The 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐎𝐫𝐚𝐬, 𝐄𝐚𝐬𝐭𝐞𝐫𝐧 𝐒𝐚𝐦𝐚𝐫, through the 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐏𝐞𝐫𝐦𝐢𝐭𝐬 𝐚𝐧𝐝 𝐋𝐢𝐜𝐞𝐧𝐬𝐢𝐧𝐠 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐁𝐏𝐋𝐎), successfully conducted the 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 𝐭𝐡𝐞 𝐅𝐨𝐫𝐦𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐒𝐮𝐛𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐂𝐢𝐭𝐢𝐳𝐞𝐧’𝐬 𝐂𝐡𝐚𝐫𝐭𝐞𝐫 𝐨𝐧 𝐀𝐮𝐠𝐮𝐬𝐭 𝟐𝟎, 𝟐𝟎𝟐𝟔, 𝐚𝐭 𝐭𝐡𝐞 𝐀𝐂𝐂𝐋 𝐇𝐚𝐥𝐥, 𝟐𝐧𝐝 𝐅𝐥𝐨𝐨𝐫, 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠. This important event saw the active participation of the Barangay Secretaries representing all 42 barangays of the municipality.

During the session, 𝐉𝐚𝐲𝐬𝐨𝐧 𝐎. 𝐊𝐢𝐦, 𝐂𝐡𝐢𝐞𝐟 𝐁𝐏𝐋𝐎 𝐚𝐧𝐝 𝐋𝐄𝐃𝐈𝐏𝐎, delivered a comprehensive discussion regarding the legal frameworks and proper formulation of the Barangay Citizen’s Charter. His presentation intricately tied the training to vital national legislation, starting with R𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟏𝟎𝟑𝟐, 𝐨𝐫 𝐭𝐡𝐞 𝐄𝐚𝐬𝐞 𝐨𝐟 𝐃𝐨𝐢𝐧𝐠 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐚𝐧𝐝 𝐄𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐭 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐃𝐞𝐥𝐢𝐯𝐞𝐫𝐲 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟏𝟖, which 𝐚𝐦𝐞𝐧𝐝𝐞𝐝 𝐭𝐡𝐞 𝐀𝐧𝐭𝐢-𝐑𝐞𝐝 𝐓𝐚𝐩𝐞 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟎𝟕. Under this law, agency heads are held primarily responsible for implementing fast, efficient, and reliable public service. Furthermore, he discussed 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟔𝟕𝟏𝟑, which mandates that public officials uphold public office as a public trust. This statute requires government workers to respond to public letters within fifteen (15) working days, submit annual performance reports within forty-five (45) working days, process papers expeditiously with a maximum of three (3) signatories where practicable, and ensure public documents remain accessible for inspection.

Adding to these ethical standards, the discussion also integrated 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟑𝟎𝟏𝟗 (𝐀𝐧𝐭𝐢-𝐆𝐫𝐚𝐟𝐭 𝐚𝐧𝐝 𝐂𝐨𝐫𝐫𝐮𝐩𝐭 𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐞𝐬 𝐀𝐜𝐭) to repress corrupt practices, specifically highlighting prohibitions against unjust delays or refusals to act on pending matters for personal or material gain. Complementing this, the session referenced provisions under the 𝐑𝐞𝐯𝐢𝐬𝐞𝐝 𝐏𝐞𝐧𝐚𝐥 𝐂𝐨𝐝𝐞 (𝐀𝐜𝐭 𝐍𝐨. 𝟑𝟖𝟏𝟓), which addresses malfeasance and misfeasance in office under dereliction of duty. Together, these legal frameworks emphasize that compliance with the Citizen’s Charter is crucial for eliminating red tape and ensuring complete transparency and accountability in local governance.

To ensure practical application, the 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐇𝐑𝐌𝐎), 𝐫𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐞𝐝 𝐛𝐲 𝐌𝐚’𝐚𝐦 𝐄𝐫𝐢𝐤𝐚 𝐃. 𝐆𝐞𝐫𝐞ñ𝐚, subsequently stepped in to guide the Barangay Secretaries through the submission processes of their respective charters. This collaborative effort was fully supported by the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐌𝐚𝐲𝐨𝐫, 𝐰𝐡𝐨 𝐬𝐞𝐫𝐯𝐞𝐬 𝐚𝐬 𝐭𝐡𝐞 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐋𝐆𝐔 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐨𝐧 𝐀𝐧𝐭𝐢-𝐑𝐞𝐝 𝐓𝐚𝐩𝐞 (𝐂𝐀𝐑𝐓). Ultimately, the Municipality of Oras expressed its sincere gratitude to all participating barangay officials and offices, marking another step forward in achieving efficient, citizen-centered governance.

📢 𝐄𝐀𝐒𝐄 𝐎𝐅 𝐃𝐎𝐈𝐍𝐆 𝐁𝐔𝐒𝐈𝐍𝐄𝐒𝐒 𝐈𝐍𝐈𝐓𝐈𝐀𝐓𝐈𝐕𝐄 𝐈𝐍 𝐀𝐂𝐓𝐈𝐎𝐍

The Business Permits and Licensing Office (BPLO) of the Municipality of Oras, Eastern Samar successfully conducted the 𝐄𝐚𝐬𝐞 𝐨𝐟 𝐃𝐨𝐢𝐧𝐠 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 for Punong Barangays at the ACCL Hall, Municipal Building. As the implementing office, BPLO continues to lead efforts in promoting streamlined, efficient, and transparent business processes in full alignment with Republic Act No. 11032, or the Ease of Doing Business Act.

The activity brought together the 𝟒𝟐 𝐏𝐮𝐧𝐨𝐧𝐠 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬, in coordination with the Municipal Treasurer’s Office (MTO) and the Department of the Interior and Local Government (DILG), strengthening collaboration toward improved local governance and service delivery.

The agenda included the 𝐬𝐮𝐛𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐞-𝐬𝐢𝐠𝐧𝐚𝐭𝐮𝐫𝐞𝐬 𝐨𝐟 𝐏𝐮𝐧𝐨𝐧𝐠 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬, reorientation on Section 11(f) of RA 11032, focusing on the integration of barangay clearance into the Business Permitting and Licensing System (BPLS), orientation on Municipal Ordinance No. 21, Series of 2023, consultation on the proposed establishment of the **Barangay Business Registration and Assistance Desk (BBRAD)**, and other related matters.

A central focus of the activity was the consultation on the proposed Barangay Business Registration and Assistance Desk (BBRAD), a key BPLO initiative aimed at bringing business registration services closer to the barangays and ensuring faster, more accessible, and citizen-centered service delivery.

𝐂𝐨𝐧𝐭𝐢𝐧𝐮𝐢𝐧𝐠 𝐭𝐡𝐞 𝐄𝐎𝐃𝐁 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞

Following the successful orientation and consultation with the Punong Barangays, the 𝐄𝐚𝐬𝐞 𝐨𝐟 𝐃𝐨𝐢𝐧𝐠 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐞𝐬 was subsequently held on July 30, 2026, as a continuation of the activity conducted the previous day.

The orientation and consultation for Barangay Secretaries further strengthened the implementation of the EODB initiatives at the barangay level by providing them with a clearer understanding of the processes, requirements, and their respective roles in supporting streamlined business registration and permitting services.

Through these complementary activities, BPLO continues to strengthen coordination with barangay officials and promote a more efficient, accessible, transparent, and citizen-centered business environment across the Municipality of Oras.

This initiative reflects BPLO’s strong commitment to advancing the Ease of Doing Business through innovation, digitalization, collaboration, and regulatory efficiency, further positioning the Municipality of Oras as a more business-friendly local government unit.
