Open to everyone: parents, neighbors, community organizations, and staff at private, parochial, and charter schools near a public school.

Everyone who lived through September 11 in this city was changed by it. Two members of our agency answered by giving the next 25 years to public service.

Henry Jackson, who built the makeshift Emergency Operations Center on the West Side after the EOC at WTC Building 7 was destroyed, and later managed the project that produced our permanent headquarters, is NYCEM’s Chief Operating Officer. Ira Tannenbaum, who responded to September 11 as a volunteer EMT and has served nearly 30 years, is NYCEM’s Assistant Commissioner for External Affairs and Strategic Partnerships.

We remember the day by continuing the service.

To the veterans who served, to the families who served with them, and to the New Yorkers who shouldered a pack this morning on their behalf: thank you. Service leaves a long trail. It runs through generations of this city, through the post-9/11 era and every era before it, and through households where a deployment reshaped everything. This morning New York City completed its first Remembrance Ruck, from Cadman Plaza across the Brooklyn Bridge to Foley Square, with names carried the full distance. The route closed at a resource fair connecting the military community to housing, health care, mental health support, benefits and the organizations that stand ready to help. Our respect to everyone who made the crossing, and our thanks to and to NYC CERT members.

🌧️ Weather Alert: Heavy Rain & Potential Flash Flooding

A Flood Watch is in effect for NYC from 4 AM–12 PM Sunday, Sept. 13, with the greatest risk for heavy rain and flash flooding between 5–10 AM.

If you live in a basement apartment or below-grade space, be prepared to move to higher ground. The City is opening 51 safe overnight locations at NYC Public Schools beginning at 10 PM Saturday. Pets and service animals are welcome.

🚗 Never drive, walk, or bike through floodwater.
📱 Stay informed and keep your phone charged.
🏠 Check on neighbors who may need assistance.

🌧️ Flood Watch: Possible heavy rain in NYC from Saturday night into Sunday, 9/13, may cause rapid flooding, especially in basements and low-lying areas.
 
⚠️ Stay safe:
• Be prepared to move to higher ground or a higher floor if needed.
• Stay OUT of flooded basements.
• If you must travel, use caution and never drive or walk through flooded roadways.
• Monitor weather conditions and follow official guidance.

Emergency Management Commissioner Christina Farrell addressed NYCEM staff past and present this afternoon, among them colleagues who survived September 11, 2001.
 
This agency lost its home on that tragic day and kept coordinating the City’s response. 
 
Tonight, for the first time ever, NYCEM’s headquarters will be lit blue alongside the 9/11 Tribute in Light, and so does 7 World Trade Center, where the Office of Emergency Management stood until that morning. 
 
Twenty-five years later, the two light together for the first time.

We remember the thousands lost on September 11, 2001, the first responders and volunteers who answered that morning, all who have been lost to 9/11 illness in the years since, and the thousands still living with it today.

Commissioner Christina Farrell joined Commissioner Tigani to commemorate the 25th anniversary of September 11 and honor those who were lost, those who responded, and those who carried the work of recovery forward.

In the days and weeks after the attacks, DOB inspectors and structural engineers assessed hundreds of buildings across Lower Manhattan, undertaking difficult and dangerous work that helped the city begin to recover.

Twenty-five years later, we remember their service, the colleagues we have lost in the years since, and the enduring partnership between NYC Emergency Management and the Department of Buildings in service to New York City.
