic Act No. 10354 (Responsible Parenthood and Reproductive Health Act), the registration of barangay inhabitants and migrants, and population-related indicators in the Seal of Good Local Governance (SGLG), among other initiatives.

Through this renewed institutional partnership, the DILG-CAR and the CPD-CAR reaffirm their shared commitment to strengthening the capacity of local governments and promoting responsive, inclusive, and population-responsive governance across the Cordilleras.

𝟑𝐫𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐂𝐑𝐏𝐎𝐂 𝐌𝐞𝐞𝐭𝐢𝐧𝐠: 𝐂𝐨𝐫𝐝𝐢𝐥𝐥𝐞𝐫𝐚 𝐝𝐞𝐜𝐥𝐚𝐫𝐞𝐝 𝐢𝐧𝐬𝐮𝐫𝐠𝐞𝐧𝐜𝐲-𝐟𝐫𝐞𝐞, 𝐜𝐨𝐧𝐟𝐞𝐫𝐫𝐞𝐝 𝐒𝐭𝐚𝐭𝐞 𝐨𝐟 𝐒𝐭𝐚𝐛𝐥𝐞 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐥 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐒𝐞𝐚𝐥

The Cordillera Regional Peace and Order Council (CRPOC) convened for its 3rd Quarter Meeting for CY 2026 in Baguio City, bringing together its members from national government agencies, local government units, security sector, and civil society organizations.

The 3rd Quarter CRPOC meeting was presided by Chairperson Mayor Benjamin B. Magalong with Vice-Chairperson PBGen Noel B Vallo of PROCAR, and Co-Vice-Chairperson MGen Gulliver L Señires, PA, alongside DILG-CAR Regional Director Atty Anthony C. Nuyda, CESO III as Head Secretariat.

During the meeting, the Armed Forces of the Philippines officially declared the Cordillera Administrative Region “Insurgency-Free” and in a State of Stable Internal Peace and Security (SSIPS). It can be recalled that a series of provincial-level declarations were held across the region earlier this year, most recently in the Provinces of Kalinga and Apayao.

Apart from the conferment of the SSPIS, the meeting also opened discussions on the development and enhancement of local-level peace-sustaining programs, the conversion of ma*****na cultivation areas into agricultural lands, and the resolution of the persisting tribal wars in parts of the region.

In his message, NTF-ELCAC National Secretariat Executive Director Danilo Pamonag, congratulated the members of the CRPOC, local governance actors, and civil society for their unified actions towards attaining genuine peace and development.

With this declaration, RD Nuyda expressed the Department's continued support to maintaining peace and order throughout the region by signing the Pledge of Commitment alongside representatives of member-agencies.

He added that the DILG-CAR shall remain committed to implementing programs that promote peaceful and sustainable communities such as the Retooled Community Support Program.

Pinagtibay din ng RPOC ang Resolution No. 4, s. 2026, na nagpapatibay sa pangmatagalang kapayapaan at kaunlaran sa rehiyon.

𝐓𝐡𝐚𝐧𝐤 𝐆𝐨𝐝 𝐢𝐭'𝐬 𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲 | Public Service might just be the greatest love of all

More than just the beginning of the "-Ber" months, September is officially designated as Civil Service Month. One hundred twenty-six (126) years into the establishment of the Philippine Civil Service on September 19, 1900 through Public Law No. 5, the Filipino public servant remains faithful to their oath to serve the nation without fear or favor.

This week, as we celebrate the 126th Philippine Civil Service Anniversary, may we be reminded that public office is not a vehicle for personal enrichment, power, or patronage, but a platform for absolute sacrifice and duty to the citizens.

As civil servants who hold the levers of governance that directly influence our constituents' quality of life, may we continue to demonstrate patriotism through competence, unyielding integrity, and an active commitment to the welfare of the people.

As this year's theme goes, "Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan." Let us aspire to be worthy to claim the title of modern day heroes whose heart is devoted in service of the Filipino.

Newly-installed City Director of the Baguio City Police Office (BCPO), Police Colonel Nixon L Laoyan, paid a courtesy visit to the Department of the Interior and Local Government-Cordillera (DILG-CAR) led by Regional Director Atty. Anthony C. Nuyda, CESO III yesterday, September 16.

This meeting, attended by DILG-Baguio City Director Millicent B. Cariño and Program Manager Carol G. Gano, centered on strengthening interagency collaboration toward advancing the DILG and the Philippine National Police's priority programs on maintaining peace and order and public safety.

RD Nuyda and CD Cariño expressed their support to PCol Laoyan and reaffirmed the Department's commitment to strengthening peaceful, orderly, and secure communities as outlined in the DILG Strategic Plan.

𝐃𝐈𝐋𝐆-𝐂𝐀𝐑 𝐰𝐞𝐥𝐜𝐨𝐦𝐞𝐬 𝐟𝐨𝐫𝐦𝐞𝐫 𝐃𝐈𝐋𝐆 𝐑𝟗 𝐑𝐃 𝐏𝐚𝐢𝐬𝐚𝐥 𝐀𝐛𝐮𝐭𝐚𝐳𝐢𝐥 𝐟𝐨𝐫 𝐌𝐎𝐋𝐃𝟒𝐃𝐈𝐋𝐆

The Department of the Interior and Local Government-Cordillera (DILG-CAR), led by Regional Director Atty. Anthony C. Nuyda, CESO III, welcomed former DILG Region 9 Regional Director Paisal O. Abutazil in Baguio City as part of the Mentoring for Optimal Leadership and Development for DILG Leaders (MOLD4DILG).

Former RD Abutazil, more fondly known as RD Pai, is the mentor of DILG-Abra Provincial Director Kristoffer Dave R. Alvarez in this executive leadership program hosted by the Local Government Academy.

Through this engagement, PD Alvarez sought RD Pai's expert insights and advice to further develop his Learning and Application (LeAP) Stretch Project entitled "HARMONIYA: Raising the Bar of Good Governance for Sustainable Peace and Progress in Abra".

The team also met with Abra Governor Eustaquio Bersamin who expressed his gratitude to the DILG-CAR and the DILG-Abra Provincial Office for their continued support to the development goals of the province.
