SIGURADUHING MAY LICENSE TO SELL. Ang License to Sell (LS) ay isang dokumento na pinagkakaloob ng bilang patunay na nakapasa sa minimum standards ang plano ng isang developer para sa proyektong ari-ariang bahay at lupa (real estate project) bago ito ibenta sa publiko.

Sa LS, nakasaad ang pangalan at lokasyon ng proyekto, pangalan ng developer o may-ari ng proyeto, uri ng proyekto at kailan ito naka-schedule na matapos.

Kung may LS na, nangangaluhulugang pumasa na ang proyekto base sa mga panuntunan na isinaad sa batas (PD 957 at BP 220).

Ilan sa mga uri ng real property projects ay ang mga sumusunod:
- subdivision lot
- house and lot
- farm lot subdivision
- commercial subdivision
- industrial subdivision
- condominium
- socialized housing
- town house
- memorial park at columbarium

Karapatan mo bilang buyer na manghingi ng LS number o kaya mismong kopya nito mula sa seller bago bumili ng real estate project.

PUBLIC ADVISORY. Suspension of the Mandatory of Homeowners Association Bylaws
Pursuant to Department Circular No. 2026-019 series of 2026 dated 24 August 2026, the Department of Human Settlements and Urban Development (DHSUD) hereby indefinitely suspends the operative deadline for the mandatory amendment of the bylaws of homeowners associations under the 2024 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9904.

Accordingly, all concerned homeowners associations, homeowners, federations, confederations, and umbrella organizations are advised to hold in abeyance any action or compliance related to the mandatory amendment of bylaws pending further guidance from the Department.

The suspension does not repeal or amend the 2024 Revised IRR and does not exempt homeowners associations from complying with other applicable laws, rules, and regulations.

​Pursuant to DHSUD Department Circular No. 2026-019, please be informed that the mandatory deadline to amend your HOA Bylaws is INDEFINITELY SUSPENDED pending review by the Department.

​⚠️ REMINDER:
This suspension applies ONLY to the mandatory amendment of Bylaws. It does NOT exempt HOAs from remaining fully compliant with all other provisions of the 2024 Revised IRR of Republic Act No. 9904 (Magna Carta for Homeowners and Homeowners Associations) and applicable laws.
