RE-REGISTRATION FOR HOMEOWNERS ASSOCIATIONS IS EXTENDED

The Department of Human Settlements and Urban Development (DHSUD) has issued Department Circular No. 2026-007, extending the period for suspended Homeowners Associations (HOAs) previously registered with the Home Insurance Guaranty Corporation (HIGC) or the Securities and Exchange Commission (SEC) to complete their re-registration with DHSUD.

New Deadline: 18 December 2026

This extension provides affected HOAs with additional time to comply with the mandatory re-registration requirement under the Magna Carta for Homeowners and Homeowners Associations (RA 9904) and its 2024 Revised Implementing Rules and Regulations.

โš ๏ธ Important Reminder: HOAs that fail to file their re-registration application within the extended period may face the automatic revocation of their registration.

The Comprehensive Land Use Plans (CLUP) of thirteen municipalities are nearing completion with the commencement of Phase 5 of the land use plan intervention implemented through the Regional Institutional Development Support (RIDS) today, May 25.

Through the partnership between DILG-CAR and DHSUD-CAR, the target LGUs shall embark on revisiting their sectoral goals and objectives in preparation for the public consultations and eventual drafting of their Zoning Ordinances later this year.

In his message, DILG-CAR Regional Director Atty. Anthony C. Nuyda, CESO III emphasized the importance of ensuring the completion of the LGUs' CLUPs citing the heightened need for mainstreaming disaster risk reduction and climate change adaptation across local development plans.

It can be recalled that the DILG, DHSUD, and the University of the Cordilleras commenced the CapDev intervention on CDRA and CLUP in 2024 as the region's flagship program for the RIDS.

The thirteen LGUs provided assistance for this phase are: Boliney, Bucloc, Dolores, Lacub, Luba, Licuan-Baay, San Juan, and Villaviciosa, Abra; Bontoc, Natonin, Sabangan, and Sadanga, Mountain Province; and Asipulo, Ifugao.

LOOK | The Regional Social Development Committee (RSDC) convened for its 2nd Quarter 2026 meeting at the Cordillera State Institute of Technical Education in Baguio City on May 19, 2026, to discuss key regional social development concerns and policy recommendations.

Among the topics discussed include strengthening local housing boards, institutionalizing public employment service offices and job placement offices in LGUs higher education institutions and technical-vocational schools, and the creation of a regional steering committee and technical working group for the โ€œPanahon ng Pagkilosโ€ initiative.

They also tackled updates on social protection, housing and resettlement, education and workforce development, senior citizensโ€™ programs, and the 2025 Regional Development Report's social development chapters.

The meeting was chaired by RSDC chairperson and DSWD-CAR Regional Director Enrique H. Gascon Jr., with DEPDev-CAR Regional Director Apollo Edwin S. Pagano serving as vice-chairperson.

In a display of resource sharing between agencies, DILG-CAR Regional Director Atty. Anthony C. Nuyda, CESO III accepted knowledge products on land use planning from DHSUD-CAR Regional Director Antonette C. Anaban today, May 12.

Anchored on the two agencies' sustained partnership that took off from the Regional Institutional Development Support (RIDS) program, Director Anaban turned over the three-volume Comprehensive Land Use Planning (CLUP) Guidebook to the Cordillera Local Governance Regional Resource Center (CLGRRC).

RD Nuyda expressed his gratitude to the DHSUD-CAR citing that these guidebooks shall become valuable resources for the CLGRRC Library in assisting our LGUs in the preparation of their respective local plans.

The Local Government Units of Malibcong, Paracelis, and Bontoc have successfully completed their Training-Workshop on Climate and Disaster Risk Assessment (CDRA) and Geographic Information System (GIS) Held from May 11 to 14, 2026 at the DILG-CAR Main Hall, Baguio City, Benguet, the four-day activity equipped LGU participants with essential tools and knowledge for land use planning, resource mapping, and data-driven local governance.

The workshop was facilitated by the DHSUD-ELUPDD Staff, with valuable technical support from the DILG staff, working hand-in-hand to ensure an impactful and knowledge-rich training experience.

Sustaining the gains from its partnership since 2024, the Department of the Interior and Local Government-Cordillera (DILG-CAR) and the Department of Human Settlements and Urban Development-CAR (DHSUD-CAR) teamed up anew to provide technical assistance on Climate and Disaster Risk Assessment (CDRA) formulation to three more local government units in the region.

In addition to the targets of the Regional Institutional Development Support (RIDS) program, the DILG-CAR and DHSUD-CAR were engaged by the Municipalities of Malibcong, Abra and Paracelis and Bontoc, Mountain Province to update their respective Comprehensive Land Use Plans (CLUP). A major prerequisite to the updating of this plan is the revisiting of their respective CDRAs.
DILG-CAR Regional Director Atty. Anthony C. Nuyda, CESO III, in his message, expressed his gratitude to the DHSUD-CAR under the leadership of RD Antonette A. Anaban for their continued support to our LGUs. RD Nuyda likewise emphasized the necessity to ensure that local development plans mainstream disaster-risk reduction and climate change adaptation (DRR-CCA) to uphold the welfare of our constituents.

This partnership is a manifestation of interagency collaboration that is geared toward equipping our LGUs with the necessary skills and technical capacity to build their resilience against disatsers.
