On September 7, Gov. Pamela Baricuatro brought together mayors, municipal health officers, and representatives from 𝟰𝟯 𝗹𝗼𝗰𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝘂𝗻𝗶𝘁𝘀 for an important dialogue on advancing 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗹 𝗛𝗲𝗮𝗹𝘁𝗵 𝗖𝗮𝗿𝗲 (𝗨𝗛𝗖) 𝗮𝗰𝗿𝗼𝘀𝘀 𝗖𝗲𝗯𝘂.

The gathering was designed to give Cebu’s local chief executives and health officials the information they need to make informed decisions on the proposed 𝗽𝗿𝗼𝘃𝗶𝗻𝗰𝗲-𝘄𝗶𝗱𝗲 𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗖𝗲𝗯𝘂’𝘀 𝗹𝗼𝗰𝗮𝗹 𝗵𝗲𝗮𝗹𝘁𝗵 𝘀𝘆𝘀𝘁𝗲𝗺.

Resource speakers from DOH Central Visayas, DMO V Rolly Villarin and DMO V Engr. Miguel T. Gerson, helped explain the UHC framework, while PhilHealth Regional Office VII Acting Regional Vice President Jenet Ann Advincula joined the discussion.

Dr. Kier Tamparong of PhilHealth’s Accreditation and Quality Assurance Section also presented Cebu’s updated YAKAP registration data and discussed how the enhanced primary care program provides access to consultations, health-risk assessments, selected laboratory tests, cancer screening, and essential medicines through accredited YAKAP clinics.

Provincial Board Member and Committee on Health Chair Dr. Stanley Caminero, meanwhile, discussed the proposed Inter-LGU Integration MOA, which provides the framework for bringing participating LGUs together under the Cebu Province-Wide Health System.

𝟏𝟖 𝐌𝐔𝐍𝐈𝐂𝐈𝐏𝐀𝐋𝐈𝐓𝐈𝐄𝐒 𝐀𝐋𝐑𝐄𝐀𝐃𝐘 𝐌𝐎𝐕𝐈𝐍𝐆 𝐅𝐎𝐑𝐖𝐀𝐑𝐃

To date, 18 municipalities have passed resolutions authorizing their mayors to sign the Inter-LGU Integration MOA.

A majority of the remaining LGUs also expressed support for province-wide health-system integration, with their respective local councils now working on the resolutions necessary to formally authorize their mayors to enter into the agreement.

This process matters. The Province recognizes that integration must move forward through proper local authorization, informed decision-making, and genuine cooperation with its LGU partners.

Once integrated, municipal health centers, provincial and district hospitals, and other healthcare providers can operate as one coordinated network—strengthening primary care, patient referrals and navigation, access to medicines and services, health financing and resource-sharing, health information systems, and continuity of care across facilities.

Gov. Pam assured Cebu’s LGUs of the Provincial Government’s support, emphasizing that building a functional healthcare system cannot be accomplished by the Capitol alone. Universal Health Care is a shared responsibility.

The gathering concluded with mayors and municipal health officers signing a commitment wall, symbolizing their shared support for advancing Universal Health Care in Cebu.

At its heart, UHC is about making sure that every Cebuano—regardless of where they live or how much they earn—can access appropriate, quality healthcare without being pushed into financial hardship.

There is still much work ahead. But with 43 LGUs coming to the table, 18 municipalities already securing authorization, and more local governments working toward integration, Cebu is steadily building the foundation for a healthcare system where patients do not have to navigate disconnected services on their own.

One province. One coordinated health system. One goal: better healthcare for every Cebuano.

No Cebuano left behind. 💜

The Philippine flag at the Cebu Provincial Capitol flies at 𝐡𝐚𝐥𝐟-𝐦𝐚𝐬𝐭 𝐭𝐨𝐝𝐚𝐲, 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟕, upon the order of Gov. Pamela Baricuatro, as the Province mourns the passing of 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐫𝐭𝐢𝐬𝐭 𝐟𝐨𝐫 𝐋𝐢𝐭𝐞𝐫𝐚𝐭𝐮𝐫𝐞 𝐃𝐫. 𝐑𝐞𝐬𝐢𝐥 𝐁. 𝐌𝐨𝐣𝐚𝐫𝐞𝐬.

Dr. Mojares passed away on September 5, leaving behind an extraordinary body of work that helped preserve and deepen our understanding of Cebuano history, identity, literature, and culture. He holds the distinction of being the first and only Cebuano conferred the Order of National Artist for Literature.

“Dr. Mojares brought great honor to Cebu. Through his writings, he helped preserve and tell our history, our identity, and our stories—not only for Cebuanos, but for the entire nation and the world. Cebu will forever be proud to call him one of our own,” Gov. Pam said.

Lowering the Capitol flag to half-mast is the Province’s solemn gesture of respect, gratitude, and remembrance for a Cebuano whose scholarship and words enriched Philippine literature and history.

The Cebu Provincial Government joins his family, the academic and literary communities, and the Filipino nation in mourning his passing.

Another meaningful milestone for Cebu Provincial Government employees as 18 workers took their oaths of office before Gov. Pamela Baricuatro on Monday, Sept. 7.

Of the 18 employees, 14 received regular appointments after previously serving under job-order or casual positions, while four earned promotions.

For Gov. Pam, strengthening public service also means recognizing the people behind it—giving deserving employees opportunities to grow while building a more stable and capable Capitol workforce for the Cebuanos they serve.

Provincial Human Resource Management Officer Lilia M. Villasin and Provincial Administrator Atty. Ace Durano witnessed the oath-taking ceremony at the Governor’s Office.

Congratulations to our newly regularized and promoted Capitol employees. May this new chapter inspire an even stronger commitment to serve the people of Cebu with dedication and integrity.

Following this morning’s flag ceremony, Gov. Pam welcomed the 12 doctors who comprise the 𝗳𝗶𝗿𝘀𝘁 𝗯𝗮𝘁𝗰𝗵 𝗼𝗳 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲-𝗕𝗮𝘀𝗲𝗱 𝗥𝗲𝘀𝗶𝗱𝗲𝗻𝗰𝘆 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 doctors under her administration.

Their participation marks another important step in the administration’s long-term plan to strengthen and sustain the medical workforce across Cebu Province’s 16 Capitol-run hospitals.

𝗪𝗵𝗮𝘁 𝗶𝘀 𝗣𝗕𝗥𝗧𝗣?

PBRTP is a four-year Family Medicine residency program that allows qualified general physicians to undergo specialty training while continuing to serve patients in their respective Capitol-run district and provincial hospitals.

Unlike conventional residency programs that may require doctors to leave their communities, this model brings structured learning, mentorship, and workplace-based training closer to where our doctors already practice and where their services are most needed.

The program is implemented in partnership with the 𝗩𝗶𝗰𝗲𝗻𝘁𝗲 𝗦𝗼𝘁𝘁𝗼 𝗠𝗲𝗺𝗼𝗿𝗶𝗮𝗹 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗖𝗲𝗻𝘁𝗲𝗿 Department of Family and Community Medicine and the Department of Health Central Visayas.

Upon completing the program and fulfilling the applicable certification requirements, our doctors can advance as Family Medicine physicians equipped to provide:

👨‍👩‍👧 Patient-centered and family-focused care
🏘️ Community-responsive healthcare
📋 Better coordination and management of patients with varied health needs.

This is part of Gov. Pam’s sustainability planning for Cebu’s healthcare workforce. Together with the Province’s medical scholarship program with the Cebu Normal University–Vicente Sotto Memorial Medical Center College of Medicine with its first batch of 72 scholars this year, we are strengthening both ends of our healthcare workforce pipeline: developing future doctors while helping those already serving our communities gain advanced training.

Healthcare reform goes beyond the tangible things we can immediately see, such as hospital buildings, equipment, and additional beds.

It also means 𝗶𝗻𝘃𝗲𝘀𝘁𝗶𝗻𝗴 𝗶𝗻 𝗽𝗲𝗼𝗽𝗹𝗲, 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗲𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲, and preparing today for the healthcare needs of future generations.

We are planting seeds now for a Cebu with better-skilled doctors, stronger provincial hospitals, and quality healthcare closer to every Cebuano.

Gov. Pamela Baricuatro joined Provincial Board Members, department heads, and Cebu Provincial Government employees for the Monday flag-raising ceremony at the Capitol.

More than a weekly tradition, the gathering is a reminder of the shared responsibility that comes with public service—to work together, serve with integrity, and keep the needs of every Cebuano at the heart of government.

After the ceremony, Gov. Pam personally inspected the Capitol front grounds, checking the area as part of her hands-on approach to ensuring that the seat of the Provincial Government remains well-maintained, orderly, and welcoming to the Cebuanos it serves.

It was a simple start to another working week—showing up, checking what needs attention, and getting the work done.
