READ | โ€˜NO EXCUSES ON TURNOVERโ€™: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.โ€™s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

โ€œAll barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,โ€ the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

โ€œTransitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,โ€ the Department added.

The BSKE is scheduled on the first Monday of November 2026.

On March 24โ€“25, 2026, DILG Palawan, in collaboration with the PSWDO, spearheaded the Provincial Assessment for the Local Council for the Protection of Children (LCPC) and the Local Committee against Trafficking and Violence Against Women and their Children (LCAT-VAWC) at the Provincial Capitol.

Municipal Focal Persons participated in a rigorous table assessment, where evaluators reviewed and validated the accomplishments of their respective councils from the previous year. This assessment aims to ensure that local committees are not only functional but are effectively implementing programs that safeguard the rights and welfare of Palaweรฑos.

The evaluation was made possible through the collaborative efforts of a dedicated multi-agency provincial assessment team. The LCAT-VAWC assessment was conducted by a panel composed of DILG Palawan, PNP Palawan, the Office of the Provincial Prosecutor, PSWDO, PHO, and CSO partner. Meanwhile, the LCPC, the assessors included representatives from DILG Palawan, PSWDO, DepEd Palawan, PPDO, PHO, and various CSOs.

Together, these agencies and offices continue to work hand-in-hand to uphold the standards of local governance and social protection.

The digital revolution has arrived in Quezon, Palawan, with the rollout of the Barangay Information Management System (BIMS). This transition marks a bold move away from traditional paperwork toward a tech-driven approach designed to empower local leaders through data-driven governance.

The rollout was successfully conducted on March 24โ€“25, 2026, at the MDRRMO, Alfonso XIII, Quezon, Palawan. The sessions were attended by Barangay Secretaries and Punong Barangays, all of whom demonstrated a keen interest in modernizing their day-to-day operations.

This initiative aimed to bridge the gap between traditional administration and digital efficiency. Under the expert guidance of the LGUSS Team from the Regional Office and the Provincial ISA, participants gained hands-on experience with the Barangay Information Management System (BIMS), discovering how it effectively streamlines local workflows. As these barangays transition to a paperless environment, residents can look forward to faster transactions, more transparent governance, and a local government that is truly ready for the future.

BUILDING ROADS, CONNECTING COMMUNITIES: Groundbreaking in Narra, Palawan! ๐Ÿ—๏ธ๐Ÿ›ฃ๏ธ

A new chapter for infrastructure development officially began as DILG Palawan and the Local Government Unit of Narra successfully conducted the Groundbreaking Ceremony for the Construction, Rehabilitation, and Concreting of Roads last March 26, 2026, in Barangay Poblacion.

Hon. Ceferino M. Genovea (SB Member & Committee Chair on Infrastructure), who highlighted in his welcome remarks how this project will transform local connectivity. MLGOO Ted S. Guian, EnP, followed with a technical overview, detailing the project's scope and its long-term impact on the community.

Strengthening the vision for a more mobile Narra, Vice Mayor Edmond B. Gastanes and Mayor Gerandy B. Danao delivered inspirational messages, emphasizing that better roads mean better economic opportunities for every Narranian.

DILG Palawan Provincial Director Juanito D. Olave, Jr., CESO V, delivered a powerful turnover message, reaffirming DILGโ€™s commitment to responsive local governance and high-quality infrastructure. The project was warmly accepted by PB Nenita R. Nacario of Brgy. Poblacion, who expressed the communityโ€™s collective gratitude. The roads are more than just concreteโ€”they are lifelines for the community, improving mobility and boosting the local economy.

Municipal Engineer Reynald R. Ladiana delivered his closing mesage marking the start of a project that stands as a milestone for sustainable development in Narra.

DILG Palawan successfully conducted the 2026 Lupong Tagapamayapa Incentives Award (LTIA) Provincial Assessment and Validation. The Provincial assessment was facilitated by LGOO II Jo-Amie Grace D. Tabat, LTIA Provincial Focal Person, together with Acting Cluster Head Myra Michelle M. Colbe-Kampitan and LGOO V Randell B. Dotillos, alongside members of the Provincial Awards Committee (PAC).

Joining the validation were Atty. Arabella Llacuna M. Pe (Office of the Provincial Prosecutor), Provincial Director PCOL Joel D. Casupanan and PLTCOL Baby Jane T. Comoso (PNP Palawan), Ms. Sharon Galvez (PDRRAI), and Ms. Angelic Demin representing the Liga ng mga Barangay (LNB) Palawan Chapter.

The assessment recognized barangays that demonstrated exemplary implementation of Katarungang Pambarangay. The validation centered on efficiency in dispute resolution and the promotion of peace and order at the barangay level.

DILG Palawan, through the Project Development Management Unit (PDMU), successfully conducted the final inspection of infrastructure projects in the Municipality of Roxas, Palawan.

Completed under the FY 2024 Support to Barangay Development Program (SBDP) is the Rural Electrification Project in Brgys. Jolo and Tinitian. This project brings reliable electricity closer to households, opening more opportunities for education, livelihood, and overall community development.

Simultaneously, the FY 2025 SBDP Concreting of Farm-to-Market Roads in Brgys. Tumarbong and Nicanor Zabala was inspected. These roads will significantly improve accessibility, reduce transportation costs, and support local farmers in delivering their goods more efficiently.

Implemented under the NTF-ELCAC, these projects play a vital role in addressing the root causes of insurgency by delivering essential government servicesโ€”fostering peace, inclusive development, and sustainable progress. These initiatives highlight the governmentโ€™s commitment to uplifting rural communities by enhancing basic services and strengthening local economic growth.

READ | DILG: MLGOOs STRENGTHEN RULE OF LAW, SUPPORT FAIR BARANGAY JUSTICE

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

โ€œAng papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,โ€ the Department said.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.
