Ashland Police Department Executes Search Warrant in Online Child Exploitation Investigation

On November 5, 2025, members of the Ashland Police Department’s Special Operations Bureau, Ashland Police Department Patrol Division, Kentucky State Police, and Russell Police Department executed a search warrant following an extensive investigation into the online distribution of child sexual abuse material.

During the search, detectives identified Joshua Cline, 23, of Ashland. As a result of the investigation, Cline was charged with KRS 531.335(3), Possession of Matter Portraying a Sexual Performance by a Minor Under 12.

The Ashland Police Department would like to thank the Florida Department of Law Enforcement, Kentucky State Police, and the Russell Police Department for their assistance and collaboration throughout this case. Their combined efforts underscore the ongoing partnerships between local, state, and federal agencies in the fight against crimes involving the exploitation of children.

This investigation remains active, and additional charges are anticipated. The Ashland Police Department continues to work diligently to protect the most vulnerable members of our community.

On October 13, 2025, Ashland police officers responded to the Port of Ashland Riverfront Park at 7:55 pm to a call of a domestic disturbance between a male and a female. Upon arrival a male victim was found with a gunshot wound to the leg. A female who was alleged to have shot the male fled the scene. The male was found to have a wound that required transport to Cabell Huntington Hospital by Healthnet Air Medical after being requested by Boyd County Paramedics. The male was stabilized there at the scene and at the hospital.

The female later came to the Ashland Police Department to speak with officers on what occurred. A firearm and other items were taken into custody as evidence.

At this time detectives are continuing to investigate the facts and events that occurred. Upon completion of the investigation, the results will be submitted to the Boyd County Commonwealth Office for review for prosecution.

No further information can be given at this time due to continuation of the investigation. The event was isolated to the participants and no one else was injured.

Ashland Police Department’s K9 Mabel has received donation of body armor.

Ashland Police Department, KY, K9 Mabel has received a bullet and stab protective vest thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. K9 Mabel’s vest was embroidered with the sentiment “This gift of protection provided by Vested Interest in K9s, Inc.”.

Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and National Institute of Justice (NIJ) certified. Since its inception, Vested Interest in K9s, Inc. has provided over 6,225 vests valued at $6.9 million to K9s in all 50 states, made possible by both private and corporate donations.

The program is open to U.S. dogs at least 20 months old and actively employed and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United States.

Vested Interest in K9s, Inc. accepts tax-deductible contributions in any amount, while a single donation of $1,050 will sponsor one vest. Each vest has a value of $1800.00, weighs an average of 4-5 lbs., and comes with a five-year warranty. For more information, or to learn about volunteer opportunities, please call (508) 824-6978. Members of the Northeast Kentucky Drug Task Force of Appalachia HIDTA successfully executed a search warrant on August 28, 2025, resulting in the arrest of a multi-state fugitive and the seizure of significant quantities of illegal drugs, weapons, and cash.

Acting on tips regarding the whereabouts of Shannon Badalamenti of West Virginia, a fugitive with active arrest warrants from multiple surrounding states, law enforcement officers executed a search warrant at the intersection of State Route 3 and Clay Jack Road in Rush, Boyd County, Kentucky.

Seizures Include:
-Suspected methamphetamine
-Fentanyl
-Co***ne
-Multiple types of pills
-One firearm
-$1,555 in cash

This successful operation demonstrates our continued commitment to disrupting drug trafficking networks and removing dangerous individuals from our communities. The collaboration between federal, state, and local agencies was instrumental in achieving this outcome.

The Northeast Kentucky Drug Task Force is comprised of investigators from the ATF-Ashland Field Office, Ashland Police Department, and the Boyd County Sheriff's Office. Additional assistance was provided by Flatwoods PD.
