𝐋𝐎𝐎𝐊: 𝐎𝐂𝐃 𝐂𝐞𝐧𝐭𝐫𝐚𝐥 𝐕𝐢𝐬𝐚𝐲𝐚𝐬 𝐅𝐚𝐜𝐢𝐥𝐢𝐭𝐚𝐭𝐞𝐬 𝐈𝐂𝐒𝐄𝐂 𝐟𝐨𝐫 𝐬𝐞𝐥𝐞𝐜𝐭𝐞𝐝 𝐋𝐃𝐑𝐑𝐌𝐂𝐬 𝐨𝐟 𝐁𝐨𝐡𝐨𝐥 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞

The Incident Command System Executive Course (ICSEC) was successfully conducted on August 4, 2026, at Panda Tea Garden Suites, Tagbilaran City, Bohol, bringing together at least 31 participants from selected Local DRRM Council members from the different municipalities of Bohol Province to strengthen executive leadership in disaster risk reduction and management.

Facilitated by Mr. Dennis A. Atto, Chief of the Capacity Building and Training Section of the Office of Civil Defense Regional Office VII, together with Mr. Marko Emmanuel Longjas, the one-day course provided participants with a comprehensive understanding of the Incident Command System (ICS) and its vital role in ensuring coordinated, efficient, and effective emergency response.

The successful conduct of the training strengthened the partnership between the Office of Civil Defense Regional Office VII and the Local Government Units of the Province of Bohol in advancing effective disaster risk reduction and management initiatives.

The Office of Civil Defense (OCD) Region VII – Central Visayas successfully conducted the Incident Command System Executive Course (ICSEC) on 30 July 2026 at Radisson Blu, Cebu City, attended by the Department Heads, Sangguniang Kabataan President, Punong Barangays, City Councilors, Vice Mayor, and Mayor of Toledo City, Cebu. The training was facilitated by Mr. Dennis Atto and Mr. Romeo Sta. Cruz III, with all participants successfully completing the course.

The ICSEC equipped local executives and key decision-makers with a deeper understanding of the Incident Command System (ICS) and its vital role in effective emergency and disaster management. The course underscored that while elected officials and agency executives are not expected to perform tactical response operations, they serve as strategic leaders by providing policy direction, making informed decisions, mobilizing resources, and ensuring coordinated support throughout incident response operations.

Through initiatives like the ICSEC, the Office of Civil Defense Central Visayas continues to strengthen the leadership capacity of local government officials, fostering a culture of preparedness, coordination, and resilience toward safer and more disaster-resilient communities.

29 July 2026 | The Office of Civil Defense (OCD) Central Visayas served as resource speakers during the Ramon Aboitiz Foundation, Inc. (RAFI) Microfinance Digitalk webinar.

OCD Central Visayas Training Personnel Mr. Romeo Sta. Cruz III discussed the Philippine Disaster Risk Reduction and Management (DRRM) System, disaster risk awareness for MSMEs, preparedness measures, and emergency response protocols. Meanwhile, Ms. Jane Rose Abapo presented the government support programs available for disaster-affected MSMEs, with particular emphasis on the role of the Office of Civil Defense.

The webinar forms part of RAFI's Disaster Resilience Program, which aims to enhance disaster awareness, preparedness, response, risk reduction, and recovery among MSMEs, helping safeguard the livelihoods of communities and protect families from environmental and climate-related hazards.

By strengthening disaster resilience among MSMEs, OCD Central Visayas recognizes collaborative initiatives like this contribute to building safer, more prepared, and more resilient communities.

23 July 2026 – The Office of Civil Defense (OCD) Central Visayas participated in the National Forum on Strengthening MSME Disaster Resilience, organized by the Department of Trade and Industry (DTI) in partnership with the MSME Resilience Core Group (RCG), co-chaired by DTI and the Philippine Chamber of Commerce and Industry (PCCI), which was held at Bai Hotel, Mandaue City.

OCD Central Visayas Regional Director Joel Q. Mamon served as one of the panelists during the discussion titled “Crisis-Proofing MSMEs,” which focused on strengthening the preparedness and resilience of micro, small, and medium enterprises (MSMEs) against climate-related and global shocks.

The forum highlighted programs, tools, and best practices designed to help MSMEs prepare for, respond to, and recover from disasters while enhancing their long-term competitiveness and sustainability. It also provided a platform for government agencies, private sector partners, and development organizations to exchange insights and promote collaborative approaches to building a more resilient MSME sector.

Through its participation, OCD Central Visayas reaffirmed its commitment to advancing disaster resilience by fostering partnerships and supporting initiatives that empower businesses to anticipate risks, adapt to changing conditions, and recover more effectively from emergencies.

Strengthening MSME resilience remains a key step toward building safer, more resilient, and sustainable communities.

𝐍𝐃𝐑𝐌 𝟐𝟎𝟐𝟔 | 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐋𝐨𝐜𝐚𝐥 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐂𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐨𝐧

As part of the National Disaster Resilience Month (NDRM) 2026 observance, the Office of Civil Defense (OCD) Central Visayas gathered Local Disaster Risk Reduction and Management Officers (LDRRMOs) for the LDRRMOs Resilience Forum held on July 28, 2026, at the Golden Prince Hotel and Suites, Cebu City. The forum brought together Local DRRM Officers from the provinces of Cebu and Bohol to exchange knowledge, share DRRM best practices, and strengthen partnerships in building disaster-resilient communities.

OCD VII Regional Director and Regional Disaster Risk Reduction and Management Council (RDRRMC) Central Visayas Chairperson, Dir. Joel Q. Mamon, delivered the welcome remarks, expressing his heartfelt appreciation for the dedication and invaluable service of Local DRRM Officers in safeguarding their communities. He also emphasized the importance of strengthening partnerships and fostering collaboration, recognizing these as essential collective efforts in promoting a culture of preparedness and building disaster-resilient communities.

One of the highlights of the forum was the presentation of successful Disaster Risk Reduction and Management (DRRM) initiatives from participating local government units. Dr. Nagiel B. Bañacia, Head of the Lapu-Lapu City Disaster Risk Reduction and Management Office (CDRRMO) and Assistant City Administrator, presented the city's flagship programs, including Community-Managed Disaster Risk Reduction (CMDRR), Andam Lapu-Lapu, and the Sawra ang Ulan Program, which showcased community-centered approaches that enhance disaster preparedness and public awareness. Meanwhile, Mr. Marko Emmanuel Longjas, Head of the Research and Planning Division of the Tagbilaran City DRRMO, presented the city's Unified Emergency System (911) and BIDA Barangay Program, highlighting coordinated emergency response mechanisms and the vital role of grassroots participation in disaster risk management.

These presentations provided valuable insights into innovative and effective DRRM strategies that can be adapted and replicated by other local government units. More importantly, the forum underscored the importance of knowledge-sharing, collaboration, and continuous learning in strengthening local capacities to prevent, prepare for, respond to, and recover from disasters.

As we observe the National Disaster Resilience Month 2026, we are reminded that resilience is built through continuous learning, proactive planning, and strong partnerships. Together, we remain committed to fostering safer, more adaptive, better-prepared, and disaster-resilient communities across Central Visayas.
